The BLM held an oil and gas lease sale for federal lands in Kansas and New Mexico last week.

We hope you had a chance to go by the Carbon Capture Technology Expo North American which ended today!

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on June 24, 2024, their article titled, “BLM fetches $34.4 million in high bids from New Mexico, Kansas lease sale”?  The article was on the U.S. Bureau of Land Management’s (BLM) latest oil and gas lease sale for New Mexico and Kansas winners were announced last week.  The BLM’s oil and gas lease sale were for 19 parcels which spanned approximately 3,128 acres in New Mexico and Kansas.  They received 451 bids on 14 parcels out of the 19 parcels offered or approximately 2,768 acres and the leases will bring in over $34.4 million.  The lease sales royalty rate of 16.67% will be shared by the state where production is located and the US Treasury.  The BLM’s sale is only the first step in developing oil and gas leases.  The operator must file a development plan, have a public review (comment period), and they must conduct an environment analysis plan, and consult with state authorities and local stakeholders, once those are completed a permit to drill will be issued and production may begin.  If you would like to read more of Oil & Gas Journal’s article, please click the link: BLM fetches $34.4 million in high bids from New Mexico, Kansas lease sale | Oil & Gas Journal (ogj.com).

A facility in the Delaware basin has approval from the U.S. EPA for their MRV plan on their CCS project!

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on June 18, 2024, their article titled, “Piñon Midstream secures EPA approval for CCS operations at Dark Horse”?  The article was on how the U.S. Environmental Protection Agency (EPA) has approved the monitoring, reporting, and verification (MRV) plan for Piñon Midstream’s carbon capture and sequestration (CCS) project which has two-acid gas injection (AGI) wells at its Dark Horse Treating Facility in the Delaware basin in New Mexico.  Piñon Midstream’s Class II sequestration AGI wells reach to approximately 3.4 miles below the surface which is well below where the area’s oil and gas producers drill, and the area’s water table is located.  The two wells are expected to store approximately 250,000 tonnes of carbon dioxide (CO) and approximately 110,000 tonnes of hydrogen sulfide (HS) a year.  The company’s MRV approved plan has brought them a step closer to qualifying them for the recently published 45Q tax credits, and they have already received their NSR air permit from the State of New Mexico.  They recently completed increasing the size of their facility. The U.S. EPA and DOE have opened funding opportunities to clean up, update, and/or monitor methane!

Happy Monday and welcome back to another week of ESC News Blog!

We love a follow-up to a follow-up!  We spoke in our Blog about the upcoming implementation of the Methane Rules and about the impending Methane Emission Fees.  We blogged about the new tools being used for example MiQ-Highwood Index™, and MethaneSat being used to police the industry.  We blogged at the end of March about the Oil and Gas Industry stepping up and upgrading and implementing the latest technology to help clean up their emissions as well as monitor their own methane by satellites, cameras and other technology.  The U.S. Environmental Protection Agency (EPA) has taken notice of the under reporting and is implementing new standards called Greenhouse Gas Reporting Program (GHGRP) which we blogged about back in May.   We blogged about the fears and worries which affect small oil producers back in December.  The government said they would help the small producers and the disadvantaged communities which live near the oil and gas producers looks like the help is here.

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on June 21, 2024, their article titled, “Biden administration targets methane releases from the oil, gas sector with $850 million in grants”?  The article was on how the U.S. EPA and Department of Energy (DOE) announced on June 21st they have opened the window for accepting applications for oil and gas producers and the communities affected by them for a chance to get federal funding to make a difference reducing methane emissions, other greenhouse gas, and other pollutants as well as monitoring them.   The funding is part of the 2022 Inflation Reduction Act (IRA) and the grants will be broken down into three groupings.  The first group will be grants for small oil and gas producers and their operations to update their equipment to help with their emissions controls and monitoring. The second group is to help clean up methane leaks from low-producing oil and gas wells by helping update compressors, engines and leaking equipment. The last group will be for the communities affected by the oil and gas industry with funding to help with policing the industry with monitoring equipment to help detect methane leaks.  The EPA over the past year have been letting the industry know they are watching the excessive methane leaks and are implementing changes to help us reach our climate goals, and the leaks or excessive flaring will no longer be tolerated and there is going to be a price to pay.   The Waste Emission Charge (WEC) which is a methane fee will be implemented later this year will cost the oil and gas industry $900 a metric ton on methane released over 25,000 tonnes per year (TPY), and the fee will increase every year after.  The deadlines for the federal grants are August 26, 2024, for the three groups.  You have to have respect for an administration which actually is putting their money where their mouth is, so good luck to all applicants!  If you would like to read more of Oil & Gas Journal’s article, please click the link:  Biden administration targets methane releases from oil, gas sector with $850 million in grants | Oil & Gas Journal (ogj.com).

