Congratulations to Dr. Tina Peterson for her being appointed to the GCPD’s Board of Directors!

Happy Thursday!  We hope your day has been going well in spite of rain earlier! 

Did anyone happen to hear the Harris County Commissioners Court appointed Dr. Tina Peterson to the Gulf Coast Protection District’s (GCPD) Board of Directors?   Dr. Peterson will be taking the place of Adrian Garcia who has held the appointment for Harris County since the inception of the GCPD.  Dr. Peterson is a valuable addition to the Board of Directors due to her extensive background in flood mitigation; she is currently the Executive Director of the Harris County Flood Control District.  Dr. Peterson has leadership positions in several flood and stormwater groups in the region, and will bring her knowledge, skills, and her experience to the GCPD.  Dr. Peterson’s will have the term expiration of June 16, 2027.  We wish her luck in her new position.  If you would like to read more of the News Release from the GCPD, please click the link:                       Dr_Tina_Petersen_Joins_the_GCPD_Board_of_Directors_4a6a9e70d0.pdf(website-media-gulf-coast-pd.s3.amazonaws.com).

A South Texas LNG project has another disappointing announcement to its low carbon future!

Happy Wednesday!

We love a follow-up to our Blog!  We blogged about the Rio Grande LNG plant in South Texas getting its approval back at the end of April 2023, and then Federal Energy Regulatory Commission (FERC) withdrawing its certificate earlier this month in 2024, please check our blog on the details.  It is in the news again!

Did anyone happen to read the Oil & Gas Journal’s Transportation Report Newsletter on August 28, 2024, they had an article regarding the latest saga on one of America’s LNG projects?   It was titled, “NextDecade scraps bid to build carbon capture project at Rio Grande LNG.”  The article was on how NextDecade has decided to no longer pursue its application with FERC for its carbon capture and storage (CCS) unit at its Rio Grande LNG (RGLNG) plant and requested FERC to stop its review.  The decision was made after the company decided the CCS project was not adequately planned for its application review by FERC.  The company is currently building Phase 1 of its RGLNG plant as it decides on what the next step is in regard to its recent loss of its FERC certificate and what it means to the final investment decision (FID) for its Train 4.  We will let you know, if we hear anything else on this saga.  If you would like more information on this article from Oil and Gas Journal, please click the links: NextDecade scraps bid to build a carbon capture project at Rio Grande LNG plant | Oil & Gas Journal (ogj.com).

Battleship Texas has been moved to Pier A for more revitalization!

Happy Tuesday! 

We love a follow-up and an update, so Battleship Texas was in the news for an update on its repairs and restoration. 

Did anyone happen to read Chron. Gulf Coast’s Newsletter on August 23, 2024, their article titled, “Battleship Texas move to new, temporary home in Galveston – The historic dreadnought is entering the next phase of its extensive repair and restoration.”?  In the article, it goes on the speak about how the Battleship Texas was being relocated to pier A at the Gulf Copper Dry Dock & Rig Repair for continuation of the work being done on it on August 22, 2024.   Battleship Texas has completed more than two years of repairs, and 700 tons of steel have been used, and more of its revitalization will happen on Pier A at a reduced daily rate until it’s finished.  According to the Battleship Texas Foundation they will be working on the wood deck now the steel deck has been repaired and painting the of ship.  The dreadnought is expected to be in its new home in late 2025 or early 2026.  If you would like to read more of the Chron. article, please click the link: Battleship Texas on the move in Galveston for more repairs (chron.com).

DOE has agreed to purchase almost 2.5 million barrels to refill Bryan Mound for delivery starting in January 2025.

Happy Monday and welcome back to another week of ESC News Blog!   We hope you had a fun and relaxing weekend! 

At this point, you know how we enjoy writing follow-ups for our Blog, and we did promise to keep you informed in our last SPR blog!  We wrote about the Strategic Petroleum Reserve (SPR) having purchased or have had returned to them more than 50 million barrels of oil, and they have lined up purchasing agreements for another approximately 9 million barrels to be delivered this fall to Big Hill SPR in Texas and lined up 4.65 million barrels for Bayou Choctaw for delivery by the end of the year. 

