EPA's New Framework for PFAS and and the Marketplace.

Did anyone read the ILTA’s News Plus newsletter from today?  ITLA listed an update final ruling which the U.S. Environmental Protection Agency (EPA) filed with the Federal Register last week titled, “Implementing Statutory Addition of Certain Per- and Polyfluoroalkyl Substances (PFAS) to the Toxic Release Inventory Beginning with Reporting Year 2023.”   The EPA is updating the list of toxic chemicals (Toxic Release Inventory (TRI)) which must be reported under the Emergency Planning and Community Right-to-Know Act (EPCRA) and the Pollution Prevention Act (PPA).  The update is adding regulations to identify nine per- and polyfluoroalkyl substances (PFAS) which from now on must be reported starting July 1st, 2023, on the next RY form for the TRI Program. EPA updates rules for renewable fuels in U.S. fuel supplies for 2023 to 2025.

Did anyone see The Houston Chronicle’s Business Section on Monday, June 26, 2023, reprint of the article from the Associated Press titled, “EPA boosts use of biofuels but hold steady for ethanol”?  In the article, it speaks about how on Wednesday, June 21st, 2023, the U.S. Environmental Protection Agency (EPA) released the renewable fuel standards which are the amounts of either biofuels or ethanol to be mixed into fuel supplies for the time period of 2023 to 2025 and our further reduction of reliance on foreign oil.  Over the next three years, the amounts of low-carbon biofuels will increase in the blend with traditional gasoline and diesel.  Ethanol amounts were not increased.  If you would like to read more of the reprinted article from the Associated Press, please click the link: EPA boosts use of biofuels but holds steady for corn-based ethanol production | APNews.

$500 million from the State of Texas going to two Gulf Coast Projects: 'Ike Dike' and Sabine Pass to Galveston Bay Surge Risk Reduction.

Did anyone read from The Houston Chronicle on MSN from June 26, 2023, their article titled, “Gulf Coast storm protections including ‘Ike Dike’ to get $550 million in new state appropriations”?  In the article it speaks about Gov. Greg Abbott last Sunday, signing off on appropriations worth $550 million out of the legislative budget bill.  These funds will go towards two projects for the upper Gulf Coast and their agency called Gulf Coast Protection District.  The two projects are ‘Ike Dike’ (cost $34 billion) and Sabine Pass to Galveston Bay (cost $4 billion), and they will help protect the upper Texas coast, upper Texas ports, and the Houston Ship Channel from dangerous storms like Hurricane Ike and hurricane’s storm surges.  This is only part of the money needed to complete the ‘Ike Dike’ project which Texas’ part is about $13 billion and the U.S. government’s part is about $21.4 billion.  In December 2022, President Joe Biden authorized constructions for ‘Ike Dike’ as part of the federal defense act, at this time the Army Corps of Engineers is still awaiting funding for the estimated twenty-year project.  The Army Corps has started and finished the first mile of the Sabine Pass to Galveston Bay project in July 2022 by improving the earthen levee system by raising it in West Port Artur this project and all its phases expected to be completed by 2026.  This is good news for those living on the upper Texas coast.  If you would like to read more of the article from The Houston Chronicle for free on MSN, please click the link: Gulf Coast storm protections including 'Ike Dike' to get $550 million in new stateappropriations (msn.com).

This month two announcements have come out from Port Houston.  The first is Port Houston moved to the number 5 spot in rankings for U.S. container port in terms of twenty-foot equivalent units (TEU) handled in 2022.  The other is as of May 2023 the Port has handled over 1.5 million TEUs which is down from last year record setting container imports.  Port Houston also announced Union Pacific Railroad and BNSF Railway started the beginning of June 2023 new intermodal container services at Port Houston.  The rail services started on-dock rail to certain cities in the West and Texas which gets trucks off the roads. Port of Corpus Christi:

It was announced last week that the Port of Corpus Christi’s S&P Global Bond Ratings were upgraded last month.  They were proud to announce on Thursday, June 22, 2023, in a news release they went from an A+ to AA- on all existing debt and raising both the Enterprise Risk and Financial Risk profiles to Very Strong – the highest rate available and it is what all ports strive for.  In 2022, it was the sixth year in a row they increased tonnage which moved through the port.  If you would like to read the press release, please click the link: Port of Corpus Christi Bond Rating Upgraded by S&P - Port of Corpus Christi (portofcc.com).