Element Fuels will be building a state-of-the-art new refinery in the Port of Brownsville area.

Happy Thursday! We thought at first the rain was coming back, but the beautiful blue sky outside is a welcoming sight!

Did anyone read The Houston Chronicle’s First Draft Newsletter on June 11, 2024, their article titled, “Houston energy company to build largest new refinery in 50 years”?  This article is in regard to Element Fuels Holdings, LLC will be building a new next- gen refinery in the Port of Brownsville, Texas, and it is the biggest refinery constructed in a half century.  Element Fuels will be investing between $3 to $4 billion on their 160,000 b/d of low carbon petroleum-based fuels refinery which is expecting to use U.S. shale.  U.S. shale is a light crude which the existing refineries are not designed to process as well, if at all.  The refinery will be constructed in 3 stages, and it will be unique by having its own power plant which will use hydrogen turbines, and it will include carbon capture and storage (CCS) to cut back further on its emissions.  The first stage Element Fuels will build is a naphtha hydrotreater and reformer, and construct its own power plant, and CCS to catch emissions.  The next construction stage Element Fuels will build a crude distillate unit and diesel hydrotreater.  The final stage of the refinery Element Fuels will decide how to make biofuels from their surplus of hydrogen and carbon dioxide from the plant.  They have already started with site prep and pre-construction The Brownsville economy will be gaining around 1,000 additional positions.  This refinery is good news to the U.S. and the Brownsville area.  If you would like to read more of the article from The Houston Chronicle for free from Microsoft Start, please click the link: Houston energy company to build largest new refinery in half a century (msn.com).

Training vessel, TS Kenndy, rescues and renders aid to a small vessel crippled at sea!

Happy Juneteenth and Wednesday!  We hope the rain didn’t interrupt the festivities for those lucky to be off!

We love a happy ending and a follow-up story.  We wrote on Texas A&M Galveston Maritime Academy last year in beginning of May on their new 540-foot training vessel arriving.   Please check out our Blog for more details on this modern training vessel.  Well, the TS Kennedy is in the news again this time for saving lives!

Did anyone read the article from the Greater Houston Port Bureau’s (GHPB) June News & Events Newsletter republished from Texas A&M Today called,” Texas A&M Maritime Academy Rescues Three Stranded at Sea”?  The article was about Texas A&M Galveston Maritime Academy’s training vessel TS Kennedy saved 3 people who were in need of rescue on a crippled small vessel earlier in June.  The TS Kennedy and its cadets and crew were on their summer at sea voyage on their training ship TS Kennedy when one morning on watch two cadets spotted the crippled, drifting vessel and notified the captain.  The captain and his crew notified the U.S. Coast Guard (USCG), and they coordinated the rescue of the three survivors who were rendered aid and once stabilized were transferred to the USCG’s vessel.   The summer at sea voyage is a chance for cadets to get some real-life experience as seafarers, and on this voyage, they were given the chance to render aid to those in distress which is a rarity even for experienced mariner.   The TS Kennedy is back on route to its first port of call, Fort Lauderdale, which was expected to reach port last week.  We would like to congratulate the TS Kennedy cadets and crew of a job well done!  If you would like to read more on this life saving voyage, please click the link: Texas A&M Maritime Academy Rescues Three Stranded At Sea - Texas A&M Today (tamu.edu)

The Panama Canal Authority has announced additional loosening of some restrictions for its users coming soon!

