Texas needs 3,000 miles of transmission lines to keep up with its current growth!

Happy Thursday!  The week has just been flying by! 

Did anyone happen to read The Houston Chronicle’s Business Section on January 29, 2025, their article titled, “ERCOT says state needs more power lines”?  In the article, it goes on to speak on Electric Reliability Council of Texas (ERCOT) released its conclusions from their report.   Previously ERCOT has said Texas may need 80% more power during peak times for its growing economy and population by 2030, and the conclusion in this report is we need 3,000 miles of additional transmission lines.  The additional power lines would help with various industries including oil and gas and their electrification to reduce emissions and improve efficiency as well as help power data centers and crypto-mining and our expanding population.  The cost of expanding our transmission lines and improvements on our electrical grid is estimated to be range of $30.8 billion to $33 billion.  Transmission lines on average will take three to six years to construct unlike connecting energy supply or demand only take up to a year to connect to the grid.  The Texas Legislature has on their agenda for this session to change how transmission lines improvements expenditures are apportioned, so residential customers won’t foot the bill. If the transmission lines aren’t expanded like the Houston freeways during rush-hour traffic, electron jams will occur, and inexpensive power won’t be able to get to parts of Texas like Houston or may even cause rotational outages.  There is humor in this, the previous administration wanted to expand transmission lines to connect renewable energy to population centers, nonetheless in Texas oil and gas have been asking for more as they implement new technologies.  

The loudest area of Texas is the Permian Basin, the oil and gas companies there complained the grid wasn’t keeping pace with their needs, and the Texas Legislature in 2023 told the Texas Public Utility Commission (PUC) to instruct ERCOT to conduct a study on the Permian Basin to find what their electricity needs are.  The ERCOT report for the Permian Basin was published in July 2024, and it was determined to address the Permian Basin’s current, and future needs the cost may be between $13 billion and $15 billion and PUC approved the improvement financing in September.   Well, we hope the ERCOT report opened the eyes of our legislature and the needs to connect our state to keep the lights on for Texas residents and businesses!  If you would like to read more of The Houston Chronicle’s article, please click the link: Texas grid needs transmission for crypto, data centers, oil and gas.

New Fortress Energy Inc.’s FLNG1 is exporting faster than expected.

We love a follow-up, and this story fits the bill.  New Fortress Energy’s offshore FLNG1 is in our Blog again. 

Did anyone happen to read the gCaptain Daily Newsletter on January 29, 2025, their article titled, “New Fortress Energy’s Fast LNG Facility Exceeds Design Capacity”? In the article, it spoke on the subject of New Fortress Energy Inc.’s floating natural gas liquefaction plant which is known as FLNG1 who is off the coast of Altamira, Mexico has surpassed it output by supplying nine LNG vessels since its start-up in the Summer of 2024.  FLNG 1 has been running at 120% of its proposed capacity and it is producing at rates of 1.67 MTPA.  Last February, this facility was in our Blog receiving approval from US Customs and Border Protection (USCBP) to sell its product to the US and its territories as well as to export LNG to non-Free Trade Agreement countries for five-years.  FLNG1 is the only LNG on the Gulf Coast who has the authority to supply Puerto Rico with LNG.  FLNG1 is the first of two operational facilities from New Fortress Energy Altamira export project, FLNG2 is expecting startup by mid-2027.  New Fortress Energy gets its supply of LNG from the Sur De Texas-Tuxpan pipeline which links Brownsville, Texas to Tuxpan, Veracruz, Mexico.  Well, it is good to hear in spite of the Gulf Coast weather LNG is getting exported at such fast rate.  If you would like to read more of the gCaptain’s article, please click the link:   New Fortress Energy's Fast LNG Facility Exceeds Design Capacity.

Sustainable Aviation Fuel Refinery coming to East Texas!

