Record breaking Gulf of Mexico lease sale! What's with all the traffic?

Happy Friday! 

Well did anyone read The Houston Chronicle or see the reprint on MSN on Thursday, March 30, 2023 called,” Gulf lease sale sees $264M in bids.”   The auction on Wednesday brought in record bids since the lease sales in 2017.  The Gulf of Mexico Off-shore lease sale had over thirty companies which included Exxon Mobil, Chevron, BP, and Occidental Petroleum (OXY) as well as others and they all were granted pieces of the 1.6 million acres with the permission to develop oil and gas.  Two lease sales were part of the agreement to get the Inflation Reduction Act passed.  The second lease sale for the Gulf of Mexico will take place Wednesday, September 27, 2023, if all goes as planned.

The US Energy Information Administration (EIA) released their Monthly Energy Review on March 28, 2023 and it is now available from the EIA website.

Men's Final Four, Astros Opening Weekend, Houston Rockets, Music and Traffic! Oh My!

Happy Hump-day (Wednesday)! 

Did anyone read The Houston Chronicle on Tuesday, March 28, 2023?  They had an article called, “Safety advised for a busy weekend of events.”  It is about the circus (traffic) we’re going to have for this weekend through April 4th, 2023 and how to stay safe.  The city has the Men’s Final Four at NRG Stadium, March Madness Festival at Discovery Green (downtown), The Men’s Final Four Fan Fest at George R. Brown Convention Center (downtown), the Houston Astros opening weekend (downtown) and home games for the Houston Rockets (Downtown) all this weekend.  Wow 4 big events in such a short window of time!  The City is advising, if you don’t need to drive in the Downtown and NRG areas of town don’t!  They have several streets downtown closed for the festivities especially by Discovery Green and George R. Brown Convention Center.  Please check out the article for specifics!

March Madness events at Discovery Green starting this Friday you will be able to ride the MetroRail for free through April 3, 2023.  You need to register for tickets ahead of time for concerts at Discovery Green there is a limit of 22,000 people.  Please click the link for Discovery Green to check see all the happenings!  Men’s Final Four will have Fan Fest activities at George R. Brown Convention Center, too.  As well as the games at NRG Stadium.

Reminder about the Lower Houston Ship Channel and New Dimensions

Well, Happy Twos-day (Tuesday)!

Carbon Dioxide Pipelines in the MidWest - Will they have hang-ups, too?

Well, welcome back to a beginning of a new week!  We hope you enjoyed your weekend!

Did anyone read on the internet from Yahoo! News last week about the reprint of the New York Times article,” A Different Kind of Pipeline Project Scrambles Midwest Politics” from March 20, 2023.   It’s pretty interesting because it speaks about the same kind of complaints people made about other pipelines like landowners not wanting it to cross their property, and it might be dangerous.  The same groups that protested against the Keystone XL and the Dakota Access Pipelines are joining forces once more against Summit Carbon Solutions proposed approximately 2,000-mile carbon dioxide pipeline which would be crossing five states to be stored underground in North Dakota.  I guess after getting all this bad press Summit Carbon Solutions wanted to let everyone know it is making progress with the carbon dioxide pipeline.  Today Summit Carbon Solutions announced they’ve acquired 70% of the pipeline route from North Dakota landowners by voluntary easement agreements. It sounds like the rest may be an uphill battle, but check out the article and see what you think.  Is this the partial solution to climate change?

The New President of The Greater Houston Port Bureau will be Captain Eric Carrero!

We’d like to say, “Welcome Aboard to Captain Eric Carrero!” ðŸš¢

The Greater Houston Port Bureau announced the replacement for the retiring Captain Bill Diehl earlier this week.   Captain Eric Carrero will be taking the helm as the President of The Greater Houston Port Bureau on July 1st, 2023.  Captain Eric Carrero will be retiring from the U.S. Coast Guard after 26 years of service in May 2023.  Captain Carrero is no stranger to the Houston/Galveston region and the Houston Ship Channel after being assigned here for 8 years, and he served as Commanding Officer of the Marine Safety Unit Texas City.  His current leadership position is of the Waterways Management Division for the U.S. Coast Guard’s Eight District which will give him a special view of U. S. Ports, and with that experience it will help him direct and grow the Greater Houston Port Bureau into the future.  We wish Captain Eric Carrero a happy retirement and successful career here in Houston!