Well, the Panama Canal Authority released another announcement, so we thought we should let you know!  In line with their announcement back in May, (check out Blog for details) ACP released some good news last week, for those using the Panama Canal.

Did anyone happen to read gCaptain’s Daily on June 13, 2024, their article titled, “Panama Canal Continues to Ease Drought Restrictions as Rainy Season Kicks off”?  The article speaks in regard to the Panama Canal Authority (ACP) is loosening some restrictions ahead of schedule increasing its maximum draft to 46 feet on Jun 15th as well as the number of vessels using this waterway will increase twice in July.  The Panama Canal’s Neopanamax locks will increase by one on July 11, 2024, so 9 will have passage through the waterway.  The Panamax locks will increase its number of vessels which pass through the canal on July 22 from 24 to 25.  This increase in the number of vessels to 34 passing through this important waterway is good news for the canal its journey back toward normalcy.    ACP will update the numbers of transits and increase the draft as the water levels increase in its watershed now the rainy season upon them. Mountain Valley Pipeline is up and running on a limited basis!

Happy Monday!  Welcome back to another week of ESC’s News Blog!  Have you prepared for the storms coming into Houston?  We hope so, just in case the weather is correct for once.

At this point, you know how we enjoy writing follow-ups to our Blog!  We spoke about Mountain Valley Pipeline back in June of last year getting approval to begin construction.  Well, they are in the News again.

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on June 14, 2024, their article titled, “Mountain Valley Pipeline begins operations”?  In the article, it speaks about Mountain Valley Pipeline (MVP) is up and running as of June 14th.   MVP is a 303-mile natural gas pipeline which goes from northwest West Virginia to southern Virginia where it connects with Transcontinental Gas Pipeline this interstate pipeline has received all state, local and federal approvals, and last week was green-lighted by the U.S. Federal Energy Regulatory Commission (FERC).  MVP was built by Mountain Valley Pipeline, L.L.C. which is a joint venture of Equitrans Midstream Corp., NextEra Energy, Inc., Consolidated Edison, Inc., AltaGas, Ltd., and RGC Resources.  Equitrans Midstream will run the MVP now that it is in limited operations until its contracts kick in July 1st.   If you would like to read more of Oil and Gas Journal’s article, please click the link:   Mountain Valley Pipeline begins operations | Oil & Gas Journal (ogj.com).

We went to the Greater Houston Port Bureau (GHPB) Commerce Club Luncheon at the Houston Marriot South at Hobby Airport today. 

The speaker was Nataly Marks, she is the President of Triple-S Steel Holdings, Inc.    Ms. Marks was born in Russia and moved to the US to Houston, Texas with her family, when she was 11 years old due to her dad worked in the oil and gas industry.  She pursued a higher education at the University of Texas in Austin.  When she graduated, she started her career in banking and with the help of a mentor she moved up in the banking world   Ms. Marks uses her previous experience from the banking industry is help Triple-S Steel Holdings, Inc.  She was named the President of Triple-S Steel Holdings in February 2024, after working at the family-owned business since 2022, but their work history started when she was a banker at Chase.  

The Triple-S Steel Holdings is a family-owned business which was started in 1960 by Bruce Stein with the help of his wife, Shirley.  Triple-S Holdings began as a small steel distribution yard called Triple-S Steel Supply, and it has grown into the company you see today.  The company has 50 locations located across 4 countries which include the U.S. as well as Colombia, and they have about 2300 employees.  They are one of the biggest steel distributors in the U.S. with over fifty years of experience.  Triple-S Steel Holdings has a diverse product line from the do-it-yourselfer who is repairing his fence to the stadium being built down the street.  Steel is helping build this great country and its infrastructure!

Ms. Marks spoke on the history of Triple-S Steel Holdings, as well as about the economy and challenges of finding and keeping good talent.  The economy has slowed but there is growth in many sectors.  The construction industry is currently down, but data centers and data transmission are still growing.   She spoke on the challenges shared across the room on how do you get and keep good talent.  Ms. Marks suggestions included making sure the person has a good mentor as well as a quality training program.   She believes mentoring is important to grow a good asset for your company, and they help give the person perspective as well as teaches them the business.  Another way to keep talent is pay per performance-based pay, so reward the stronger workers as well as keeping their skills current in technology including Artificial Intelligence.  Lastly, Ms. Marks spoke about building a talent pool by pairing with high schools and universities with internships.  Ms. Marks gave an interesting talk about the economy and keeping and finding good talent.