Did anyone happen to read Storage Terminals Magazine’s Weekly Newsletter on January 24, 2025, their article titled, “USA Bioenergy announces land purchase in Bon Wier, Texas, for its $2.8 billion sustainable aviation fuel refinery”?   In the article, it speaks on how USA BioEnergy has made a step toward making their sustainable aviation fuel (SAF) refinery in Newton County, Texas closer to reality.  USA BioEnergy has purchased property in Bon Wier, Texas, and they are planning on building a refinery which will use wood waste from sustainably sourced forest thinnings to produce SAF and renewable naphtha.  They are planning on building a 300-acre biorefinery which is about a fifth of the property they purchased, thus they have plenty of room to expand.  USA BioEnergy is now concentrating on the design and engineering of the refinery.  Once this step is completed, it will take around 30 to 32 months to have the refinery built and start-up completed.  USA BioEnergy is expected to capture and store over 30 million metric tonnes of carbon dioxide during its 20-year agreement with Southwest Airlines.   They have secured $150 million in funding for the facility from credits and tax incentives supplied by state, local and federal agencies.  We wish USA BioEnergy luck bringing financial opportunities to Newton County residents and bringing more clean energy to Texas!  If you would like to read more of Storage Terminals Magazine Weekly Newsletter’s article, please click the link: USA Bioenergy announces land purchase in Bon Wier, Texas, for its $2.8 billionsustainable aviation fuel refinery.

100+ year old refinery on the Houston Ship Channel is on track with its destiny!

Welcome back to another week of ESC News Blog! 

We love a follow-up.  We blogged about LyondellBasell and their over 100-year-old refinery on the Houston Ship Channel in November 2024 on how they were winding things down.  We are updating you on their progress!

Did anyone happen to read The Houston Chronicle’s Front Page on January 25, 2025, their article titled, “Houston oil refinery’s shutdown about to begin – Closure by LyondellBasell shows pressure as demand declines”?  In the article, it goes on to speak about LyondellBasell’s 100+ year old Houston refinery which is along the Houston Ship Channel is on target to retire by end of March.  Last week pink slips began to be handed out to the employees at the old refinery.  LyondellBasell will be beginning the groundwork to mothball the old refinery before the end of the month.  In February, they will continue into stage 2 of its closure.  Operations will be fully shutdown by late March 2025.  The cessation of operations will be an end of an era for the 100+ old refinery and may be a sign of what’s to come for the oil and gas sector.  The oil and gas sector with their aging key refineries (with most being over 50 years old), and with the cost of upkeep and improvements we will be seeing more of them moving onto either changing to chemical products or being mothballed due to the hinderance in cost and the loss of gasoline and diesel users.  We wish LyondellBasell luck during their closure of the old refinery, and hope they bring new life to it.   If you would like to read more of The Houston Chronicle’s article for free on MSN, please click the link: This Houston refinery is preparing to shut down. U.S. BLM’s second ANWR Oil and Gas Lease Sale was a bust!

Happy Thursday!  It was a nice sunny cool day!  It was nice to get out, after the last few frigid and icy days! Everything is melting nicely and giving the grass and foliage a good needed watering!

We always enjoy a follow-up story!  We blogged about the about Department of Interior’s Bureau of Land Management (BLM) having completed their Supplemental Environmental Impact Statement (EIS) and their draft of the Final EIS for the Alaska’s Artic National Wildlife Refuge (ANWR) back in November, and we continued the blog with the BLM’s announcing a date of the lease sale and published a Final EIS back in December.  Well, the results of the lease sale have been released, and it didn’t do well!

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on January 20, 2025, their article titled, “US government’s ANWR lease sale a bust; no companies bid for tracts”?  In the article, it speaks on U.S. Department of Interior’s (DOI) Bureau of Land Management (BLM) had 400,000 acres of the northwest part of the coastal plain of Alaska’s ANWR up for its lease sale which closed January 9, 2025, and they had no bids.  The last sale was four years ago, and it had minimal interest (nine bids) and they were canceled by the company or the DOI for one reason or another.  There are thoughts as to why the two lease sales didn’t bring in the anticipated $2 billion in revenue expected from the leases and royalties.  One being companies have acreage of leases they haven’t explored on.  Another is the cost of exploration in the region and transporting the oil and gas to export.  Another possible reason is the environmentalists and indigenous people of Alaska view the area as hallowed grounds and protected area for wildlife and has impeded progress in previously.  The US Geological Survey believe the ANWR potentially holds 4.3 to 11.8 billion barrels of oil.  The current administration plans on opening more of the area up for exploration. Port Houston is a recipient of U.S. FHWA funds for EV and alternative fuels infrastructure improvements grants.