Follow-up to 2nd Chances for Carbon Capture Plant in Richmond, Texas

We hope you all are enjoying your two for Twos-day (Tuesday)!

Did you catch my Valentine’s Blog about the article called, “Carbon Capture Plant’s Revival Offers Opportunity for Redemption” in the Texas Inc. section of The Houston Chronicle on February 13, 2023 which was a reprint of a Bloomberg article?  It is about a local carbon capture plant in Richmond, Texas who is having a comeback and getting a second chance at life.  After a few upgrades on the plant which are expected to be completed in June 2023, the plant will restart.  This plant is expected to ship the carbon it captures to an energy company’s oil field, and they will be using it for a process called enhanced oil recovery. Enhanced oil recovery is a process where carbon dioxide is injected into an oil well and it squeezes out the oil and is then stored in reservoirs deep underground. 

Well, The Houston Chronicle has done a follow up article in the Spotlight in the Texas Inc. section called, “Carbon Capture – Petra Nova is being revived.  Can it live up to its promise?”   In the article, it speaks about how the Petra Nova plant had many problems and outages, even had a fire in one of its Units.  Petra Nova being first of its kind large scale carbon capture plant was expected to have issues and because of the issues it didn’t collect as much carbon dioxide as promised.  How will it be different this time besides the tax credits from the Inflation Reduction Act helps with the cost of running the plant!  I guess we will see, if they can iron out and improve on what they have learned because all eyes are on them. 

Well, seems like carbon capture of this magnitude would have some hiccups along the way to cleaning up emissions and helping with climate change.  If you think about the first automobiles, people laughed at them and said it wouldn’t work, because they weren’t reliable due to breakdowns, and it caused a lot of pollution. Now look at the automobile we could not live without them, and they’re more fuel efficient and have less emissions than ever, especially compared against those first automobiles.  I guess we will find out soon enough what will help us and our fight against climate change.

ABS Class research vessel to be fueled by hydrogen fuel cells and diesel-electric power plant.

Well, welcome back to a beginning of a new week!  We hope you enjoyed your weekend! I enjoyed my vacation, but it could have been longer. 

I admit I didn’t read any when I was on vacation, but before I left, I ran into an article about an ABS class vessel which was going to be dueled powered.  The article from Tank News International called, “Hydrogen-Fuelled research vessel to be built to ABS Class” is about a research vessel commissioned by the University of California San Diego’s Scripps Institution of Oceanography and designed by Glosten which will use hydrogen fuel cells for 75 percent of its missions and 25 percent conventional diesel-electric powered power plant for its longer missions.  We thought this was pretty cool in light of the big push for hydrogen as a clean energy source during CERAWeek.  Maybe this is the beginning of more uses for hydrogen, so more people start designing hybrid vehicles!

The Wrap up to CERAWeek 2023!

Well, welcome back to a beginning of a new week!  We hope you enjoyed your weekend!

Did anyone read The Houston Chronicle on Sunday, March 12, 2023 and their article,” Energy czars look to future of alternatives - ’Orderly transition’ to green fuel sources caps the discussion.” CERAWeek by S&P Global is over and the 7,200 energy industry visitors have returned to their respective hometowns.  Houston again showed why we are, “The Energy Capital of the World!” The big topic for the Big Oil and Gas companies is how can we transition quickly into new energies and navigate the obstacles.  It looks like the buzz phrase for the week is “Orderly transition” this is what we’re going to need according to the Big Energy Companies to move into a renewable energies' future.  Jennifer Granholm, the U.S. Energy Secretary agreed on how we need to control the transition, and have permitting take a reasonable amount of time, as well as, protecting the environment in the process.  Another speaker, John Kerry, the Special Presidential Envoy for Climate toted we need to utilize technology in our fight against climate change.  Mr. Kerry continued to also speak about the need to change our way of doing business but do it in an orderly and systematic way.   

