LyondellBasell is joining the HyVelocity Hydrogen Hub!

Happy Halloween and happy Tuesday!  Can you believe Halloween and the end of October are already here?  It seems like it was just Memorial Day and the kids were getting out of school for the summer, but I guess time does speed up as we get older.

Did anyone happen to read The Houston Chronicle on October 31, 2023, their article titled, “Refinery will convert to hydrogen – Soon-to-be-closed LyondellBasell facility will become part of federally funded hub”?  In the article, it goes on to speak about LyondellBasell’s Houston refinery which is along the Houston Ship Channel was set to be retired in 2024, but was delayed until 2025.  On Friday, October 27, 2023, during its earnings call, the company said it will be part of the HyVelocity Hydrogen Hub.   LyondellBasell will be joining Exxon, Chevron, University of Texas at Austin, as well as some other companies and some nonprofits which have been awarded federal funding to help with HyVelocity Hydrogen Hub and the area's transition towards cleaner energy.  LyondellBasell is trying to be part of the change going on in the oil and gas industry as it is trying to be a trendsetter by investing more in recycled plastics and the energy transition.  LyondellBasell joining the HyVelocity Hydrogen Hub was a good fit with what to do with the aging refinery as well as helping it meet its current goals.  If you would like to read more of The Houston Chronicle’s article, please click the link: Lyondell's Houston refinery to be part of DOE hydrogen hub (houstonchronicle.com).

BOEM’s Gulf of Mexico Lease Sale 261 will or won’t it happen; saga continues…...!

Happy Monday and welcome back to another week of ESC News Blog.

Well, we knew that the saga would continue and looks like the next chapter has been unleashed. Let’s give you a little recap!  Back at the end of August the Department of Interior’s Bureau of Ocean Energy Management (BOEM) was being sued by the Oil and Gas Industry for reducing the acreage by about 6 million acres and making new terms and restrictions for the lease sale because of the endangered species which lives in the northern Gulf of Mexico and the environmentalists sued to stop the sale and the revised terms were part of an agreement with them to hold the lease sale.  The Oil and Gas Industry’s case had its day in court on September 21, 2023, the U.S. District Court for the Western District of Louisiana and the Honorable Judge, James David Cain, Jr., ruled the BOEM must return to the original lease sale terms and acreage announced back in March because the changes came at the last minute and the proper steps were not taken.  By the end of the week the BOEM filed an emergency request to allow the sale to proceed, but leave the new restrictions, and the environmentalist also filed an appeal with the U.S. Court of Appeals for the 5th Circuit in New Orleans.  The following week the U.S. Court of Appeals for the 5th Circuit sent down a ruling delaying the September 27, 2023, Oil and Gas Lease Sale 261 to November 8, 2023, to allow for them to consider the request.  Now you are up to date in this saga.

Did anyone see The Houston Chronicle’s Business Section on October 28, 2023, they had an article titled, “5th Circuit ruling puts Gulf oil, gas lease sale in jeopardy”?  In the article, it speaks about the Gulf of Mexico Oil and Gas Lease Sale 261, which was scheduled for Wednesday, November 8, 2023, and how arguments for the emergency request have been set for November 13, 2023 in New Orleans, Louisiana with the U.S. Court of Appeals for the 5th Circuit has been stayed by the court for now.  The court’s ruling on October 26, 2023, to stop the sale for now seems to have thrown everyone for a loop!  The Energy Natural Resource Committee believes the sale should go on as originally posted before the revised sale terms in August as specified in the Inflation Reduction Act and after the hearing they had on Thursday, October 26, 2023.  It will be interesting to see how this will play out in regard to will or won't the scheduled lease sale happen!  If you would like to read more of The Houston Chronicle’s article, please click the link: Gulf lease sale in jeopardy after stay by 5th Circuit (houstonchronicle.com).

Texas is starting to take the lead in amount of utility-grade solar powering the grid.

Happy Thursday!  Can you believe the week is almost over?