Happy Wednesday!  Well, it looks like the Houston area is thawing and life will be going back to normal tomorrow.    

Well, we love to be on top of the happenings at Port Houston and last year they were awarded federal funds for their CLEANSTACS (Catalyzing Lower Emissions with Alliances and New Systems in Trucking and Community Sustainability) Program from the Reduction of Truck Emissions at Port Facilities Grant Program!  This year is starting out well and more federal FHWA funds will be heading to help with the changes to a clean economy and alternative refueling system. 

Did anyone happen to read the newsletter from the U.S. Department of Energy’s (DOE) Office of Energy Efficiency & Renewable Energy’s Hydrogen and Fuel Cell Technologies Office on January 15, 2025, their new release titled, “U.S. Department of Transportation Invests $635 Million to Expand Zero-Emissions EV Charging and Hydrogen Refueling Infrastructure”? In the article, it goes on to speak in regard to the U.S. Department of Transportation’s Federal Highway Administration (FHWA) has awarded $635 million in federal funds to advance the infrastructure of clean energy zero-emission refueling.     FHWA has picked 49 recipients for these federal funds which will enlarge the EV charging stations and/or hydrogen and natural gas refueling stations to 11,500 across the U.S. in 27 states, and tribal territories.  The goal is to build out around half-million EV/alternative refueling stations by 2030.  The U.S. now has 206,000 EV chargers available due to the investment by private and government sources.  

The FHWA funds were divided into two branches.  42 community projects will increase the number of accessible EV charging stations with $368 million of funds to invest, and $268 million to invest in the seven hydrogen hubs and their connected corridors for the Alternative Fuel Corridors.   Here are a few of the projects who were recipients of the FHWA funds.  Port Authority of Houston (Port Houston) is a recipient of $24.8 million of these funds to help build and manage a hydrogen refueling pipeline and station for freight vehicles at their Bayport, Texas location.  Austin Energy in Austin, Texas was awarded $15 million for their Charging & Fueling Infrastructure Access Project.  New Orleans Community Electric Vehicle Charging (NOCEVC) Program in New Orleans, Louisiana was awarded $9.3 million for their program.  California-Nevada Zero-Emission Medium- and Heavy-Duty Drayage Infrastructure Project was awarded $55.9 million for the EV charging and hydrogen project.   These awards build on the success of previous awards and incentives made in increasing the numbers of EV and alternative refueling stations available to the public.   We would like to congratulate Port Houston and the other awardees on this influx of funds to make a positive change.  If you would like to read more of the Hydrogen and Fuel Cell Technology Office’s Newsletter or see the complete list of awardees, please click the link: INVESTING IN AMERICA: Biden-Harris Administration Announces $635 Million in Awards to Continue Expanding Zero-Emission EV Charging and Refueling Infrastructure |FHWA.

The EPA has approved the fourth state to approve Class VI wells for CCS projects!

Happy Tuesday!  We hope you are staying warm and safe at home surviving the snow storm the Houston area had overnight.  Did you get 2 to 3 inches, too?  It ended up being a nice day when the sun came out!

Well, finally after more than a year the U.S. Environmental Protection Agency finally approved another state.  Last January they approved the state of Louisiana to be the third state to approve permits, check out our Blog for details.  Well, the next state to approve Class IV wells is……...West Virginia!

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on January 21, 2025, their article titled, “EPA grants West Virgina Class VI well primacy”?  In the article, it speaks about how the U.S. Environmental Protection Agency (EPA) has approved the State of West Virginia to administer permits for Class VI wells as part of the Underground Injection Control Program last week.   West Virginia will be able to administer permits for carbon capture and sequestration (CCS) projects with the authority to administer Class VI wells.  Class VI wells will be the way in which these projects will inject or deposit carbon dioxide (CO2) in geologic formations deep underground below the water table.  CCS projects are a possible solution to hard to abate industries like power plants and manufacturing as well as other industries to reduce their emissions.  West Virginia’s Department of Environmental Protection (WVDEP) will be where to apply for approval for the Class VI Wells Primacy.   The state has worked closely with the EPA to design an effective program which when implemented will protect the citizens and environment.  This should give the CCS industry in West Virginia a successful start!  If you would like to read more of the Oil & Gas Journal’s article, please click the link: EPA grants West Virginia Class VI well primacy | Oil & Gas Journal.

