DOE’s Office of SPR has granted contracts to three companies for a total of 6.0 MMB of sour crude to be delivered next year to Bayou Choctaw.

At this point, you know how we enjoy writing follow-ups for our Blog!  We wrote about the Strategic Petroleum Reserve (SPR) having purchased or have had returned to them more than 56 million barrels of oil, and they have lined up purchasing agreements for another approximately 4.65 million barrels for Bayou Choctaw for delivery by the end of the year and lined up a total of approximately 6.0 MMB for Bryan Mound for delivery in 2025.  The SPR has also speed up the return of exchanges in the amount of 5 million barrels over the summer. 

Did anyone happen to read the DOE’s CESER Updates Newsletter for the Strategic Petroleum Reserve on September 30, 2024, their update included, “The New Purchase for 6 Million Barrels Showcases the Biden-Harris Administration’s Continued Commitment to Replenish the SPR at a Good Price, Maintain the SPR’s Operational Readiness, and Protect the Nation’s Energy Security”?  In the DOE’s updates, the Office of Strategic Petroleum Reserve (SPR) has announced their Request for Proposal (RFP) which closed on September 25, 2024, has given contracts to three companies on September 27th.  The SPR has agreed to buy approximately 6.0 million barrels of sour crude to be transported to Bayou Choctaw SPR to be delivered 1.5 MMB a month starting February 2025 for 4 consecutive months with final delivery in May.  The DOE’s Office of SPR noted they received 50 RFP bids prior to the deadline, and the contracts were given to Shell Trading (US) Company (2.0MMB), ExxonMobil Oil Corporation (3.5MMB), and Macquarie Commodities Trading US LLC (500MB).  We will keep you informed on anything we hear from the SPR.  If you would like to read more of the announcement from the DOE’s Office of Strategic Petroleum Reserves, please click the link: Biden-Harris Administration Purchases Barrels for the Strategic Petroleum Reserve – Bringing Purchases to Over 56 Million Barrels at a Good Deal for American Taxpayers | Department of Energy.

Details on 1PointFive’s South Texas DAC and its federal grant!

Happy Thursday!  Have you been outside to enjoy the refreshing weather today?  A cool front has come to town and it is warm but no longer crazy hot and humid!

We love articles which tie to our previous Blogs.  We blogged about Oxy’s subsidiary 1PointFive and its work in East Texas “Bluebonnet” and West Texas “Stratos” back in the Spring of 2023, please check out March and May for further details.  Well, 1PointFive is in the news again.

Did anyone happen to read the Oil & Gas Journal’s Energy Transition Update on September 19, 2024, they had an article titled, “Occidental’s 1PointFive South Texas DAC hub awarded US DOE funding”?  The article is on more information on the U.S. Department of Energy’s Office of Clean Energy Demonstrations (OCED) funding structure for 1PointFive’s South Texas Direct Air Capture (DAC) Hub which was granted funding last summer.  The funding for 1PointFive’s award will be released in batches.  The first round of funding will be $50 million to help with Phase 2 and its current tasks which consists of furthering design of the facility, permitting, obtaining the equipment needed, as well as keeping the community involved with the project.  The OCED has agreed to up to $500 million with a possible chance of $150 million more federal funding to expand the project and its network.  The facility will be in Kleberg County, Texas and 106,000 sub-surface acres under the infamous King Ranch.  1PointFive’s South Texas DAC Hub will at first capture 500,000 metric tonnes per year (tpy) of carbon dioxide (CO) nonetheless they may expand it to capture more than one million metric tpy.  The facility may have room to expand so it may be able to eliminate approximately 30 million tpy of CO and be able to hold underground possibly 3 billion tonnes of CO in brine in an aquifer deep in the Earth.  We wish them luck moving their project forward and we will let you know, if we hear anything else!  If you would like more information on these articles from Oil and Gas Journal, please click the links: Occidental’s 1PointFive South Texas DAC hub awarded US DOE funding | Oil & Gas Journal (ogj.com).

Two South Texas LNG projects have a timeline from FERC on when their Supplemental EIS will be completed!