Did anyone happen to read The Houston Chronicle online on October 26, 2023, their article titled, “Texas leads the nation in solar installed on its power grid, surpassing California”?  In the article, it goes on to speak about how Texas knocked out California as the new leader in amount of solar which powers the power grid by utility-scale solar.  As of September 30, Texas has 18,364 megawatts of utility-scale solar power helping Texans power their homes and businesses.  Most of California’s power grid only has 17,277 megawatts of utility-scale solar power coursing through its transmission lines.  California still leads in the number of rooftop solar panels and most solar being installed as of second quarter of 2023 which brings their total for all types of solar to 41,675 megawatts.   Texas has only 18, 801 megawatts of all types of solar power, but that is changing because the cost of constructing solar farms has declined and operational cost is down for utility-scale projects.  Solar has been credited with helping keep the lights on this summer in Texas and moving peak time to 7 p.m., when the sun starts to go down Texans were told to conserve many days.  This is good news for Texans which shows we are embracing solar as well as other forms of energy to help us continue being a leader in energy.   If you would like to read more of The Houston Chronicle’s article, please click the link: Texas is number one in solar power installed on its electric grid (houstonchronicle.com).

Milestone Carbon announces a second project in West Texas to establish a carbon storage hub.

Did anyone happen to read The Houston Chronicle on October 21, 2023, their article titled, “Houston carbon company creating storage”?  In the article, it goes on to speak about Milestone Carbon who announced it is leasing 22,000 acres of underground storage space in Loving and Midland counties from Texas Pacific Land Corp. to establish carbon hubs in the Delaware and Midland Basins to help companies attain their net-zero goals or trying to adhere to the EPA’s policies of removing carbon dioxide (CO2) from fossil fueled power plants out of the air.  Milestone Carbon’s parent company is Milestone Environmental Services who specializes in carbon sequestration.  They will use its knowledge of injecting oil field waste underground to catch CO2 to store underground in West Texas.  Milestone Carbon announced in September it is developing a similar project in Midland and Upton counties.  Milestone Carbon believes its clientele will be power plants, natural gas processing plants, facilities which make cement and ammonia as well as companies striving to becoming net-zero.  Milestone Carbon is one of several companies who have announced carbon capture and sequestration projects over the last few months.  If you would like to read more of The Houston Chronicle’s article, please click the link: Carbon storage hub grows with Milestone's 22,000-acre lease (houstonchronicle.com).

DOE announces requesting proposals to refill six million barrels of SPR.

Happy Two for Tuesday! 

Did anyone hear about the announcement the Department of Energy (D0E) made from the Office of Cybersecurity, Energy Security, and Emergency Response made on October 19, 2023, they made an announcement titled, “U.S. Department of Energy Announces Monthly Solicitations to Purchase Oil for Strategic Petroleum Reserve Replenishment - October Solicitation for 6 Million Barrels Continues Biden-Harris Administration’s Commitment to Replenish Reserve at a Good Deal for American Taxpayers, Maintain the SPR’s Operational Readiness, and Protect the Nation’s Energy Security”?  The announcement goes on to speak about how the DOE is requesting monthly proposals to sell oil to the Strategic Petroleum Reserve (SPR) the with the intent to refill the SPR with approximately six million barrels to be delivered by January 2024, and these monthly requests for proposal will go on until at least May 2024.  The proposals are part of a three-part plan to refill the SPR, with the idea of getting the best bang-for-their-buck for the American people and these buybacks are the continuation of the plan with the first round refilling it with 4.8 million barrels for under $73 a barrel. The first posting was up on October 19, 2023, requesting proposals for up to three million barrels to be submitted to the SPR Project Management Office (SPRPMO) in New Orleans, Louisiana by October 24, 2023 before 11 a.m. C.T., with delivery for December 2023 at Big Hill storage facility.  The second request for a proposal was posted the same day with proposals for up to three million barrels being accepted until November 1, 2023 before 11 a.m. C.T. and delivery for January 2024 at Big Hill storage facility.  The SPR is located in the Texas and Louisiana underground in salt domes in four locations: Bryan Mound, Big Hill, West Hackberry, and Bayou Choctaw.  This is good news that the SPR is being refilled at the best price especially in the volatility in the market these days!  If you would like to read more of the announcement from DOE’s Office of Cybersecurity, Energy Security, and Emergency Response, please click the link: U.S. Department of Energy Announces Monthly Solicitations to Purchase Oil forStrategic Petroleum Reserve Replenishment | Department of Energy.