Retired USS John F. Kennedy is headed for Brownsville, Texas for its final journey.

 Happy Monday!  Welcome back to another week of ESC News Blog!

Happy Martin Luther King Day!  We hope everyone is enjoying their Monday off and keeping warm! 

We would like to remember a quote from MLK, “The time is always right to do what is right!” 

 

Did anyone happen to see the article from The Houston Chronicle on MSN on January 17, 2025, their article titled, “Decommissioned aircraft carrier USS John F. Kennedy departs Philadelphia for dismantling in Texas”?  In the article, it goes on to speak on how the retired aircraft carrier USS John F. Kennedy (CVA-67/CV-67) who’s been mothballed for around eighteen years at the Navy’s Inactive Ships Maintenance Facility in Philadelphia has been launched on its final cruise on January 16, 2025.   The retired-USS John F. Kennedy has started its final journey to Brownville, Texas and its final resting place where it will be taken apart. 

The USS John F. Kennedy was made active in the late 60s and was on active duty for almost 40 years.  The aircraft carrier has been all over the globe and helped our troops in the Middle East and North Africa during the 90s. 

International Shipbreaking Ltd./EMR Brownsville was given the contract to disassemble two of our Navy ships.   They will be disassembling the USS John F. Kennedy and the USS Kitty Hawk.   The USS Kitty Hawk arrived in 2022 in Brownsville and is awaiting her destiny!  

We should not be sad for these two vessels for the new USS John F. Local officials in agreement to chairpersons for local Port Commission and Board of Pilots.

Happy Thursday! 

Did anyone happen to read The Houston Chronicle’s Business Section on January 15, 2025, their article titled, “Regional leaders reappoint port head”?  In the article, it goes on to speak on how the local leaders of Houston and Harris County earlier in the week had a joint meeting and were in consensus on reappointing the current chairman of the Port Commission of the Port of Houston Authority, Ric Campo for another two-year term which will be his third.  Port Commissioners are appointed for two-year terms and may serve for no more than twelve years.   The Port Commissioners are the ones who set the policies and guidance for Port Houston’s administration. 

The local leaders appointed Frances Castañeda Dyess as the new leader of the Board of Pilot Commissioners for Harris County Ports.  Ms. Castañeda Dyess is currently the President of the Houston East End Chamber of Commerce and was the treasurer on the Board of Pilot Commissioners whose term was to expire February 2026.  The Board of Pilot Commissioners are the ones who determine anything related to the pilots from the number needed to vetting the incoming class to setting the rate for their services.  They have their hands in everything.

Mazama Energy and their challenge of using SHR to produce commercial scale electricity!

 Happy Wednesday!  We hope you have been able to keep warm and dry on this gloomy day!

We love a follow-up, and this goes with a Blog we did back in 2024 on Valentine’s Day.  We blogged on the three awardees for the U.S. Department of Energy (DOE) Geothermal Technologies Office’s Enhanced Geothermal Systems on the West Coast.   The three awardees were Fervo Energy, Chevron New Energies, and Mazama Energy.  This article goes into Mazama Energy’s innovative technology.

Did anyone see the article from the Department of Energy (DOE) and their Geothermal Technologies Office’s (GTO) The Drill Down Newsletter on January 15, 2025, their article, “Heating Things Up: GTO’s Superhot Rock Research Breaking New Ground”?  In the article, it speaks more in-depth on the innovation Mazama Energy has created called MUSE (Modular Unconventional Superhot Energy) and the possibility the technology is ready to use on a commercial scale.  Mazama Energy was one of the West Coast’s recipients who were awarded federal dollars from the DOE for enhancing geothermal systems (EGS), and they were eligible for receiving up to $60 million.  Mazama Energy will use their MUSE technology on the Newberry Volcano in Oregon for its pilot project on the feasibility of using superhot rock (SHR) technology to prove ESG will be able to use temperatures above 375°.  If the SHR works on large scale, it could make 4.3 terawatts of clean renewable energy.  Mazama Energy’s technology will be using the Newberry Volcano which was proven in an earlier EGS Demonstration to be an ideal reservoir for this kind of SHR study.  We wish them luck and hope they will be fueling the future of the what’s next in geothermal on our way to a zero-emission future and an electrified world!  If you would like to read more of the GTO’s article, please click the link: Heating Things Up: GTO’s Superhot Rock Research Breaking New Ground | Department ofEnergy.