There are several sections to CERAWeek.  The Agora section speakers were popular, when it came to attendees, and they wanted to know about what’s next.  The CEO of Oxy, Vicki Hollub was a speaker in the Agora section of CERWeek, and she spoke of the changes Oxy has done with carbon capture and her vision to move into nuclear and lithium as a viable future to help the fight against climate change.  The other hot topic to speak about was hydrogen, but it would take us decades to completely develop the demand, as well as the technology to use it.  The Oil and Gas section spoke about how in the foreseeable future we would still need it.  Speakers in other sections of the conference spoke about the Texas power grid and how there is no agreement on how to fix it.  They also spoke about how to store wind and solar energy, and the use of backup power.  It looks like there was a nice group of speakers at CERAWeek with a vision for change!

Learnings from the Commerce Club Luncheon on Thursday, March 9, 2023

Happy Thursday! 

Well, we went to the Greater Houston Port Bureau Commerce Club Luncheon at the Houston Marriott South at Hobby Airport.  The speaker was COL Michael E. Fossum, Vice President, Texas A&M University (TAMU), Chief Operating Officer, Galveston Campus, and Superintendent, Texas A&M Maritime Academy.  Colonel Fossum has had a long, interesting career in the Air Force and National Aeronautics and Space Administration (NASA) where he was an astronaut who has had more than 194 days in space and had done 7 spacewalks, and even was the Commander of the International Space Station (ISS).   After his retirement from NASA, he joined TAMU in Galveston.  Here he is helping build the future of the maritime industry.

Colonel Fossum gave an informative talk about how TAMU at Galveston is supporting the future of the maritime industry especially with its Maritime Academy.  He spoke about the importance of our Blue Economy which has been even more important since Covid and all the supply issues we have had.  What is a Blue Economy it is how we use and care for oceans, rivers and lakes for the betterment of our lives which include everything from employment, growth of our economy, recreation, energy as well as caring for its habitat in a responsible way. 

The Maritime Academy at TAMU at Galveston is one of seven of its kind in the United States.  At the Maritime Academy students will have normal classroom learning experience, but they will have three summer sea terms for seamanship, navigation, and engineering operations onboard a training ship which originates in the Gulf of Mexico.  They are expecting the TS Kennedy freighter this year for more of a full-time arrangement with the US Government to help train our countries future merchant marines.  The United States Maritime Administration (MARAD) is building a training ship at the cost of more than $330 million dollars, but it will also be used as an emergency relief vessel for when we have disasters or hurricanes, and it will originate in TAMU at Galveston in the Gulf of Mexico.  The training vessel has recently started construction and is expected to be completed by late 2024 or early 2025.    If you would like more information about the Maritime Academy at Texas A&M in Galveston or any of its other programs, please click the link: Texas A&M University at Galveston - Texas A&M Galveston, TX (tamug.edu)

TCEQ and the Proposed Aboveground Storage Vessel Safety Program

Happy International Women’s Day!  Tell the women is your life.   “Thank you for all they do!” And Happy Wednesday! 

Have you heard about SenateBill 900 where the Texas Legislature amended the Texas Water Code by adding several sections to Chapter 26 in which they enacted a new program called, ‘Performance Standards for Safety at Aboveground Storage Vessels?”  This new code will affect petrochemical plants, petroleum refineries and bulk storage terminals who have containment tanks or something similar which hold 21,000 gallons or more of regulated substances (as described in TWCSection 26.343) and are made of concrete, steel, plastic or something similar. Texas Commission on Environmental Quality (TCEQ) must establish the Aboveground Storage Vessels Safety (ASVS) Program by September 1, 2023.  The new rules will be in Title30 Texas Administrative Code Chapter 388.  The TCEQ is in the comment phase of the proposal and will be having six public hearings around Texas to hear what people think of their rules, and/or they may mail in your comments.   Three of the rules they are proposing are:

·          1.  Protect groundwater and surface water in the event of an accident or natural disaster.

·          2.  Identify new safety elements that TCEQ must include in the ASVS Program.

·          3.  Define which entities are regulated. 

If you would like to attend the hearing in Houston it will be Wednesday, March 29, 2023 at 6 p.m. at MagnoliaMulti-Service Center.  If you would like to make an oral statement or written statement, you must register at the hearing.  There will be an open discussion thirty minutes prior to the hearing, but not during the actual hearing.

