The Port of Corpus Christi Commission have sworn in their new and reappointed members, as well as elected their executive members.

Happy Monday!  Welcome to another week of ESC News Blog!  It was another beautiful sunny day in the city and a welcome site, after the cold of last week! 

We would like to say,” Welcome aboard the newly appointed and reappointed Commissioners for the Port of Corpus Christi Commission: Michael Pedrotti, Tony LaMantia, and Rajan Ahuja! We would like to congratulate David Engel for being named the new Chairman of the Port Commission!”

Did anyone hear that the Port of Corpus Christi announced on January 16, 2024, the swearing in their new and reappointed commissioners who will serve a three-year term happened at the Port Commission’s January Meeting as well as executive’s positions were elected for the upcoming year.  At the meeting, Nueces County Judge, Honor. Connie Scott gave the oath to Michael Pedrotti, Tony LaMantia who are newly appointed onto the Port of Corpus Cristi Commission, and Commissioner Rajan Ahuja was reappointed for another term.

Texas LNG plant in Brownsville, Texas has received USACE and Texas Railroad Commission’s final permits approvals!

Happy Thursday!  The sun was a wonderful sight today! 

We wanted to continue with a follow-up to a Blog we did on April 24, 2023, on Texas LNG after it received its FERC approval.  If you didn’t read it, check it out!

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on January 25, 2024, their article titled, “Texas LNG completes permitting process, construction set for 2H 2024”?  In the article, it speaks about Glenfarne Energy Transition LLC’s LNG project in Brownsville, Texas having completed its permitting.  Their Texas LNG plant has now received the U.S. Army Corps of Engineers (USACE) Section 10 and Section 404 permits, and they have received state-level approval from the Texas Railroad Commission with their permitting in hand, they will be moving forward with their final investment decision (FID). Texas LNG plant is expected to handle 4-million tonne a year of liquified natural gas which will be converted by using renewable energy, and as an export terminal will have a very low carbon footprint.  Once PID in finalized, construction is expected to start shortly after late in 2024.  The first ships taking the LNG are expected to load in 2028.   If you would like to read more of the Oil & Gas Journal’s article, please click the link:   Texas LNG completes permitting process, construction set for 2H 2024 | Oil & Gas Journal (ogj.com).

Congratulations to Sharon Hulgan to her being appointed to the GCPD’s Board of Directors!

Happy Wet Wednesday!  We hope the week has been going well in spite of rain!

Trans Mountain Corp. gets second attempt for changes approved by CER for their Trans Mountain Pipeline Expansion project which ends in British Columbia!

Happy Two-for-Tuesday!  We hope the week has been going well. 

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on January 19, 2024, their article titled, “Trans Mountain pipeline gets regulator’s variance approval”?  In the article, it goes on speak about how Canada’s Energy Regulator (CER) finally approved a second attempt at getting a variance request for segment 3 of the Trans Mountain pipeline expansion project which is 98% complete.  Trans Mountain Corp. submitted for approval changes for its pipeline for the diameter, wall thickness, and coating of its pipe, as well as a request for using a horizontal directional drill of a 1.4-mile section in Fraser Valley in British Columbia.  The reasoning for the change was in the original design the diameter, wall thickness and coating had a higher chance of having problems with water infiltration which couldn’t be easily mitigated.  With the pipeline project already being expected to complete in a matter of weeks, this change will help them meet the in-service date.  The pipeline is expected to almost triple capacity to 890, 000 b/d which will help move more product to market.  If you would like to read more of the Oil & Gas Journal’s article, please click the link:   Trans Mountain pipeline gets regulator’s variance approval | Oil & Gas Journal (ogj.com).

Two committees in the U.S. House are at odds over the funding for the PHMSA.

Happy Monday!  Welcome back to another of ESC News Blog!