Port of Corpus Christi is at 90% capacity of crude pipeline exports according to a report!

Did anyone read the ILTA’s News Plus newsletter from today?  They had an article listed from the Midland Reporter-Telegram (MRT) titled, “Report finds oil pipes to Corpus are filling up.”  In the article, it speaks about the East Daley Analytics report’s findings that the Port of Corpus Christi is at about 90% total pipeline capacity in exporting crude oil out of the Permian Basin which is their threshold or maximum in March 2023.   The reasons the Port of Corpus Christi is so popular with crude exporters is it less busy than the Houston Ship Channel, it can load larger vessels, and it has untainted Permian or Eagle Ford crude.  Port of Corpus Christi like many of the Texas Gulf ports is dredging to handle even larger vessels, and there are a couple proposed new crude pipelines in the works.  This popularity for the time being is good news to Houston, Beaumont-Port Arthur, and Louisiana because it means people need to turn to their ports to get their crude to the international markets.  If you would like to read more of the article from the Midland Reporter-Telegram, please click the link: East Daley Analytics finds oil pipes from Permian to Corpus fill up (mrt.com).

API (RP) 500, 4th Edition has now been released.

We try to keep up with all the recommended practices (RP) for American Petroleum Institute (API) which affect our clients, and noticed a new edition was release this month.  On API’s website under Standards News Highlights, it lists, “API published its 4th Edition of Standards for Classification of Locations for Electrical Installations at Petroleum Facilities” also known as API (RP) 500, Classification of Locations for Electrical Installations at Petroleum Facilities Classified as Class 1, Division 1, and Division 2, 4th Edition. LyondellBasell, Chevron Phillips Chemical and Technip Energies teaming up to design a pilot project unit which uses an electric furnace and use renewable energy.

I’m playing catch up in my email, and I read something interesting which piqued my curiosity, so I went searching for the article.  Did anyone read from The Houston Chronicle in the Fuel Fix section around June 1, 2023, their article titled, “LyondellBasell plans Channelview pilot of electric furnace to cut greenhouse gases”?  In the article it speaks about how LyondellBasell, Chevron Phillips Chemical and Technip Energies are teaming up to design, build, and operate a pilot project unit at LyondellBasell’s Channelview facility.  They are going to use an electric furnace and renewable electricity to help with the chemical reaction to break apart hydrocarbons, if the furnace works it will help reduce emissions by almost ninety percent compared to current furnaces.  This would go a long way to helping clean up emissions in facilities in the petrochemical industry.  If you would like to read more of the article from The Houston Chronicle about electric furnace, please click the link: LyondellBasell plans Channelview pilot of electric furnace (houstonchronicle.com).

DOE's Pathways to Commercial Liftoff Reports website has been revamped, and it is an invaluable wealth of emerging technology information.

Happy Juneteenth!  I hope those of you lucky to get today off enjoyed it!  Happy Monday for those of you who weren’t lucky enough to get it off like me!  Welcome back to another week of Energy Specialists Consulting, LLC News blog!