Did anyone happen to read the DOE’s CESER Updates Newsletter for the Strategic Petroleum Reserve on August 23, 2024, their update included, “The New Purchase of close to 2.5 Million Barrels Showcase the Biden-Harris Administration’s Continued Commitment to Replenish the SPR at a Good Price, Maintain the SPR’s Operational Readiness, and Protect the Nation’s Energy Security”?  In the DOE’s updates, the Office of Petroleum Reserves had announced the recipient who was given a contract for the August 6, 2024, Request for Proposal (RFP) issued by them for delivery at Bryan Mound for the first three months of 2025 of less than a million barrels a month for a total of approximately 2.475 MMB.  There were 15 offers for the August 6, 2024, RFP and one company’s offer was accepted, and the company was Macquarie Commodities Trading US LLC.    Ever since the 6 million barrels for Bryan Mound were not attained, on August 26, 2024, the SPR published another RFP to buy another 3.6 MMB of sour crude called Version 2 for delivery the first three consecutive months of 2025 starting in January.   The deadline to this RFP is September 4, 2024, please see the notice above for exact deadline time.  We will keep you informed on anything we hear.  If you would like to read more of the announcement from the DOE’s Office of Petroleum Reserves, please click the link: Biden-Harris Administration Purchases Barrels for the Strategic Petroleum Reserve – Bringing Total Purchased to over 47 Million Barrels at a Good Deal for American Taxpayers | Department of Energy.

What is happening in the carbon capture industry?

Happy Thursday!

Did anyone happen to read The Houston Chronicle’s Business Section on August 17, 2024, their article titled, “Rising expenses threaten carbon capture”?  The article speaks in regard to how costs for carbon capture projects have increased greatly from the prices a few years ago, when the Inflation Reduction Act (IRA) of 2022 was released with its tax credits.  The carbon capture industry which looked as if it may be the next big thing to help the oil and gas industry may need help itself.  The costs have increased between 23% to 38% for the carbon capture projects in the last three years, and they aren’t expecting it to reduce anytime soon.  The growing industry has had just under 200 projects announced in the last few years and many may be in jeopardy due to costs, or a stymied permitting process nonetheless there have been a few fortunate ones who have begun construction (See our Blog in May 2023).  It doesn’t appear the budding industry is giving up just, yet they have approached Congress to influence them to release more tax credits which are not expected until 2027 in the current law.  Currently, the industry and the think tanks have only reduced the number of metric tons expected to be contained by the mid-2030s, nonetheless everyone will be watching those which start up first.  If you would like to read more of The Houston Chronicle’s article in Microsoft Start, please click the link: Texas oil companies pinned climate promises on carbon capture. DOE has agreed to purchased 1.5 million barrels to refill Bayou Choctaw for January 2025 delivery

At this point, you know how we enjoy writing follow-ups for our Blog!  We wrote about the Strategic Petroleum Reserve (SPR) having purchased or have had returned to them more than 50 million barrels of oil, and they have lined up purchasing agreements for another approximately 9 million barrels to be delivered this fall to Big Hill SPR in Texas and lined up 4.65 million barrels for Bayou Choctaw for delivery by the end of the year. 

Did anyone happen to read the DOE’s CESER Updates Newsletter for the Strategic Petroleum Reserve on August 15, 2024, their update included, “The New Purchase of 1.5 million Barrels Showcase the Biden-Harris Administration’s Strong Commitment to Replenish the SPR at a Good Price, Maintain the SPR’s Operational Readiness, and Protect the Nation’s Energy Security”?  In the DOE’s updates, the Office of Petroleum Reserves has announced the recipients who were given contracts for the August 6, 2024, Request for Proposal (RFP) issued by them for delivery at Bayou Choctaw in January 2025.  Five companies presented 19 offers for the August 6, 2024, RFP and two companies offers were accepted.  They furthermore announced the 180 million barrels which were sold or set to sell have been kept or recovered in the SPR and we are at the 2022 levels for our reserves.

The anticipated channel user fee for Project 11 has had a special Port Commission meeting!

Happy Tuesday!  We hope you are keeping cool during the dog days of summer!

We wrote in our Blog regarding the proposed Project 11 user fee back in Mid-May 2024, and now the next step in the making of the ordinance to help fund Project 11 has made it to our doorstep! 