New LFG to RNG plant opened in Bowling Green, Missouri!

Happy Monday!  Welcome back to another week of ESC News Blog!

Did anyone see the Tank Storage News America Newsletter on October 20, 2023, they had an article called, “Vision RNG celebrates grand opening and ribbon cutting of LFG to RNG plant”?  The article speaks about the opening celebration earlier in October in Bowling Green, Missouri Vision RNG and Meridian Waste’s first land fill gas (LFG) to renewable natural gas (RNG) plant at Meridian’s Eagle Ridge Landfill which is the first of its kind in Missouri.  This partnership is taking greenhouse gases like methane and carbon dioxide which are normally flared at a landfill, capturing it, and sending it to the plant to make RNG.  The RNG is then pipelined through the Panhandle Eastern pipeline to U.S. Energy who bought it to supply to its customers.  This partnership is a win-win for the environment and for renewable energy.  The plant will take 1500 standard cubic feet per minute of the landfill’s LFG, and it will make approximately 350,000 MMBtu/year of RNG.  Vision RNG has many more plants like this opening in the next two years including two more with Meridian.  Projects like this are on the rise in the U.S. because it’s a two-fer because it helps the environment and helps feed our hunger for energy.   If you would like to read more of the article from Tank Storage News America, please click the link: Vision RNG celebrates grand opening and ribbon cutting of LFG to RNG plant - Tank Storage News America.

Syzygy Plasmonics tops $100 million from investors in its ground-breaking chemical reactor which will help the burgeoning clean energy green hydrogen industry.

Happy Thursday!  How about the Astros game last night? 

Ever since the announcement last week in which the Houston area’s HyVelocity is going to receive federal funds, the hydrogen industry is receiving a lot of press time.  Here’s more good news for the Houston area and the road to cleaner energies and lower emissions.

Did anyone happen to read The Houston Chronicle on October 15, 2023, their article titled, “Clean hydrogen startup nets another big investor”?  In the article, it goes on to speak about a local venture enterprise, Syzygy Plasmonics has added another investor in its innovation of all electric chemical reactors Mitsubishi Heavy Industries America.  Mitsubishi has joined a line of investors which include names like Chevron Technology Ventures, Toyota Ventures, Saudi Aramco to name a few. The investors believe in the chemical reactor to the tune of $100 million, and they are willing to invest in it to get it commercialized for the upcoming green hydrogen business.  Syzygy Plasmonics is developing an all-electric chemical reactor, Rigel™, which uses light instead of combustion and this is an important technology, if ammonia is going to be split into hydrogen after its journey around the world in a cost-effective way.  Their reactor may be run by renewables, so the end product will be clean energy with very low emissions, if any.  This is good news for the hydrogen industry and HyVelocity, if we are going to reach our climate goals of net-zero.  If you would like to read more of The Houston Chronicle’s article, please click the link: Houston's Syzygy wins Mitsubishi Heavy Industries backing (houstonchronicle.com).

HyVelocity, the hydrogen hub, is expected to make thousands of future jobs for the Houston-Gulf Coast area.

Happy Wednesday! 

Did anyone happen to read The Houston Chronicle on October 14, 2023, their article titled, “Hydrogen sector could create more than 10K jobs – Feds award Houston’s HyVelocity hub up to $1.2 billion for development”?  In the article, it goes on to speak about how the Texas Gulf Coast hydrogen hub called HyVelocity has officially been granted the opportunity as one of the seven of the U.S. Department of Energy Clean Energy Demonstration Office’s (OCED) H2Hubs Program, and it is being introduced to us.  HyVelocity is comprised of the following educator, companies, and non-profits: University of Texas at Austin, Chevron, Exxon, Air Liquide, AES Corp., Mitsubishi Power Americas, Ørsted, Sempra Infrastructure, Center for Houston’s Future, and GTI Energy.   These groups are investing in what they believe is the future of clean energies.  HyVelocity isn’t starting from scratch due to blue hydrogen which is made from natural gas is made here in Houston now, but with the federal funds the money will be used to help capture and store its emissions underground.  The Houston Hub will develop facilities which make green hydrogen which is made through electrolysis and powered by renewables.   The new hydrogen industry is expecting to bring 10,000 jobs, and 35,000 construction jobs to the Houston-Gulf Coast area over the next ten years, and it is expected to start construction in the next three to four years.  Across the industry 300,000 jobs are expected between stable employment positions and construction.  President Joe Biden made the official announcement of the seven hubs at a Pennsylvania port where another hydrogen hub was chosen on Friday, October 13, 2023.   The federal government offered up to $7 billion in funding from the Bipartisan Infrastructure Investment and Jobs Act (IIJA) in expectation another $40 billion in private funds would join to develop hydrogen as a future clean energy in the U.S.  The seven hubs were chosen out of 79 submissions which included one in Corpus Christi.  The U.S. is investing in a future for clean energy and reduced greenhouse gases as well in investing in its workers.  If you would like to read more of The Houston Chronicle’s article, please click the link: Chevron, Exxon in Houston coalition to receive DOE hydrogen hub funds(houstonchronicle.com).