We love a follow-up to our Blog!  We have an update to our Blog from August 7th which was on two LNG plants in South Texas having their FERC certificates vacated by the U.S. District Court of Appeals for the DC Circuit until a further Environmental Impact Statement (EIS) is completed!

Did anyone happen to read the Oil & Gas Journal’s Transportation Report on September 25, 2024, they had an article titled, “Rio Grande LNG, Texas LNG likely delayed as FERC anticipates new court-ordered EIS to take until November 2025”?  The article is on the Federal Energy Regulatory Commission (FERC) published information on the timeline for the court ordered Supplemental Environmental Impact Statement (EIS) for Texas LNG and Rio Grande LNG which is expected to take around 14 to 15 months.  The U.S. District Court of Appeals for the DC Circuit found the FERC did not do its due diligence by not thoroughly completing the EIS for both projects, and they ordered FERC to take another look and modify their EIS on both.  FERC said the supplemental EIS would address where the court said their 2019 EIS was lacking which includes but not limited to effects the LNG plants and their construction will have on the communities surrounding each location in regard to pollution and the quality of life.  FERC anticipates they will have a rough modified copy of the supplemental EIS for both projects by March 2025, a rough copy EIS ready in 2025 between July 31 to October 29, and a complete and full edition EIS by November 2025.  FERC mentioned on the notice they will update the dates, if needed and let those involved know of any changes.  We wish them luck moving their projects forward and we will let you know, if we hear anything else!  If you would like more information on these articles from Oil and Gas Journal, please click the links: Rio Grande LNG, Texas LNG likely as FERC anticipates new court-ordered EIS to take until November 2025 | Oil & Gas Journal (ogj.com).

Is there a renewed life for a mothballed nuclear power plant?

Happy Tuesday! 

It appears with the renewed interest in nuclear the Three Mile Island in Pennsylvania will have a new life!

Did anyone see The Houston Chronicle’s Business Section on September 21, 2024, they reprinted an article from the Associated Press titled, “Microsoft power deal spurs plan for Three Mile Island”?  In the article, it speaks about how a 20-year deal with Microsoft has Constellation Energy getting Three Mile Island Power Plant Unit 1 out of mothballs to help with powering data centers.  The Three Mile Island was mothballed about five years ago by Constellation Energy’s former holding company due to it wasn’t profitable.  With the renewed interest in nuclear due to it having no carbon emissions and it is reliable made Constellation Energy decide to restart the plant.  The Three Mile Island is located on an island near Harrisburg, Pennsylvania in the Susquehanna River which is the south-central part of the state.  In the very late 70s, it’s Unit 2 had a meltdown and was one of the most horrible of the nuclear accidents in the U.S.  It has been dismantled, decommissioned, and has the parts buried in cement only the towers remain as a reminder.  With America in the never-ending quest for more power has made a rekindled interest in nuclear and the U.S.’s first nuclear reactor in over 30 years was built and started in Georgia last summer called Vogtle Unit 3 (please see our Blog in August 2023). Georgia’s Vogtle Unit 4 was started this year, so check out our Blog in May.  The issues with the new nuclear reactor are the staggering cost which for Georgia’s was approximately $34 billion!  Constellation Energy’s idea to restart and restore Unit 1 should be a fraction of what the new reactors cost nonetheless it will still be in the billions, if not more if it wasn’t well maintained.  Constellation Energy anticipates about four years to restart the unit and will be filing to extend their license to 2054 with the U.S. Nuclear Regulatory Commission.   The restarting the Three Mile Island Power Plant should reduce the bureaucracy a new plant would need do to by already having the infrastructure and transmission lines in place.  Prior to it being decommissioned Unit 1 produced 837 megawatts thus there should be enough power to help others in the area.  Nonetheless the project should help us reach our carbon-free world!   If you would like to read more of Associated Press’ article, please click the link: New life proposed for Three Mile Island supplying power to Microsoft | AP News.

An estimated $1 billion CCS project in Louisiana has chosen their developer!