Did anyone see the Greater Houston Port Bureau’s (GHPB) Newsletter on August 15, 2024, they mention an announcement from the Port of Houston Authority titled, “Port Houston Holds Special Port Commission Public Meeting to Discuss Project 11 User Fee”?   The announcement is in regard to a Notice from the Port of Houston Authority in regard to a Special Public Meeting the Port Commission had on August 8, 2024, on which they showed a draft of the Project 11 user fee ordinance, and let the public make comments on it.  The Port of Houston Authority proposed channel user fee will be used to help pay the local costs of the Houston Ship Channel Expansion – Project 11.  The anticipated user fee is expected to go into effect in 2025, and the fee will cease when costs are recouped or around 30 years.   The Port Commission will reflect on the comments from the public in the final version of the Project 11 user fee ordinance, and it may be up for a vote as early as the next meeting, which is scheduled on Tuesday, September 24, 2024.   If you would like to see the agenda from the August 8, 2024, meeting and draft of the ordinance, please click the link: Public-Book-Special-PC-Meeting-User-Fee-Aug-2024.pdf(porthouston.com).  If you would like to read more of the announcement, please click the link: Port-Houston-Special-Public-Meeting_-Introduces-Proposed-Channel-User-Fee-Final.pdf(porthouston.com).

The first geothermal energy storage project in Texas has found a home!

Happy Monday! Welcome back to another week of ESC News Blog!

We love an update and back at the end of February we blogged concerning Sage Geosystems plans to construct a geothermal energy storage facility in Texas with the location unknown.  Appears their first Texas project has a location, if you would like more information on our original blog, please check the end of February 2024.   

Did anyone happen to read The Houston Chronicle’s Business Section on August 16, 2024, their article titled, “Geothermal project slated for South Texas – Startup leasing land at site of coal mine, power plant for storage facility”?  The article speaks in regard to a start-up in Houston called Sage Geosystems has announced Christine, Texas as its first Texas geothermal energy storage facility.  The location of the geothermal energy storage facility will be on land leased from San Miguel power plant and coal mine.   Sage Geosystems will be leasing 10 acres from San Miguel Electric Cooperative which powers homes in rural South Texas.  San Miguel Electric Co-Op had been searching for a way to provide cost-effective and dependable power for the Co-Op’s clientele, and with the coal power plant slated to retire in 2037 they were looking for a way to be part of the change which is coming over the electric industry.  The geothermal energy storage facility is expected to be built and working by December 2024 with a final price tag of approximately $14 million nonetheless they will then have to apply to Electric Reliability Council of Texas (ERCOT) to be able to tie into the Texas grid and are hoping to be tied into it in 2025.   Sage Geosystems is expecting to pump water into a reservoir and fill it when demand for power is down for renewable energy, and when power is needed its valves will open and pressurized water will return to the surface to turn turbines which will create power for the Texas grid and the storage time is expected to be around 10 hours.   Sage Geosystems is looking into using solar panels to make power which will be put away for future use.  This is good news for those who use the electric from the San Miguel Electric Co-Op and its future as an electric service provider to rural South Texas.  If you would like to read more of The Houston Chronicle’s article, please click the link: ERCOT geothermal storage project built by Sage Geosystems (houstonchronicle.com).

The Partnership between the GCPD and USACE ink has dried and now preliminary planning for the Coastal Texas Project may begin!

We love an update on our Blog!  Back in Mid-May we blogged about the Coastal Texas Project was receiving money from the federal government in the amount of $500,000.  It appears, "what next!" has happened.   Check out of blog about Coastal Texas Project.   

Did anyone happen to see the News Release from Gulf Coast Protection District (GCPD) on August 15, 2024, titled, “USACE and GCPD Sign Design Agreement for the Coastal Texas Project”?  GCPD’s release speaks about the U.S. Army Corps of Engineers (USACE) and Gulf Coast Protection District (GCPD) have partnered up to start planning the Coastal Texas Project, and its goal to make the Galveston Bay Storm Surge Barrier System and Ecosystem Restoration a reality, and their relationship was made official by signing a Design Agreement in the beginning of August 2024.  The Coastal Texas Project is a plan or strategy to help decrease damage from coastal storms which have eroded and marred the Texas coastline by repairing the ecologies and protecting the communities which call the Texas Gulf Coast home.  The Design Agreement formalizes the partnership and specifies each entities individual duty as well as makes the GCPD a non-Federal sponsor of the project.   GCPD will be accountable for 35% of the design cost and they will help plan certain elements of the project.   The Army Civil Works Program FY24 Work Plan and this signed contract will move the project forward and the collaboration for preliminary work and plans may commence.  More contracts are expected to be signed as the project progresses at different stages and different parties become involved as the improvements move down the Texas Coastline.  We would like to wish the parties involved luck in making a creative plan to protect those of us on the Texas Coast.  If you would like to read more of the News Release from the GCPD, please click the link: USACE_and_GCPD_Sign_Design_Agreement_for_the_Coastal_Texas_Project_GCPD_f645f5e526.pdf(website-media-gulf-coast-pd.s3.amazonaws.com)

Port of Brownsville’s Brazos Island Harbor Channel Improvement Project has picked a contractor for Segment B.