Equipment ordered for Woodside Louisiana LNG project!

We love a follow-up and well this fits the bill.  The buyer of Tellurian and their Driftwood LNG now known as Woodside Louisiana LNG is in the news again for progressing the project. 

Did anyone happen to read Storage Terminals Magazine’s Weekly Newsletter on January 13, 2025, their article titled, “Baker Hughes Secures Liquefaction Equipment Order For Woodside Louisiana LNG”? In the article, it speaks on how Woodside Energy Group Ltd. (Woodside) and their Woodside Louisiana LNG has undergone further development by their contractor Bechtel Energy and having made an order for LNG equipment for the plant.  Baker Hughes in the past had received an order for the plant’s electric-powered Integrated Compressor Line technology and other equipment.  Well, now they have been given an order to furnish eight main refrigeration compressors powered by LM6000PF+ gas turbines and eight expander-compressors with delivery for Phase 1.   Woodside is expected to make a final investment decision before the end of March 2025.   The LNG project is being developed and built in Calcasieu Parrish, Louisiana and it is permitted to make and ship globally approximately 27.6 million tons per annum once completed.  In 2024, the project was given a 3-year extension, please see our Blog in February 2024 for details.  We wish Woodside a speedy completion of its Woodside Louisiana LNG project!  If you would like to read more of Storage Terminals Magazine’s Weekly Newsletter’s article, please click the link: Baker Hughes secures liquefaction equipment order for Woodside Louisiana LNG.

Is Phillips 66 becoming a natural gas company?

Happy Monday!  Welcome back to another week of ESC News Blog!   

Did anyone happen to read The Houston Chronicle’s Business Section on January 8, 2025, their article titled, “Phillips expanding stake in natural gas liquids”?  In the article, it goes on to speak on how mergers and acquisitions are already starting this year with Phillips 66 buying around 350 miles of natural gas pipelines, around 885 miles NGL pipelines which connect Delaware, Midland, and Eagle Ford basins, and a processing facility near Corpus Christi for $2.2 billion.   Phillips 66 will be acquiring Epic Y-Grade GP, LLC and Epic Y-Grade, LP and their assets.  The purchase is in line with Phillips 66’s strategy to expand its natural gas division, hence growing its chemical division.  In early 2023, Phillips 66 acquired DCP Midstream for $3.8 billion and now owns 86.8% interest and it is now part of the Phillips 66 family.  The natural gas division being acquired from Epic Midstream Holdings will help Phillips 66 move more into chemicals like ethane, butane, and propane which are cleaner burning and are expected to have a long future.  The purchase will help them move producers’ natural gas to the Gulf Coast to either Corpus Christi, Sweeney, or Mount Belvieu where they can be separated into its basic components at its facilities and be exported or used in the industrial complexes along the Gulf Coast.  If you would like to read more of The Houston Chronicle’s article, please click the link: Phillips 66 to expand Texas natural gas liquids pipeline, processing.

Learnings from the GHPB’s Commerce Club Luncheon and Annual Meeting from Thursday, January 9, 2025.

 Happy Thursday!

We went to the Greater Houston Port Bureau’s (GHPB) Commerce Club Luncheon and its Annual Meeting at the Houston Marriot South at Hobby Airport today. 

It was the GHPB’s Annual Meeting. We were introduced to the GHPB’s Board for 2025.   The Chairman of the Board, Vincent DiCosimo of Targa Resources reflected on 2024 with much pride on what GHPB and the region has accomplished. 

Chairman DiCosimo gave a brief statement on the Board’s five strategic goals for 2025.  They are as follows:

1. To continue advocating for the region to local, state, and federal government. 

2. To engage our members by continuing to host networking and other events to make us a strong community. 

3. Enhance membership.

4.  Ensure the activities and projects supported by the GHPB will ensure our region is sustainable for future generations.