Did anyone happen to read The Houston Chronicle on January 14, 2024, their article titled, “Pipeline oversight divides Congress – Increased funding for watchdog at issue as incidents continue and sector installs more”?  The article was about how two committees in the House have differing views on the funding of the U.S. Pipeline and Hazardous Materials Safety Administration (PHMSA).  PHMSA has been short on funds since its inception in 2004 and in addition with more pipelines being built to support hydrogen, carbon capture, and other fossil fuels this will be issue in the coming years.  The House’s Transportation and Infrastructure Committee with bipartisan support and support from the pipeline industry has proposed increasing their funding every year until 2027 by 25 million a year until they hit the ceiling of $207 million in an effort to help us have the safest pipelines anywhere.  On the other hand, the House’s Energy and Commerce Committee has suggested stagnating their funding and curbing states powers on slowing pipeline projects which are already on current right of ways by environmental reviews.   The two committees’ thoughts are on the number of incidents per mile have reduced in recent years, yet the past leader of the National Transportation Safety Board (NTSB) believed they are underfunded for the task at hand and requested some new rules be implemented.    The NTSB suggested the PHMSA make policy for pipelines to inspect inside the pipe for cracks and to require automatic shutoff valves, if a leak is sensed.  The industry has implemented these suggestions and believe the number of injuries and deaths are down in population dense areas even if leak incidents still are the same.  Hopefully, Congress will come up with a plan to protect Americans and the industry which will help make us have the safest pipelines anywhere.  If you would like to read more of The Houston Chronicle’s article, please click the link: Congress at odds over pipeline safety funding as ruptures continue(houstonchronicle.com).

5 big cities in Texas will be getting hydrogen refueling stations with the help of federal grants!

As you know we like to do follow-up on our blog, if we hear anything new on a previous topic.   This isn’t exactly what we blogged about previously, but it is in the same ballpark.  Back on April 26, 2023, we blogged about the Zero-Emission Freight Corridor project and a hydrogen refueling project called GTI Energy’s H2LA corridor which will run along I-10, so check it out. 

Did anyone happen to read The Houston Chronicle on January 12, 2024, their article titled, “$70M pledged for hydrogen fuel access”?  The article was about how the North Central Texas Council of Governments will be getting $70 million of federal grant money to help develop and construct around five hydrogen refueling stations which will be located in Houston, Dallas-Fort Worth, Austin, and San Antonio.  The refueling stations will be for medium and heavy-duty trucks, so they can become cleaner like EVs.  The new refueling stations will be an additional asset to the hydrogen corridor which is being developed along I-10 from Houston to Los Angeles.  This is good news for our local hydrogen industry as they need customers to buy their product, and it is another way to help climate change.   If you would like to read more of The Houston Chronicle’s article, please click the link: $70M committed for 5 hydrogen stations for freight in Texas (houstonchronicle.com).

EPA announced its draft of the Waste Emissions Charge for methane which will affect the oil and gas industry.

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on January 17, 2024, their article titled, “EPA sets rules for proposed methane emissions fee for oil, gas industry”?  In the article, it goes on speak about the U.S. Environmental Protection Agency (EPA) released their much-anticipated proposed new Waste Emissions Charge (WEC) on Friday, January 12, 2024, and the new rule is expected to finalize later this year.  WEC is one step of the Methane Emissions Reduction Program which is part of the Inflation Reduction Act which was adopted by Congress in 2022.  WEC is aimed at reducing methane pollution which then will encourage oil and natural gas companies to reduce their methane emissions to below 25,000 tonnes per year (TPY) or pay a fee of $900 per metric ton for anything over starting later this year, and it will increase by $300 in 2025 and again in 2026 and so on.  The fee is to nudge the industry to ratify best practices which lower emissions instead of paying the fee.  In December, the EPA finalized its methane emissions rule (See our Blog on December 13, 2023.) which allows for a two-year adjustment period to the methane rules.  The EPA is working with the US Department of Energy (DOE) as another part of the Methane Emission Reductions Program to help O&G companies with money and technical help in the tune of $1 billion to change over to no- to low-emitting tech to aid in reducing methane.  Lastly, EPA is trying to aid by helping make the current Greenhouse Gas Reporting Program more precise.  The new rule is aimed at the industry because for a long time it was cheaper to allow the methane to leaked or be flared instead of collecting it.   Some companies have implemented emission controls, but others haven’t, and this will be the spark which should encourage the industry to help reduce greenhouse gases and slow climate change.  If you would like to read more of the Oil & Gas Journal’s article, please click the link:   EPA sets rules for proposed methane emissions fee for oil, gas industry | Oil & Gas Journal (ogj.com).

The 1.1-million-gallon oil spill in the Gulf of Mexico in November is still puzzling the investigators! It has become a real whodunit!

Happy Tuesday!  We hope everyone enjoyed the three-day weekend!

We like to do follow-up of our blog, if we hear anything new on the something we blogged about previously.  We wrote about the Gulf having an oil spill which is under investigation on November 28, 2023, and a follow-up on December 12, 2023, so please check them out.  We were hoping there would be a conclusion, but it appears the drama is continuing! 