CERAWEEK S&P has started here in Houston!

Happy Tuesday!

Well, CERAWEEK S&P has started here in Houston at the George R. Brown Convention Center and Hilton Americas Hotel Downtown.  It started yesterday and goes through Friday, March 10, 2023.  We are expecting visitors from over all over the world for the conference, and hydrogen will be a hot topic as well as other sustainable energies and minerals.

Oxy's Subsidiary 1PointFive located a CCUS site to be developed in East Texas which will be called Bluebonnet

Happy Monday!

Did you hear about the announcement Thursday, March 3, 2023, made from Occidental Petroleum Corporation (OXY) and its subsidiary 1PointFive?  1PointFive is their carbon capture utilization and sequestration company, and they have been on the lookout for a land along the Gulf Coast.  They finally found a site with more than 55,000 acres.  1PointFive location is overlapping into three Texas counties: Chambers, Liberty, and Jefferson, and the hub will be called Bluebonnet.  Bluebonnet Hub is the perfect location to take advantage of all the Oil and Gas industries in and around the Houston, Baytown, Port Arthur, and Beaumont areas, and use existing pipelines to gather CO2 and transport to the underground saline aquifers.   1PointFive has done a successful stratigraphic test well and subsurface assessment to confirm the site’s ability to contain carbon dioxide in the deep saline aquifers.  The company plans the Bluebonnet Hub will be up and running by 2026, and they will be filling for permits this year. 

Last year it was announced Oxy’s Low Carbon Ventures which 1PointFive is part of will be partnering with Enterprise Products Operating, LLC (subsidiary of Enterprise Products Partners, L.P.) in developing a carbon dioxide transportation system using Enterprise’s existing and expansive pipeline system in addition Enterprise will be adding new pipelines in the Texas Gulf Coast region connecting to the Bluebonnet Hub.  Both companies feel this is a good solution to help the Texas Gulf Coast reduce its emissions in the Houston and Beaumont areas.

A New Poll Finds Texans Support Geothermal and Other Renewable Energy Sources

Has anyone caught the article in Tank Storage News Americas sent in the newsletter today?  It is called, “Texas survey shows growing support for next-generation geothermal and other renewables.”  University of Houston Hobby School of Public Affairs released a poll completed by Texans.  The Energy poll of 1,200 Texans showed how they felt about renewables and traditional energy sources.  The results were surprising because it showed Texans have a favorable attitude toward expanding renewable energy sources like solar farms (64%), wind farms and hydroelectric dams (57%), nuclear plants (42%), and geothermal (59%).  While there was less support for expanding non-renewables like conventional fossil fuels (41%), offshore natural gas (40%), fracking (35%), and the use of coal (27%). 

The biggest surprise of the survey was Texan republicans (63%) and democrats (59%) were very close in their approval of use of geothermal energy.  With the 2021 Winter Storm Uri in which there was almost total failure of the electric grid Texans are ready to embrace something that will be as consistent an energy source as fossil fuels.  Geothermal energy isn’t affected by the weather and time of year like solar and wind, and there has been strive in the development of less restrictive extraction of this energy source as well as the reducing the cost.  Let’s hope the lawmakers in Texas put this study to good use in their current legislative cycle, and the surplus of $33 billion to benefit all Texans.  If you would like to view the article from Tank Storage News Americas, please click the link: Texassurvey shows growing support for next-generation geothermal and otherrenewables - Tank Storage News America

Changes Coming to Port Houston - Looks Like No More Saturday Terminal Gates!

How is everyone’s week going so far?  Mine is becoming a bit chaotic with all the activities scheduled this week including some things we’re going to at the Houston Livestock Show and Rodeo at NRG Park this weekend.  I guess being busy with purpose is the best part of being alive!

Did anyone see the notice in the Greater Houston Port Bureau Newsletter on Tuesday, February 28th, 2023 about Port Houston is going to discontinue Saturday gate hours at the Container Terminals at their Bayport and Barbours Cut locations on Saturday, April 29th, 2023.  Port Houston will be hosting a webinar on March 8th, 2023 at 10 am for anyone who would like to learn more about the changes.  Please click the links for additional information or to register for the Port Houston’s Webinar.