DOE has requested two proposals for a total of 6 million barrels to refill Bayou Choctaw for Fall/Winter delivery.

At this point, you know how we enjoy writing follow-ups for our Blog!  We wrote about the Strategic Petroleum Reserve (SPR) having purchased or have had returned to them approximately 42.6 million barrels of oil, and they have lined up purchasing agreements for another 6+ million barrels to be delivered in October and November to Big Hill SPR in Texas. 

Did anyone happen to read the DOE’s CESER Updates Newsletter for the Strategic Petroleum Reserve on June 7, 2024, their update included, “U.S. Department of Energy Announces New Solicitations to Purchase 6 Million Barrels of Oil for Strategic Petroleum Reserves”?  In the DOE’s updates, the Office of Petroleum Reserves has announced another round of solicitations for purchase for 6 million barrels of sour crude for their reserves at Bayou Choctaw in Louisiana to be delivered the last quadrimester of 2024.  Their decision was based on the price of oil being below their threshold of $79, and Bayou Choctaw’s scheduled maintenance being behind them the SPR decided to post two solicitations to refill this important American asset.    

The first solicitation deadline for proposals is for 1.5 million barrels of sour crude for delivery in September is due June 12, 2024.  The second deadline for proposals is for 4.5 million barrels of sour crude for delivery in the last quarter of 2024 is June 17, 2024.  Please see SPR’s solicitation announcement for details.

South Bow Corp., currently a division of TC Energy, will become its own master later in 2024!

Happy Monday! Welcome back to another week of ESC News Blog!   

Did anyone read The Houston Chronicle’s Business Section on June 7, 2024, their article titled, “Pipeline giant to split; Houston gets offices”?  This article is in regard to Canada’s TC Energy Corp. and their shareholders approved a company offshoot called South Bow Corp. who will be publicly traded later in 2024.  TC Energy will be in charge of their natural gas and alternative energy assets, while South Bow Corp. will be in charge of their liquid assets which include over 3,000 miles of crude pipeline. 

South Bow Corp. is currently a division of TC Energy whose profit margin was roughly $727 million in 2023.  The decision to separate the organization was so South Bow Corp. would be able to expand their liquid assets for future growth and its own CAPEX projects per client demand.  South Bow Corp.’s future offices will be in Houston, and they have 60 personnel presently with an expectancy of growing to 100.  Their crude assets include the Keystone pipeline network as well as others in Canada and the U.S. including some here in Texas connecting to the Gulf of Mexico.  We wish South Bow Corp. much luck in expanding their petroleum business.  If you would like to read more of the article from The Houston Chronicle, please click the link: TC Energy to spin off oil pipeline company with Houston headquarters (houstonchronicle.com).

IMO's greenhouse gas targets have received the attention of a UK-based chemical tanker owner and operator, and they have placed an order for WindWings!

Happy Thursday!  We are almost done with the first week of June, and school is officially out for the summer!

Back in July of 2023 we spoke in our Blog about the U.N. International Maritime Organization (IMO) weeklong discussion of how the maritime industry may be able to help reduce greenhouse gas (GHG) emissions and they mentioned a few projects in shipping using wind assisted propulsion (WAP) technology.  We wrote about WindWings in March 2024 about its maiden voyage.  Well, they are in the news again!

Well, we read in the gCaptain Daily Newsletter on June 6, 2024, their article titled, “Union Maritime to Equip 34 Newbuilds with Wind Propulsion Technology”.  Did you happen to see it?  The article speaks in regard to WindWings which are giant rigid sails from BAR Technologies will be installed on Union Maritime’s newbuild fleet.  BAR Technologies have shown their rigid sails work and it should save an average of 1.5 tonnes of fuel per wing and has shown there are substantial reductions in CO emissions.  Union Maritime will be installing WindWings on its upcoming tanker fleet which includes 14 LR2s, 12 chemical tanks and 8 MRs. Union Maritime is trying to beat the IMO's greenhouse gas goals with its new incoming fleet.  Furthermore, they have proposed installing dual-fuel LNG engines in around half of upcoming the LR2s as well as other BAR Technologies’ technology will be installed on them.  It appears the WindWings is really starting to take off in the maritime industry.   If you would like to read more of gCaptain’s article, please click the link: Union Maritime to Equip 34 Newbuilds with Wind Propulsion Technology (gcaptain.com).