Did anyone happen to read The Houston Chronicle’s Business Section on January 15, 2024, their article titled, “Source of oil spill into Gulf still baffles – Investigation of 1.1 million gallons of crude released in November continues to drag on”?  The article was about how it has been two months since 1.1 million gallons of oil was reported, and the United States Coast Guard (USCG) is no closer to finding its cause.  Their investigators have inspected miles and miles of pipeline in the area and found no leaks.  They believed the culprit was a pipeline owned by Third Coast Infrastructure, and they have had them shutdown the pipeline, but as on now they still haven’t found a leak.  Then, while Third Coast’s pipeline was inactive another spill was located in December in a similar area in the Gulf.  The USCG hasn’t figured out if the two incidents are related or are separate cases.  The spills could’ve come from several different sources from active pipelines to the seabed’s abandoned wells and pipelines or anything in the area which handles crude oil.  They have to determine the type of crude oil, where it comes from, and who owns the type of oil in the area is a mystery to be figured out like a whodunit!   The USCG have limited resources and looks like they have come to a point where they can’t have as many people on the spill and its investigation.  We do wish the investigators luck!  We will keep posted on if and when the USCG finds the culprit! It looks like tidal energy is going to be joining the other renewable energies at the table!

Happy Martin Luther King Day!  We hope everyone is enjoying their Monday off and keeping warm and dry! 

Ever since we believe all energies are needed for modern society, we thought we should have an update on tidal energy!

Did anyone happen to read Market Moves Energy Newsletter on January 12, 2024, they republished an article from Electronic Design titled, “Harnessing the power of tidal energy”?  The article was about tidal energy having a place at the table with renewable energies, even though it’s in a very early stage of development.  Tidal power has the promise to be a more consistent form of energy unlike solar and wind which many variables effect if it produces like no wind and clouds.  Tidal energy has a consistent source because of the gravitational pull between the Sun, Earth and Moon, and we know when it is going to happen due to the high and low tides.   The one disadvantage is oceans aren’t everywhere, and you need a specific kind of waterway for example an estuary or a narrow channel.  In recent years, there has been strides in technology and design for tidal energy.  Tidal energy is expecting to be more competitive, then it once was especially with the push for clean energy and the 2050 deadline to be Net Zero, and it may be a way to help a country be energy independent.

Tidal energy is starting to come into the light because of the Western World starting to realize its potential to be a renewable energy.  In the U.S., tidal energy has not been done commercially, nonetheless things are changing. Tidal energy along with wave and ocean current energy in the future should be able to produce enough energy to power a large number of business and homes according to the U.S. Department of Energy (DOE).  The DOE in 2022 invested money in this kind of technology to further its advances.  In France, in the mid-60s the city of La Rance made a large tidal barrage which is still making energy to power their homes and businesses still today!  The government of the United Kingdom pledged money for their tidal power initiative in 2021 in hopes it will help them become less reliable on non-renewables and other countries and meet their Net Zero goals.  The future for tidal energy is hopeful in our strive for more power to fuel modern society!  If you would like to read more of Electronic Design’s article from Market Moves Energy’s Newsletter, please click the link: Harnessing the Power of Tidal Energy | Electronic Design.

Learnings from the GHPB’s Commerce Club Luncheon and Annual Meeting from Thursday, January 11, 2024.

Happy Thursday! 

We went to the Greater Houston Port Bureau (GHPB) Commerce Club Luncheon and its Annual Meeting at the Houston Marriot South at Hobby Airport today. 

It was the GHPB’s Annual Meeting. We said goodbye to the previous Chairman of the Board, Bernt Netland of ITC and he gave his final farewells.   We were then introduced to the new GHPB’s Board for 2024 and were introduced to the new Chairman of the Board, Vincent DiCosimo of Targa Resources.  Mr. DiCosimo gave a brief statement on the Board’s goals for 2024.  The Board’s goal is to make the Houston Ship Channel and Port the greatest in the World through continued engagement and advocacy.

The speaker was Roger Guenther, Executive Director of Port Houston.  Mr. Guenther gave a bit of background on Port Houston.  They started out as the Harris County Houston Navigation District over a hundred years ago, and with advocacy, community involvement, hard work they eventually became Port Houston.  This year was a good year for the Port because they have moved up to become the No.5 Container Port in the U.S.  The supply chain challenges from the pandemic have dissipated, and they have invested in its infrastructure.  Some of the investments are they have added more big cranes and more dock space.  With the help of its partners including the GHPB, Project 11 has come to life and it is proceeding on schedule and on budget.  Project 11 has completed stage 1A, and 1B is expected to be completed as early as September in the Fall 2024.   Stage 1C is expected to be awarded soon.  Project 11 is expecting twenty-seven miles to be done by the end of 2024.  Mr. Guenther spoke about when Project 11 is completed there is much maintenance to be done to maintain the improvements.  In 2023, their maintenance was fully funded through advocacy.  They need funds and he spoke about the new User Fee which is expected to be used to help pay their part of Project 11 which is $825 million and maintenance.  They issued revenue bonds, but it isn’t enough to cover it all.  A User Fee will be coming as soon as 2025 and it will take around a year to go through all the channels to get final approval.  