The Houston Gulf Coast Area has been selected as 1 of 7 to get federal money from the DOE’s H2Hubs Program!

Happy Tuesday! 

Did anyone happen to read The Houston Chronicle on October 13, 2023, their article titled, “Area set to receive hydrogen hub label – Texas Gulf Coast would get billions to develop technology”?  In the article, it goes on to speak about how the Texas Gulf Coast has been granted the opportunity as one of the seven of the U.S. Department of Energy Clean Energy Demonstration Office’s (OCED) H2Hubs Program.  The Houston centered area hub will possibly be receiving about $1.2 billion in federal money and will be the biggest of the hubs.  The other hubs which are up for the awarded federal money from the Bipartisan Infrastructure Investment and Jobs Act (IIJA) are Philadelphia, PA; California, the Appalachian region, the Midwest, the Northern Plains, and the Pacific Northwest.   The H2Hubs Program was developed as a way to help the U.S. decarbonize heavy industry, as well as trucking and shipping and reduce greenhouse gases (GHG).  The Houston area is a leader in blue hydrogen which is made from natural gas, but with the federal funds the money will help capture and store its emissions in old oil fields under the Gulf of Mexico.  The hope is the federal funding will help with the transition to green hydrogen the Houston Hub is planning on developing.  The new hydrogen industry is expecting to bring 10,000 jobs, and 35,000 construction jobs to the Houston Gulf Coast area.  The federal money invested in hydrogen is hoping it will help the U.S. keep our energy independence as well as aiding in reducing climate change.   If you would like to read more of The Houston Chronicle’s article, please click the link: Houston selected as one of 7 U.S. hydrogen hubs (houstonchronicle.com).

U.S. EIA announced they expect fossil fuel demand to increase over the next 30 years!

Happy Monday!  Welcome to another week of the ESC News Blog. 

Did anyone happen to read The Houston Chronicle on October 12, 2023, their article titled, “Fossil fuel use likely to increase – A federal agency says existing global policies, Third World dependence won’t cut energy emissions”?  In the article, it goes on to speak about the U. S. Energy Information Administration (EIA) last week announced fossil fuel use isn’t expected to reduce by 2050 with current policies across the globe to help stop the worst of climate change.  Underdeveloped nations are expected to increase fossil fuel use between 1% and 40% over the next 30 years.  This combined with Africa and India’s expanding fossil fuel use which is expected to grow 2.9% and 3.4% respectively will also not be helping climate change.  There is good news!  The U.S. EIA is estimating that renewables like solar and wind will increase usage between 75% and 120% in the next 30 years, but renewables are only about half of the equation. The article goes on to speak about how we need more technological advances as well as more social policies change but will need the aid of consumers, if it is going to happen! The Port of Brownsville announced they have received funding from the MIP and now will be moving forward on a new improved Cargo Dock 3!

At this point, you know we like to stay on top of the happenings at the Ports in Texas. 