UASs will be monitoring Chevron’s pipelines and facilities, starting in California!

Did anyone receive the Chevron Corporation Newsletter on May 30, 2024, their article titled, “Pipeline aerial patrol reaches new heights”?  The article is in regard to a joint project between Chevron and American Aerospace Technologies, Inc. (AATI) the Federal Aviation Administration (FAA) has approved them to use uncrewed aircraft systems (UASs) in the same areas as manned aircraft, so Chevron is using the UASs to inspect and surveil their pipelines and facilities starting in the San Joaquin Valley in California.  AATI will be using their AiRanger which is a drone with an 18-feet wingspan, it weighs about 220 pounds, uses roughly 8 gallons of aviation fuel in a 12-hour flight in addition the drone is equipped with intelligent sensors and real-time communication therefore response will be implemented quickly by on-the-ground personnel.  The AiRanger has a low carbon footprint compared to manned planes due to it uses a tenth of the aviation fuel used now to monitor pipelines and facilities.  AiRanger has a person at command where he or she keeps an eye on things or make additional passes if something is flagged as well as artificial intelligence (AI) on the UASs to help monitor, inspect, and document in real-time. The AI onboard uses machine learning to learn patterns, so it will improve the things it is identifying as well as alert the pilot at the homebase, if another aircraft is sensed to allow for avoidance tactics.  Well, this sounds pretty neat and with the new methane rules and methane police this should be able to help them be on top of monitoring for leaks and other issues.  If you would like to read more of the article from Chevron Corporation, please click the link: Pipeline Aerial Patrol Reaches new Heights — Chevron.

Could carbon dioxide be used to help run our next utility power plant?

The Department of Energy (DOE) and a group of engineers and scientists think so!

Did anyone read The Houston Chronicle’s Business Section on June 3, 2024, their article titled, “SwRI tests a turbine powered by CO2 – The plant generated electricity for the first time in May”?  This article is in regard to a joint project at the Southwest Research Institute’s (SwRI) called Supercritical Transformational Electric Power (STEP) Demo which is a demonstration power plant which uses supercritical carbon dioxide (sCO) to run a turbine to make electricity, and it has produced power for the first time in May.  The STEP program is heavily funded from the DOE and their goal of finding lower cost power while having a smaller footprint.  The STEP project is being headed by Gas Technology Institute with a collaboration with General Electric and SwRI. 

 

What is supercritical carbon dioxide?  sCO is carbon dioxide in a fluid state due to it is at its critical temperature and critical pressure or the midway point between its gas and solid states, so in a way it is a liquid acting like a gas.  The value of sCO is it may be able to use the carbon captured from industry or carbon capture storage in a closed loop system; in this project they are using heated natural gas to get it to the supercritical state nonetheless they believe they may be able to use any heat source to attain this state.  Carbon dioxide may be our next green technology.

 

The demo power plant cost $169 million to build in San Antonio, and the project is expected to run until next summer with the goal of producing 10 MW by the expiration of the project.  In May, the demo power plant’s turbine which is much smaller than existing steam turbine worked at temperature of 500 and made 27,000 rotations in a minute, and by the end of the Texas summer it is expected to work at temperature of 932⁰ and produce 5 MW of electricity.  STEP project’s power plant is much smaller than current power plants and hold the promise to use existing industry for its exhaust heat to heat the carbon dioxide which should mean no need for a boiler like is used now to make steam this should reduce the size of power plant.  We wish the STEP program much success with this promising project and use of carbon dioxide.  If you would like to read more of the article from The Houston Chronicle on PressReader.com, please click the link: PressReader.com - Digital Newspaper & Magazine Subscriptions.