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on September 20, 2024, they had an article titled, “Crescent Midstream selected to develop CCS project for Entergy natural gas power plant”?   Crescent Midstream was chosen to cultivate a capture carbon sequestration (CCS) plan for Entergy’s Corp.’s natural gas power plant in Westlake, Louisiana is what the article was on.  Crescent Midstream will be using their knowledge from their experience in the oil and gas midstream industry, and adapting those skills to design and build a carbon capture and sequestration (CCS) project estimated at $1 billion.  Entergy’s Corp.’s 994-megawatt Lake Charles Power Station emits approximately 3 million tonnes/year (tpy) of carbon emissions and Crescent Midstream plans on using Honeywell's carbon capture technology to reduce Entergy’s emissions and transport them deep underground.  Samsung E&A will be another party involved in this ambitious CCS project.  We wish them luck!  If you would like to read more of this article from Oil and Gas Journal, please click the links: Crescent Midstream selected to develop CCS project for Entergy natural gas power plant | Oil & Gas Journal (ogj.com).

DOE has requested proposals for them to purchase 1.5 million barrels a month to refill Bayou Choctaw starting February 2025 for a total of 6.0 MMB.

At this point, you know how we enjoy writing follow-ups for our Blog!  We wrote about the Strategic Petroleum Reserve (SPR)  having purchased or have had returned to them more than 50 million barrels of oil, and they have lined up purchasing agreements for another approximately 9 million barrels to be delivered this fall to Big Hill SPR and lined up 4.65 million barrels for Bayou Choctaw for delivery by the end of the year, and lined up a total of approximately 6.0 MMB for Bryan Mound for delivery in 2025.

Matterhorn Express Pipeline is one of first of the natural gas pipeline going into service from the Permian Basin!

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on September 11, 2024, they had an article titled, “Permian basin natural gas pipeline capacity set to increase”?   The article is on how over the next couple of years natural gas will have easier access to more markets.  The first of the natural gas pipeline projects to go online will be the Matterhorn Express Pipeline which is expected in the third quarter according to the Energy Information Administration, it will transport 2.5 billion cubic feet per day (bcfd).  The Matterhorn Express Pipeline is a partnership between EnLink Midstream, Whitewater, Devon Energy, and MPLX and it will bring natural gas almost 580-miles from the Permian Basin to Katy, Texas. The need for Matterhorn Express Pipeline and the other future pipelines is due to demand for natural gas has increased over the last few years and oil producers are producing more oil and natural gas is a byproduct of drilling, hence they want more markets to export to.  Other natural gas pipelines are in the works coming out of the Permian Basin include Apex Pipeline (2.0 bcfd) which will connect Port Arthur, Texas (2026); Blackcomb Pipeline (2.5 bfcd) which will connect to Agua Dulce in South Texas (2026); and Saguaro Connector Pipeline (≈2.8 bcfd) which will connect to the US-Mexico border and to Mexico’s Sierra Madre pipeline (2027-2028).   Other natural gas pipelines have been revealed nonetheless they haven’t been developed to the phase these three have.  The lack of natural gas pipelines has had a negative effect on prices according to the article, and pipelines opening up to markets will improve prices.  If you would like to read more of this article from Oil and Gas Journal, please click the links: Permian basin natural gas pipeline capacity set to increase | Oil & Gas Journal (ogj.com).

US New Jersey is our new fast attack submarine and it's ready for its coed crew!

Happy Tuesday! 

We know lately there is so much on new vessels and retrofitted vessels, nonetheless we rarely hear about the submarines.  Last week a MURAD vessel in the NSMV program named Patriot State was christened which was good news (Check out our Blog)!  Now a fast attack submarine is having its day in the sun.  Did anyone happen to read gCaptain Daily Newsletter on September 17, 2024, their article titled, “U.S. Navy Commissions First Submarine Designed for Coed Crews”?  The article speaks in regard to the festivities held over the weekend at Naval Weapons Station Earle in Middletown, New Jersey for the USS New Jersey (SSN 796), a Virgina-class submarine, was commissioned and is now ready for active duty.  The USS New Jersey is the first of its kind by being planned to host a coed crew.  The USS New Jersey is the 23rd of its kind submarine and the vessel has space for female and male seaman where their high bunks have steps to get on the highest bunks as well as other improvements to their bunking area.  This submarine shows the commitment by the US Navy and their vow to value both genders for crews on submarines.  This fast-attack submarine is described as 377-feet long, it can crash dive below 800 feet and can reach speeds of more than 25 knots (approximately 28.77 mph), and it will be used for various kinds of missions.  USS New Jersey was built by a partnership between General Dynamics Electric Boat and HII-Newport News Shipbuilding who each built different parts, and they were assembled to make this modern submarine.  The USS New Jersey is the third US Navy vessel named after the Garden State, and the last battleship who shared its name was decorated for its heroics in three wars.  We wish the USS New Jersey a safe journey and good luck on its future missions and journeys!  If you would like to read more of gCaptain’s article, please click the link: U.S. Navy Commissions First Submarine Designed for Coed Crews (gcaptain.com).