Did anyone hear that the Port of Brownsville announced Callan Marine Ltd. was given the contract for $104 million from the U.S. Army Corps of Engineers (USACE) Galveston District (SWG) for Segment B on the Brazos Island Harbor (BIH) Channel Improvement Project early this week?  Callan Marine Ltd. will be deepening Segment B of the Brownsville ship channel by 10 feet, so it reaches a depth of 52 feet for a 13-mile area.  Callan Marine Ltd. will be moving approximately 7,000,000 cubic yards of various substances from the bottom of the channel and will be disposing it at Placement Area (PA) 5B.   The channel deepening is expecting to start in early October 2024, and it is expected to finish in June 2026.  The BIH Segment A which was worked on starting in late 2023 had lowered the opening of the channel to a depth of 54 feet for approximately 4.5-mile, then they are lowering the rest of Segment A to 52-feet for the next 7.5-mile.  BIH Segment A will improve the channel depth for approximately 12 miles.  This is great news for the Port of Brownsville and its future with hosting large vessels.  If you would like to read more about the BHI Channel Improvement Project at the Port of Brownsville, please click the link USACE Awards Contract for BIH Channel Deepening – Port of Brownsville.

Willow Project on the North Slope is progressing at a nice pace!

We love a follow-up, even if the saga involving the 9th Circuit Court of Appeals hasn’t completely played out yet for ConocoPhillips' Willow Project.  See our blog back in the beginning of January 2024, if you want to get to speed on the Willow Project on the North Slope. 

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on August 1, 2024, their article titled, “ConocoPhillips raises full-year capex on Willow development progress”?  In the article, it speaks about ConocoPhillips moved their capital expenditures budget to $11.5 billion according to their second-quarter 2024 operating statement.  The U.S Department of Interior Bureau of Land Management (BLM) approved three core pads for drilling after an Environmental Impact Statement (EIS) back in 2023 for the Norh Slope in Alaska.  ConocoPhillips has been progressing their 600-MMboe Willow Project on Alaska’s North Slope, even though the case in the 9th Circuit Court of Appeals is still active.  As of the Spring 2024 ConocoPhillips had materials begin to arrive for their central base, and now they have started assembling it sooner than anticipated.  The Willow Project is guesstimating to cost approximately $8 billion, nonetheless they are expecting it to produce 600 million bbl. during its lifetime, and the federal, state and local authorities are expecting approximately $8 to 17 billion in new money from taxes and royalties.  Stay tuned for more on this project!  If you would like to read more of the Oil & Gas Journal’s article, please click the link:   ConocoPhillips raises full year capex on Willow development progress | Oil & Gas Journal (ogj.com).

Local Baytown CCS Project has received OCED funds to start Phase 1 of its demonstration project!

We love a follow-up and Houston’s CCS Alliance brought another milestone to our attention for the Houston areas decarbonization industry.  Calpine who was one of the awardees for the Department of Energy (DOE) Office of Clean Energy Demonstrations (OCED) carbon capture and storage demonstrations facilities back in December 2023 has moved on to the funding part of the project.  

Did anyone happen to see the Houston CCS Alliance’s Newsletter on July 24, 2024, they had an article titled,” Department of Energy awards Calpine $12.5 million for Phase 1 of Baytown CCS Project”?  In the article, Houston CCS Alliance speaks on one of their members, Calpine, on July 3rd, 2024, have inked an agreement with the U.S. Department of Energy (DOE) Office of Clean Energy Demonstrations (OCED) for $12.5 million to initiate their Carbon Capture and Storage (CCS) project in Baytown, Texas.   Calpine’s CCS project is the first of its kind for a commercial scale project to use CCS technology to capture carbon dioxide from a natural gas power plant in the United States. Houston CCS Alliance’s Newsletter furthermore featured an announcement titled, “Calpine Announces Execution of Full-Scale Demonstration Project Cost Sharing Agreement with DOE for Baytown Decarbonization Project”?  The announcement was about the U.S. Department of Energy (DOE) Office of Clean Energy Demonstrations (OCED) picked Calpine’s Baytown CCS Project as one of the recipients of federal money for a commercial carbon capture and storage demonstration project, and they have reached an agreement in the beginning of July 2024 with the OCED to begin receiving funds for their first phase of the project.  Calpine may be able to get up to $270 million of federal money to help develop and demonstrate their full-scale carbon capture project called Baytown Decarbonization Project.  The Baytown Decarbonization Project has a goal to catch and store 95% of carbon dioxide (CO2) emissions from two of its three turbines at its Baytown Energy Facility to make on-demand, reduced carbon electricity as well as make use of the steam which is produced.  Phase 1 of the project is expected to plan and sketch out the layout of the facility as well as Calpine plans to have the people who live around the facility involved in the process.  Calpine is involved with the project in California too, who also is an awardee for another OCED demonstration project where they intend to develop another commercial decarbonization project.  If you would like to learn more about Calpine’s Baytown Decarbonization Project, please click the link: Calpine Announces Execution of Full-Scale Demonstration Project Cost Sharing Agreementwith DOE For Baytown Decarbonization Project.