Did anyone hear that the Port of Brownsville released a Press Release last week, October 6, 2023, “Port of Brownsville Receives $11.5 Million Grant for Reconstruction of Cargo Dock 3”?  The press release was about them being awarded $11.5 million from the Texas Department of Transportation (TxDOT) new Maritime Infrastructure Program.  The Maritime Infrastructure Program (MIP) had $240 million in funding to award to Texas ports.  The MIP received approval from the Regular Session of the 88th Legislature (2023) who renewed the Port Access Account Fund which was used to finance maritime port capital improvement projects.  These funds are then used to make improvements to increase commerce and for better safety.  Thirty-one ports received money from the MIP.  The Port of Brownsville will be receiving money from the MIP for Cargo Dock 3 which is by Windhaus Road on the west side of the turning basin and it is over seventy-years-old.  Cargo Dock 3 will be reconstructed in three stages, first they will have the septuagenarian dock destroyed, then they will buy steel piles which will be used to support the dock, and lastly, they will build the new and improved dock.  This is wonderful news for the Port of Brownsville and we would like to congratulate them and wish them much prosperity with their new improved dock.  If you would like to read more of Port of Brownsville’s Press Release, please click the link: Port of Brownsville Receives $11.5 Million Grant for Reconstruction of Cargo Dock 3– Port of Brownsville.

Vopak’s Los Angeles Terminal modifying to help the sustainable fuel industry!

Did anyone happen to see the newsletter from ILTA News, October 4, 2023, they had a press release from the Vopak titled, “Vopak repurposed existing infrastructure to support energy transition in California”? The press release goes on to speak about how Vopak modified 22 tanks at Vopak’s Los Angeles Terminal in California to hold Sustainable Aviation Fuel (SAF) and renewable biodiesel.  The tanks can hold about 39 million gallons.  Vopak is trying to help with the transition to renewable fuels by modifying tanks for the “What’s next!” in liquids.  Vopak is helping with sustainable fuel and feedstocks by being willing to modify to help its customers and the environment by investing in infrastructure to the tune of more than $31 million this year to change existing tanks.  They have announced they will be investing over $1 billion over the next 7 years into growth capital to aid emerging energies and renewable products.  If you would like to read the full press release from Vopak, please click the link: Vopak repurposed existing infrastructure to support energy transition in California |Royal Vopak.

Enbridge and Divert’s wasted food-to-RNG facility in Washington started construction, and it is only the beginning for these two!

Happy Monday!  Welcome back to another week of ESC News Blog!

Did anyone see the Oil & Gas Journal’s Newsletter on October 5, 2023, they had an article called, “Enbridge, Divert to build first wasted food-to-RNG plant under multi-plant deal”?  The article speaks about Enbridge and Divert expanding the wasted food-to-RNG industry by building a new plant in Longview, Washington, and this is one of Enbridge’s investments into projects that are renewable energy in their strive to help fight climate change and increase energy supplies all the while making the transition into cleaner energies.  This is the beginning of the relationship between the two companies which agreed on $1-billion infrastructure development agreement, but it should be noted Enbridge earlier this year made an investment in Divert of $80 million which is about 10% of the company.  The two companies will be putting $100 million into constructing the Longview Integrated Diversion & Energy Facility (IDEF) which will have the task of breaking down about 100,000 tonnes/year (tpy) of food scraps from food businesses and companies in the Washington and Oregon area, and the food scraps will be changed into a carbon-negative RNG.  Longview IDEF facility will be 66,000-sq ft, and it will be using Divert’s process of depackaging and using anaerobic digestion at the facility to make the RNG.  The facility started construction earlier in September and is expected to be operational in 2024.  Divert’s process will help aid in reduction of food scraps going to landfills where it will reduce the amount of methane and CO2 going into the atmosphere.  Wasted food causes 10% of global greenhouse emissions (GHG) and learning how to reduce food waste will help with our goal to reduce GHGs and power our homes and businesses.  If you would like to read more of the article from the Oil and Journal, please click the link: Enbridge, Divert to build first wasted food-to-RNG plant under multi-plant deal | Oil & Gas Journal (ogj.com).

BOEM’s Gulf of Mexico Lease Sale 261 is now scheduled for November 8, 2023; how long will this saga continue...

Well, we knew that the saga would continue and it is still chugging along! 