The Port Commission will be going to the public soon with the draft of the User Fee.   The User Fee will be placed on the Federal Register for a comment period from the public for 60 days to get their thoughts before a final User Fee will be implemented.  The User Fee is necessary for the improvements to continue and for us to have a safer and wider channel with no daylight restrictions.  The completion of Project 11 will have a large economic impact on our community, so the User Fee is essential in the Port’s plans to make us the best!

Mr. Guenther spoke on the topic of freight mobility and sustainability.   The improvements which have been made at Barbours Cut and Bayport Terminals have improved efficiency, and they have been able to move about four million twenty-foot equivalent units (TEU).  Port Houston wants to move more containers, but the trucks need a place to go.  Their hours now are Monday through Friday 6 am to 6 pm, but they would like to be able to have more hours, but they would need the industry to adapt.   In September 2024, they expect larger ships, but the trucks which move the containers need places to go.   The best plan would be for trucks to move when the community isn’t during the night, and a possible inland terminal where the goods may be unloaded, so the port could move seven million TEU.  They are asking the industry to help them attain this goal!

Mr. Guenther spoke briefly on a few other topics.   He spoke on their future plans of being carbon neutral by 2050 which is important to their customers.  He announced Port Houston will be moving to the 5th Ward/East River, because they need more room than their current location.  They have approximately 800 people working for them now. City of Midland challenged permits for disposal wells near its drinking water supply, and they have worked out a solution to keep it safe!

We like to do follow-up of our blog, if new information comes to light.  We wrote about the City of Midland challenging wastewater drilling permits back on November 29, 2023, so please check it out.  The City has agreed to a compromise which is a win-win for both parties!  

Did anyone happen to read The Houston Chronicle’s Business Section on January 6, 2024, their article titled, “Midland, Pilot settle their dispute over oil field waste near city’s water source”?  The article was about how the City of Midland had received approval from the Texas Railroad Commission to challenge drilling permits, and they put the ability to good use by challenging Pilot Water Solutions.  Pilot Water Solutions wanted to put its saltwater disposal wells near T-Bar Ranch where the city receives 30% of its drinking water. 

Good news is the two have found a mutual agreement where it’s a win for both parties! The parties agreed to a new measure of safety for water disposal which is especially important now there are more strong seismic activities happening in the region.  Pilot Water Solutions worked with Midland’s engineers and hydrologists, and they came up with a system where monitoring wells will be placed in key positions near the disposal wells where Midland will test weekly to ensure they have good drinking water and no leaking.   Pilot Water Solution’s will have additional layers of cement and steel as well as rules for automatic shut-off.  Midland will test its water daily as another precaution.  The two agreed not to have certain disposal wells and to plug two disposal wells closest to its water supply, however Pilot will be able to drill wells west of Midland’s water supply in an area of no value to them.   The new measure and compromises show when government and the private sector work together a solution can be found.  If you would like to read more of The Houston Chronicle’s article, please click the link: Midland settles oilfield wastewater concerns near city water source(houstonchronicle.com).

The EPA has approved the State of Louisiana to approve CCS project’s permits!

Did anyone see The Houston Chronicle’s Business Section on January 2, 2024, they reprinted an article from the Associated Press titled, “Louisiana now can give OK to carbon capture”?  In the article, it speaks about how the Environmental Protection Agency (EPA) has approved the State of Louisiana and its Department of Natural Resources – Office of Conservation to administer the permits for carbon capture and sequestration (CCS) projects.  Louisiana, Wyoming, and North Dakota are now the only three states to be able to approve CCS project’s permits.  For approval from the EPA, Louisiana’s Office of Conservation must have the neighborhood/area the CCS project will affect involvement in the process, and they must take into consideration the environmental impacts on the neighborhood, and their permitting process needs to adhere to the Safe Drinking Water Act as part of their stipulations to be granted such responsibilities.  Louisiana has already had around thirty proposed CCS projects prior to them bring given this authority.  This should make the CCS industry in Louisiana have a head start now!  If you would like to read more of Associated Press’ article in Microsoft Start for free, please click the link: Biden administration grants Louisiana power to approve carbon capture wells (msn.com).