5.  Strengthen Communities.  They will continue to engage and involve the individuals, families, and entities which surround the ports in our region in the improvements and changes which are happening around the Houston Ship Channel and the areas ports.  

The Board’s goal is to make the Houston Ship Channel and Port the greatest in the World through continued engagement and advocacy.

We said good-bye to our friend and Vice President of the Greater Houston Port Bureau, Christine Schlenker, CAE, MPE.  She was given an award to remember the last twelve years with the GHPB and the accomplishments and community she helped build.  We will miss her and everything she has done for us!  We wish her much luck and success in her new position!  She promised she’d come back on occasion to visit!

Lastly, they awarded two scholarships for the Rice Business Executive Educational Professional Development for their Customer-Centric Strategy program which is scheduled for February 24-27, 2025.  The scholarship was worth $6,500 for the two lucky recipients. 

Lastly, we had a guest speaker, Jerry Strickland, Principal and Texas Director at BGR.  Chairman DiCosimo and Mr. Strickland had an armchair discussion on the state of affairs for the state and U.S. Government and the incoming administration.

GHPB’s Monthly Commerce Club Luncheon – January 9, 2025 at 11 AM.

Happy Wednesday!

A Corpus Christi Bay plant has started producing LNG ahead of schedule.

Happy Two-for-Tuesday!    

It seemed like a good idea to cover Cheniere’s Corpus Christi Stage 3 plant, ever since we spoke about Venture Global’s “Plaquemines LNG” plant last week and its first production and shipment.  

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on January 3, 2025, their article titled, “Cheniere’s Corpus Christi Stage 3 produces first LNG”?  In the article, it speaks on Cheniere Energy Inc.’s Corpus Christi Stage 3 liquefaction project (CCL Stage 3) has started production of LNG from their Train 1, and they will continue start up through close of the first period. CCL Stage 3 project is ahead of schedule which is good news in light of all the setbacks which have been in the news in recent times for LNG plants along the Gulf Coast.  After Thanksgiving, the project was reported to be 75.9% finished which takes into account all the aspects of the project including engineering, purchasing of materials, and work which has been done as well as building.  Once the CCL Stage 3 project is closer to completion Bechtel Energy Inc. will turn over the plant to Cheniere Energy.  CCL Stage 3 project once completed will have seven liquefaction units and increase the plant’s output to over 25 million tons per year of LNG.  We wish them luck finishing the project.  If you would like to read more of the Oil & Gas Journal’s article, please click the link:   Cheniere’s Corpus Christi Stage 3 produces first LNG | Oil & Gas Journal.

OSC Lands Act has a new memorandum to protect the coastlines of the US from future oil and gas development.

Welcome back to another week of ESC News Blog, and a New Year for those lucky to be off last week! 

We have been trying to keep up with the US Department of Interior and the rumor appears to be true in regard to the Outer Continental Shelf and parts of it becoming off limits for future oil and gas exploration and drilling.  

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on January 6, 2025, their article titled, “White House shuts 625 million acres of federal waters to fossil fuel leasing”?  In the article, it speaks on how the Biden Administration has taken more than 625 million acres of federal waters off the table for future oil and gas exploration and leasing by administering a memorandum for Section 12(a) of the Outer Continental Shelf Lands Act (OSC Lands Act).  The memorandum was added to the OSC Lands Act are more than an executive orders it will take an act of Congress to remove this level of protection to America’s coastlines.   The areas of protection are mostly areas of little interest to the oil and gas industry, and they include 334 million acres along the east coast coastline from Canada to the southern tip of Florida, then along the other side of Florida's coastline in the Eastern Gulf of Mexico, then along the west coast coastline of the US from the Washington to California where they have withdrawn 250 million acres, and lastly, they withdrew 44 million acres along the far northwest of the Alaskan coastline.   These 628 million acres along with the other closures the administration has implemented during their tenure has now closed more than 670 million acres of the US to future oil and gas leases.  Well, this administration wanted to show it believed in slowing climate change by investing in research, its people, and limiting future oil and gas exploration, and this was their final act of love to future generations.  If you would like to read more of the Oil & Gas Journal’s article, please click the link:   White House shuts 625 million acres of federal water to fossil fuel leasing | Oil & Gas Journal.