Eagle LNG has until 2029 to begin its services.

Happy Monday!  We hope you had a nice weekend!  I guess, Summer has decided to return to the area. 

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on September 13, 2024, they had an article titled, “FERC gives Eagle LNG 5 more years to place Florida LNG plant into operation.”  The article is on how the US Federal Energy Regulatory Commission (FERC) approved a 5-year extension last week for Eagle LNG Partners LNG project near Jacksonville, Florida.   Eagle LNG plant has expected processing of up to 1.65 million gallons per day (gpd) and will be storing of 12 million gallons of LNG on 194 acres and was approved in September 2019 and was expected to be processing in September 2024. The small LNG plant has cost Eagle LNG approximately $83 million to purchase the property, taxes, and various consulting fees.  The plant will take between 2 to 3 years to build, nonetheless they have not made a final investment decision.  The new date is September 18, 2029 for processing of LNG for the locals as well as some of it will be exported.  This is good news for the LNG industry.  If you would like more information on this article from Oil and Gas Journal, please click the links: FERC gives Eagle LNG 5 more years to place Florida LNG plant into operation | Oil & Gas Journal (ogj.com).

Learnings from the GHPB’s Commerce Club Luncheon from Thursday, September 12, 2024.

Happy Thursday!  

We went to the scheduled Greater Houston Port Bureau (GHPB) Commerce Club Luncheon at the Houston Marriot South at Hobby Airport today. 

The speakers were a panel speaking on Brown-water/Blue-water.  The speakers were Captain Clint Winegar, Houston Pilots Association and Alberto Hernandez II, Vessel Traffic Services (VTS) and Nathan Hough, Campbell Transportation, and the Moderator was Captain Eric Carrero of the Greater Houston Port Bureau who are all part of the Port Coordination Team (PCT).  You are asking what is "brown-water" and "blue-water."  "Brown-water" is basically an inland coastal waterway like the Houston Ship Channel.  "Blue-water" is basically the open sea or Gulf of Mexico.  The PCT meets regularly at usually 9 A.M. and the team is a mixture of the government, industry, and community members.  The PCT has the responsibility to preserve the waterways, make them safe, and make sure our mariners have safe harbor when conditions merit.   The team takes into account the safety of the mariners who come to our waterways and the conditions of the waterways, when they make their decisions for what mitigation tactics they will implement.  The PCT takes into account all activities of the waterways which may include weather, special configurations of vessels, size of the vessels, as well as other factors when they close or delay transits.  They listen to the industry and take into account how to reopen the waterways, or what tactics to use when anything is out of the ordinary.  PCT is a team who works with the community to keep things moving.  

The PCT was in action recently for Hurricane Francine.   They listened to the priorities of the community and adjusted shipping traffic accordingly.  The panel pointed out no two storms are alike, so different tactics are used every time.  What they do for a hurricane is vastly different then when a vessel has a fire in how they maneuver shipping transits or adjust the activities on the waterways.  PCT is an important group in keeping our waterways moving!

The luncheon panel spoke about VTS.  VTS is part of the United States Coast Guard (USCG) Sector Houston-Galveston.   They are the group of active Coast Guardsmen and civilians who are the ones who maneuver shipping traffic, or as Director Hernandez said today, “It’s the mariners 911.”  They are the group which keeps the waterways moving no matter the conditions 24/7.  VTS are the ones on the phone when the fog rolls in, or when there is a fire on the waterway which needs to be maneuvered around.  They are your eyes on the Houston Ship Channel and other waterways in the area especially in foggy and rainy weather.  They keep the waterways flowing.    We should note VTS handles the Houston-Galveston area, and they had 228, 974 VTS transits in 2023 which is an average of 624.66 transits per day.  We are expecting even more this year.