Three of the H2Hubs recipients will be receiving the beginning of their federal money from the DOE’s OCED to initiate their projects first phase!

Did anyone happen to read the newsletter from the U.S. Department of Energy’s (DOE) Office of Energy Efficiency & Renewable Energy’s Hydrogen and Fuel Cell Technologies Office on August 1, 2024, their news release titled, “U.S. Department of Energy Announces Initial Funding Tranches for California, Pacific Northwest, and Appalachian Regional Clean Hydrogen Hubs”?  In the article, it goes on to speak about how three of the seven hydrogen hubs which are part of the U.S. Department of Energy Clean Energy Demonstration Office’s (OCED) H2Hubs Program will be receiving their first round of federal money.  The three H2Hubs will be receiving initial federal funding for their first stage of their projects are California Hydrogen Hub, Pacific Northwest Hydrogen Hub, and Appalachian Regional Clean Hydrogen Hub (ARCH2).  Alliance for Renewable Clean Hydrogen Energy Systems (ARCHES) are the leaders for the California Hydrogen Hub, and they will be receiving $30 million in federal money for its first part of their project with the possibility of receiving up to $1.2 billion.  Pacific Northwest Hydrogen Association (PNWH2) are the leaders of the Pacific Northwest Hydrogen Hub, and they will be receiving $27.5 million in federal money for its first part of their project with the possibility of receiving up to $1 billion.   The last hydrogen hub to receive federal money this round is ARCH2 which team leader is Battelle, and they will be receiving $30 million for its first part of their project with the possibility of receiving up to $925 million.  

Further details have been released in regard to ARCH2 in the Appalachian region.   ARCH2 has a plan to clean up air quality for the communities surrounding the hub.  The initial stage is anticipated to last around 36 months and will include development, studies, and layout ideas and working with the people living around the hub.  Its goal is to lower carbon dioxide pollution by 9 million metric tons a year. 

Further details have been released in regard to ARCHES’ California hub.   The California hub is anticipating making a system of hydrogen producing facilities at various ports in California. The initial stage is anticipated to last around 18 months, and will include development, studies, and layout ideas and working with those living around the various locations.  Its goal is to lower carbon dioxide pollution by 2 million metric tons a year. 

Further details have been released in regard to PNWH2’s hydrogen hub.   PNWH2 plans on working with the local environment in the northwest part of the U.S. and they are planning to use electrolysis to produce hydrogen as well as using strictly renewable energies to power it.  The initial stage is anticipated to last around 12 to 18 months and will include development, studies, layout ideas and participation from the people living and working in the area.  The Northwest hub’s goal is to lower carbon dioxide by 1.7 million metric tons a year.

Two South Texas LNG projects’ FERC certificates went up in smoke this week!

We love a follow-up to our Blog!  We blogged about two LNG plants in South Texas getting approval back at the end of April 2023, please check our blog on the details. We read not such good news for the two projects today, and it seems fitting to speak regarding their hiccups together!

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on August 7, 2024, they had two articles regarding the latest saga on America’s LNG projects?   One was titled, “Texas LNG latest project to see FERC approval scrapped by federal appeals court;” and the second article was titled, “NextDecade reviewing Rio Grande LNG options as federal permit vacated.”  The two articles were related due to the decisions to toss Texas LNG’s and Rio Grande LNG’s FERC certificates came down on the same day, August 6, 2024, from the U.S. District Court of Appeals for the DC Circuit.  The Court decided in each case the Federal Energy Regulatory Commission (FERC) didn’t do its due diligence by not thoroughly completing a supplemental Environmental Impact Statement (EIS) into the effects of the LNG plants will have on the communities surrounding each location in regard to pollution and the quality of life. The decisions will affect each of the plants Final Investment Decisions (FID) which were both expected later this year.  The lawsuits to stop the plants were both filed by the city of Port Elizabeth, Texas and environmental groups which includes Sierra Club as well as others.  The decisions will slow the projects’ progress while they decide to appeal or wait for FERC to complete EIS.  We wish them luck moving their projects forward and we will let you know, if we hear anything else!  If you would like more information on these articles from Oil and Gas Journal, please click the links: Texas LNG: Texas LNG latest project to see FERC approval scrapped by federal appeals court | Oil & Gas Journal (ogj.com), and Rio Grande LNG: NextDecade reviewing Rio Grande LNG options as federal permit vacated | Oil & Gas Journal (ogj.com).