Talos Energy brought two deepwater wells online in late December in the Gulf of Mexico.

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on January 3, 2024, their article titled, “Talos Energy start production from Gulf of Mexico discoveries”?  In the article, it speaks about Talos Energy commenced production of oil and natural gas in their leases in the Gulf of Mexico off the coast of Mississippi in late December.  In November 2020, Gulf Lease Sale 256, Talos Energy was awarded the Lime Rock lease area and in late December 2023, they brought the deepwater well online which is seven miles from their existing Ram Powell Rig.  They brought online another deepwater well called Venice which is about three miles from their existing Ram Powell Rig during the same time period.  The two deepwater wells together produced over 18,500 barrels of oil equivalent per day with 45% oil and 55% liquids present.   This is good news for those who were awarded areas in the Gulf of Mexico Lease Sale 261 last month which includes Talos Energy there is oil and natural gas to be discovered!   If you would like to read more of the Oil & Gas Journal’s article, please click the link:   Talos Energy starts production from Gulf of Mexico discoveries | Oil & Gas Journal (ogj.com).

DOE announced it is under contract to refill three million barrels to the SPR for March delivery and it is requesting proposals for another three million barrels for April delivery.

The last two weeks has been good news for the U.S. Strategic Petroleum Reserves!

Did anyone happen to see the newsletter from ILTA News Plus, January 4, 2024, they had a teaser for an article titled, “US buys 3 million barrels of oil for strategic reserve”?  The article was from Reuters, and it speaks of the Strategic Petroleum Reserve (SPR) making an announcement that 2023 was the biggest buyback sale they’ve had in the U.S. since establishing the SPR.  Last year the administration made a plan to refill the SPR in a way to benefit the American People and one of the stipulations is to make a direct purchase of oil for less than $80 a barrel.  In 2023, the SPR bought about 14 million barrels at an average cost of $75.63 a barrel.  In December, the SPR has gone under contract to buy three million barrels from three companies at an average price of $77.31 a barrel to be delivered to Big Spring, Texas by the end of March 2024.  The three companies who are under contract to provide the oil is Sunoco Partners Marketing & Terminals LP will provide 1.2 million barrels, Macquarie Commodities Trading US LLC and Phillips 66 will provide 900,000 barrels a piece which total three million barrels to refill the SPR.  We would like to congratulate the SPR on making a sound purchase.  If you would like to read more of the Reuters article, please click the link: US buys 3 million barrels of oil for strategic reserve | Reuters.

An announcement was made by the Department of Energy’s (D0E) Office of Cybersecurity, Energy Security, and Emergency Response on January 3, 2024, they made an announcement titled, “U.S. Department of Energy Announces a Solicitations to Purchase Oil for Strategic Petroleum Reserve Replenishment – New Solicitation for up to 3 Million Barrels Continues Biden-Harris Administration’s Commitment to Replenish Reserve at a Good Deal for American Taxpayers, Maintain the SPR’s Operational Readiness, and Protect the Nation’s Energy Security”?  The announcement goes on to speak about the Strategic Petroleum Reserve (SPR) having another request for proposals (RFP) to refill the SPR with approximately three million barrels to be delivered by the end of April 2024.  The RFP is open for submissions until 11 a.m. C.T. The 9th Circuit Court of Appeals allows work to proceed on the North Slope’s Willow Project as the court case continues!

Happy Wednesday!  Welcome back to another week of ESC News Blog, if you are just making it back from the holiday break! 

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on January 2, 2024, their article titled, “ConocoPhillips to continue Willow Project”?  In the article, it speaks about ConocoPhillips oil lease in Alaska’s North Slope called the Willow Project.  The U.S. Department of Interior’s Record Decision approved them to develop their oil lease in the National Petroleum Reserve-Alaska west of the village of Nuiqsut.  The Nineth Circuit Court of Appeals ruled against the Plaintiffs in their effort to stop work on the project while the lawsuit plays out in appellate court.  This ruling means work will be ongoing while the lawsuit plays out in the appeals court.  Their opening briefs were due December 2023, and consolidating answering briefs are due two weeks later.  The Willow project has undergone the lengthy approval process and environmental review and is expected to produce around 600 million bbl. during its lifetime and bring in $8-17 billion in funds to the local, state, and federal government.  Stay tuned for more on this project!  If you would like to read more of the Oil & Gas Journal’s article, please click the link:   ConocoPhillips to continue Willow project | Oil & Gas Journal (ogj.com).