NSMV II Patriot State is ready for the sea and ready to educate our future mariners!

Happy Wednesday!  We hope you were able to keep dry today!  It appears Francine has moved passed our area and has headed to Louisiana.  We send our thoughts and prayers to the good people of Louisiana!

We love to write about things which connect to our previous blogs, and U.S. Department of Transportation’s Maritime Administration’s (MURAD) National Security Multi-Mission Vessel (NSMV) Program has christened and blessed another vessel for its maiden voyage.  We wrote on our own Texas A&M University (TAMU) – Galveston Maritime Academy NSMV training ship, TS Lone Star State, having its keel laying celebration back in December 2023; please check out of blog for details.

Did anyone happen to read gCaptain Daily Newsletter on September 10, 2024, their article titled, “Second National Security Multi-Mission Vessel, ‘Patriot State’, Christened at Philly”?  The article speaks in regard to the festivities earlier this week at Philly Shipyard in Philadelphia to baptize the U.S.’s second NSMV called NSMV II Patriot State.  The vessel’s, Patriot State, home will be at the Massachusetts Maritime Academy where it will begin its life training our future mariners and it’s expected in 2025.  The NSMV program is a partnership between public and private sectors and their project managers are TOTE Services.  All five NSMVs are or will be modern innovative training vessels, which were designed with cadets in mind, so they will have spaces for classrooms, a complete bridge and room for approximately 600 cadets for their schooling at sea.   The ship in addition will have a hospital, helicopter pad, and the ship will be able to help 1,000 victims when duty calls.  The first completed vessel was the Empire State VII which was for the SUNY Maritime College at the State University of New York.  We wish Patriot State a safe journey and good luck training our future mariners.  If you would like to read more of gCaptain’s article, please click the link: Second National Security Multi-Mission Vessel, 'Patriot State', Christened at Philly(gcaptain.com).

New Fortress has received a thumbs up to its request to export more US produced LNG!

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on September 6, 2024, they had an article titled, “DOE: Pause on US LNG export permits remains despite New Fortress authorization.”  The article is on how the US Department of Energy (DOE) has recently approved New Fortress Energy Inc. (NFE) to sell abroad no more than 1.4 million tonnes/year of US produced liquid natural gas (LNG) to non-FTA countries for a term no more than five years. The DOE’s approval had increased their prior amount NFE was allowed to sell to non-FTA countries of US LNG.  Offshore from Altamira, Mexico is where NFE floating LNG platform is located; it is a partnership with Mexico’s CFE, so they needed approval to export US LNG.  The DOE had temporarily froze LNG export approvals in January 2024, to update the way they evaluate the procedure for approval of applications, but a federal judge stopped their freeze in July.   Currently, there are 10 future LNG terminals in the works who have their export approvals.   We will keep you posted on any more we hear about these court proceedings.  If you would like more information on this article from Oil and Gas Journal, please click the links: DOE: Pause on US LNG export permits remains despite New Fortress authorization | Oil & Gas Journal (ogj.com).

DOE has agreed to purchase more oil to refill Bryan Mound in the tune of 3.4 MMB for delivery starting in January 2025.

Happy Monday and welcome back to another week of ESC News Blog!   We hope you had a fun and relaxing weekend! 

At this point, you know how we enjoy writing follow-ups for our Blog, and we did promise to keep you informed in our last SPR blog due to the RFP closed September 4th!  We wrote about the Strategic Petroleum Reserve (SPR)  having purchased or have had returned to them more than 50 million barrels of oil, and they have lined up purchasing agreements for another approximately 9 million barrels to be delivered this fall to Big Hill SPR and lined up 4.65 million barrels for Bayou Choctaw for delivery by the end of the year, and lined up approximately 1.1 MMB for Bryan Mound for delivery the first three months of 2025 for a total of  approximately 2.4 MMB.  The Department of Energy’s Office of SPR announced they have a new purchase agreement.