DOE has requested proposals for them to purchase 1.5 million barrels to refill Bayou Choctaw for January 2025 delivery and a second request is coming in the near future for Bryan Mound.

At this point, you know how we enjoy writing follow-ups for our Blog!  We wrote about the Strategic Petroleum Reserve (SPR) having purchased or have had returned to them more than 43 million barrels of oil, and they have lined up purchasing agreements for another approximately 9 million barrels to be delivered this fall to Big Hill SPR in Texas and lined up 4.65 million barrels for Bayou Choctaw for delivery by the end of the year. 

Did anyone happen to read the DOE’s CESER Updates Newsletter for the Strategic Petroleum Reserve on August 6, 2024, their update included, “Two New Solicitations for 3.5 Million Barrels Will be Release This Month, Continuing the Biden-Harris Administration’s Commitment to Replenish Reserve at a Good Deal for American Taxpayers, Maintain the SPR’s Operational Readiness, and Protect the Nation’s Energy Security”?  In the DOE’s updates, the Office of Petroleum Reserves has announced another two rounds of solicitations for a total 3.5 million barrels of crude for their reserves at Bayou Choctaw in Louisiana and Bryan Mound in Texas to be delivered January 2025.  The first solicitation which went out today, August 6, 2024, is for 1.5 million barrels of sour crude to be delivered to their reserves at Bayou Choctaw and deadline for the bids is August 13, 2024.  The second solicitation will be for Bryan Mound which is expected to go live around August 12, 2024; they will be requesting bids for 2.0 million barrels of oil and the deadline for bids is August 20, 2024.  Bryan Mound which is located in Texas has been in the process of being upgraded and repaired, so the January date is for them to conclude its construction and readiness.  If you would like to read more of the announcement from the DOE’s Office of Petroleum Reserves, please click the link: U.S. Department of Energy Announces New Solicitations to Purchase Oil for Strategic Petroleum Reserve | Department of Energy.

Is there now interest in leasing offshore wind energy off the coast of southeast Texas?

Happy Monday and welcome back to another week of ESC News Blog.

We ran into something interesting catching up on our emails which is in line with a blog we wrote back at the end of August 2023.   We wrote about the Department of Interior’s Bureau of Ocean Energy Management’s (BOEM) first Gulf of Mexico’s wind lease auction, and the modest interest they received for the tracts they offered; please check it out, if you are interested to learn about the lease auction.

Did anyone happen to receive the News Release from the Bureau of Ocean Energy Management (BOEM) on July 26, 2024, their news release titled, “BOEM Announces Next Steps for Offshore Wind in Gulf of Mexico”?  In the news release it speaks about the U.S. Department of Interior’s Bureau of Ocean Energy Management’s (BOEM) had unconventional request from Hecate Energy Gulf Wind LLC (Hecate Energy) concerning the Outer Continental Shelf (OCS) in the Gulf of Mexico off the coast of southeast Texas for a lease to set up offshore wind.  The BOEM had previously acknowledge the tracts requested as possible areas for offshore Wind Energy Areas (WEA) back in 2021.  The areas of interest include WEA Option C has 74,113 acres; WEA Option D has 68,239 acres the two areas would have a total of 142,352 acres.    Due to the interest for this acreage the BOEM is obliged by the OCS Lands Act to post a Request for Competitive Interest (RFCI) and needs to pursue comments and feedback on the possible interest of other parties to this offshore acreage; the RFCI was posted at the end of July 2024.  Depending on what happens in the RFCI the BOEM will move to either lease to Hecate Energy, or they will move forward with an offshore wind lease auction open to all qualified companies at a later time.  If you would like to read more of the BOEM’s news release, please click the link: BOEM Announces Next Steps for Offshore Wind in Gulf of Mexico | Bureau of Ocean Energy Management.