Let’s catch you up on the unfolding drama!  Back at the end of August the Department of Interior’s Bureau of Ocean Energy Management (BOEM) was being sued by the Oil and Gas Industry for reducing the acreage by about 6 million acres and making new terms and restrictions for the Lease Sale 261 because of the endangered species which lives in the northern Gulf of Mexico and the environmentalists sued to stop the sale.  On September 21, 2023, the Oil and Gas Industry had their day in the U.S. District Court for the Western District of Louisiana, and it was ruled to return to the original terms and conditions of the lease sale. The BOEM and environmentalists filed an emergency request with the U.S. Court of Appeals for the 5th Circuit in New Orleans by the end of the week.  On September 25, 2023, the appellate court granted the sale to be delayed until November 8, 2023 to consider the emergency request.   Well, you are caught up in this unfolding drama!

Did anyone see the BOEM on October 5, 2023, they issued a press release, “BOEM Announces Updated Terms for Gulf of Mexico Oil and Gas Lease Sale – Reflects Court-directed timing and terms”?  In the announcement, it speaks about the Gulf of Mexico Oil and Gas Lease Sale 261 and the removal of the updated terms and conditions of the sale as stipulated by the courts.  BOEM has scheduled the lease sale for November 8, 2023 and they will be posting the notice in the Federal Register on October, 6, 2023.  As of late there has been no ruling from the U.S. Court of Appeals for the 5th Circuit in New Orleans from the 3-judge panel which is still considering the emergency request filed by the BOEM and environmentalists.  It will be interesting to see how this saga will play out in the next few weeks, and if the sale will happen in November.  If you would like to read more of the announcement from the BOEM, please click the link: BOEM Announces Updated Terms for Gulf of Mexico Oil and Gas Lease Sale | Bureau ofOcean Energy Management.

There will only be 3 offshore oil and gas lease sales in the Gulf of Mexico in the next 5 years according to the Final National OSC Program!

Happy Hump Day aka Wednesday! 

There’s been a lot going on in the U. S. Department of Interior’s Bureau of Ocean Energy Management (BOEM) last week, when they announced moving forward with the offshore oil and gas leases as they agreed in the Inflation Reduction Act (IRA).  Did anyone happen to read The Houston Chronicle’s Business Section on September 30, 2023, their article titled, “Offshore oil, gas lease sales cut to fewest in U.S. History”?  In the article, it goes on to speak about the number of oil and gas lease sales the Department of Interior announced for the next five years in the Gulf of Mexico.  The BOEM announced there will be three offshore oil and gas lease sales for the Gulf of Mexico in 2025, 2027, and 2029.  This number has to do with the agreement which was made to create 30 gigawatts of offshore wind farms by 2030 in the U.S.’s strive to have a clean energy future and help us keep our energy independence.   The administration’s decision came from a comment period for the Proposed National Outer Shelf Oil and Gas Leasing Program and Draft Programmatic Environmental Impact Statement (EIS) for the 2024-2029 National Outer Continental Shelf Oil and Gas Leasing Program (National OSC Program) where 760,000 comments were collected.  The National OCS Program’s Final Program and the Final EIS will be published in the Federal Registrar and will then be under a minimum 60-day waiting period before the final program is approved.  If you would like to read more of The Houston Chronicle’s article on PressReader, please click the link: PressReader.com - Digital Newspaper & Magazine Subscriptions.

The Galveston Wharves is awarded state money to help fund their 2019 strategic master plan projects.

You know we keep on top of what happens in the Ports in our area, so here’s the latest from The Galveston Wharves in Galveston, Texas.

Did anyone happen to read The Houston Chronicle’s Business Section on October 3, 2023, their article titled, “Galveston port gets $42M boost – Infusion of state funding will help expand cargo business, aid traffic flow and travelers”?  In the article, it goes on to speak about The Galveston Wharves or Port of Galveston announcement last Thursday.  The Galveston Wharves were given $42.3 million from the Texas Department of Transportation (TxDOT) to help fund their 2019 strategic master plan which will begin next year.  The funds they received are the largest amount of money the port has ever been awarded.  The Galveston Wharves will use funds to enlarge and improve the West Port Cargo Complex, improve traffic movement in the area and improve safety measures for the foot traffic crossing to the cruise lines on Harborside Drive.  The strategic master plan’s additional funds will come from the port itself and the whole project will be turnkey by 2026.  If you would like to read more of The Houston Chronicle’s article, please click the link: Port of Galveston plans for $50 million capital improvement project(houstonchronicle.com).