Did anyone happen to read the DOE’s CESER Updates Newsletter for the Strategic Petroleum Reserve on September 9, 2024, their update included, “The New Purchase of more than 3.4 Million Barrels Showcases the Biden-Harris Administration’s Continued Commitment to Replenish the SPR at a Good Price, Maintain the SPR’s Operational Readiness, and Protect the Nation’s Energy Security”?  In the DOE’s updates, the Office of Strategic Petroleum Reserve (SPR) have announced the recipient who was given a contract for the August 26, 2024, Request for Proposal (RFP) issued by them for delivery at Bryan Mound for the first three months of 2025 for over a million barrels a month for a total of approximately 3.42 MMB.  There were 18 offers for the August 26, 2024, RFP and one company’s offer was accepted, and the company was Macquarie Commodities Trading US LLC.  The is the second contract awarded to Macquarie Commodities Trading US LLC in the last 30 days because they were awarded the first version for the RFP for Bryan Mound.  The Office of the SPR now has lined up the approximately 6 MMB which was the amount they were looking to fill Bryan Mound.  We will keep you informed on anything we hear from the SPR.  If you would like to read more of the announcement from the DOE’s Office of Strategic Petroleum Reserves, please click the link: Biden-Harris Administration Strategic Petroleum Reserve Purchases Secures More Than 50 Million Barrels at a Good Deal for American Taxpayers | Department of Energy.

Has another LNG plant in Texas filed for an extension with FERC?

Happy Thursday!  We hope you have been keeping dry from the rain which has been in the Houston area today!

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on August 30, 2024, they had an article titled, “Golden Pass LNG requests 3-year extension to 2029.”  The article was on Golden Pass LNG was in the news again this time requesting the U.S. Federal Energy Regulatory Commission (FERC) for a three-year extension to get their LNG plant near Port Arthur, Texas up and exporting by the end of November 2029.  The Golden Pass LNG is a partnership between ExxonMobil Corp. and QatarEnergy, and they have had a few hiccups since work started in 2019.  The latest was its leading contractor being allowed to withdraw from the project due to its bankruptcy.  Golden Pass LNG has named a new lead contractor, CB&I, who was part of the early team which worked on the front-end engineering (FEED) and plans for the plant with Chiyoda Corp.  The LNG plant has over three quarters of the work done on its three-train plant.  Train 1 has utility and export groundwork in place, and it is over three-quarters complete; Train 2 has just under half completed; and Train 3 is about a third completed.  If the FERC request is granted, the new in-service dates would be roughly 18 months later which would mean Train 1 would be exporting by March 31, 2027, and the other two would follow suit, and the whole plant would be completed and exporting by November 30, 2029.  We will keep you posted on Golden Pass LNG, when a decision comes down.  If you would like more information on this article from Oil and Gas Journal, please click the links: Golden Pass LNG requests 3-year extension to 2029 | Oil & Gas Journal (ogj.com).

Shell offshoots sell assets along Houston Ship Channel.

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on September 4, 2024, they had an article titled, “Edgewater to acquire certain refined products logistics assets in Houston Ship Channel from Shell.”  The article was on how Edgewater Midstream is purchasing ownership in the Sinco pipeline network and the Colex East and West Terminals in the Houston refining passageway from Shell Pipeline Co. LP and Triton West LLC whose parent company is Shell USA Inc.  The Sinco pipeline network has various petroleum-based products using its routes in the Deer Park industrial plant area which connect to Colex East and West Terminals which is along the Houston Ship Channel, as well as connections to other terminals in the area.  The Colex East and West Terminals are strategically placed to have access to the initial injection station of Colonial Pipeline and a tie-in to the Explorer Pipeline as well as they can store up to 3 million barrels of motor fuels.   The sale of the pipeline and terminal is due to them no longer having ownership in Pemex’s Deer Park refinery and having no need to transport products from the refinery.  If you would like more information on this article from Oil and Gas Journal, please click the links: Edgewater to acquire certain refined products logistics assets in Houston Ship Channel from Shell | Oil & Gas Journal (ogj.com).