We received a notice Friday, June 16, 2023, from U.S. Department of Energy’s Office of Technology Transitions about them revamping their website called liftoff.energy.gov.  On the website, you can access their clean energy insights by their Pathways to Commercial Liftoff Reports.  The Liftoff Reports will be invaluable resource for information on emerging clean energy technologies.  The Liftoff Reports are your way into what the private sector is accomplishing in emerging technology.  They have updated the Liftoff Report by making it easier to read and easier to navigate the wealth of information out there as well as staying in touch with the ever-changing landscape.  The website has information on advanced nuclear technology, carbon management, clean hydrogen, long duration energy storage as well as how this impacts society.  It has webinars you may access too.  It has a lot of interesting information and facts, and it goes along with all the projects they have announced in the past few weeks for hydrogen tech, reducing emissions in the industrial sector as well as many other projects in emerging energy technology whom they have awarded money to help their research and cause from the Inflation Reduction Act and other Acts from our legislature.  The DOE is hoping this helps the U.S. get to net-zero emissions by 2050.  If you would like to read more about the DOE’s Office of Technology Transitions Pathway to Commercial Liftoff’s website and reports, and check it out, please click the link: Pathways to Commercial Liftoff - Pathways to Commercial Liftoff (energy.gov).

DOE's awarding $135 Million to reduce emissions in industrial sector.

We decided to start thinking out of the box, when this email caught our eye from the DOE EREE News.  Did anyone receive the newsletter from the US Department of Energy’s Office of Energy Efficiency & Renewable Energy on Thursday, June 15, 2023, the EREE Newsletter’s article titled, “Biden-Harris Administration Announces $135 Million to Reduce Emissions Across America’s Industrial Sector”?  In the article, the EERE speaks about forty projects across twenty-one states which will help reduce carbon pollution from the industrial sector and help the U.S. get to net-zero emissions economy by 2050 by helping with the next generation workforce.  The U.S. industrial sector will be the hardest to reduce its greenhouse gas (GHG) emissions because it is a major contributor (one-third of the GHG gases), and it is where the products we use every day come from and it is a high energy user.  The DOE in the past identified five energy-intensive subsectors which will have the most benefit from decarbonization and reduction of energy use, and they are cement and concrete, chemicals, food and beverage, iron and steel, and petroleum refining.  The DOE wants to clean up and modernize the paper and wood industries too.  The DOE’s Industrial Efficiency and Decarbonization Office has chosen forty projects comprised of thirty-six different universities, National Laboratories, and companies who will help with research and development as well as proto-type scale demonstrations into ways to cut energy use and emissions from the five energy-intensive subsectors of the industrial complex.  In the chemical subsector, nine projects worth $38.3 million were selected to help with reducing their carbon footprint and reducing their energy use by innovating technology in the separators and reactors they use as well as coming up with better more efficient ways make heat.  In Texas, Rice University was one of the universities selected to be one of the projects.  In the Iron and Steel subsector, ten projects worth $31.9 million were selected in which they will be making the blueprint for DOE’s Low Emissions Steel Manufacturing Research Program and using clean energy sources and electrification.  They will be getting some of this funding from the Hydrogen and Fuel Cell Technologies Office for these projects.   In Texas, Hertha Metals, Inc. in Brownsville was selected to be one of the projects.  In the Food and Beverage subsector, three projects worth $11.4 million were selected and they will be trying to design innovative technology to reduce emissions and reduce energy use for its heating operations.  In Texas, Texas A&M Engineering Experiment Station in College Station was selected in this subsector for a project.  In the Cement and Concrete subsector, five projects worth $16.4 million were selected and they will be trying to invent the next generation for cement mixtures and processes as well as using carbon capture and utilization technologies to help with all its emissions.  DOE has included the Paper and Forests Products in this group of funded projects, and there are six projects worth $16.2 million were selected to help with reducing the GHG emissions by carbon capture and electrification of the industry by concentrating on better processes for novel paper and wood drying technologies, and unconventional pulping and paper forming technologies.  The last seven projects are worth $20.4 million were selected to make gains in all industry sectors by coming up with unconventional ways to reduce GHG emissions and energy use by coming up with more efficient heat pump and making power from low temperature waste heat.   In Indiana, Purdue University was selected for its project.  All these projects are part of what will be the DOE’s Technologies for Industrial Emissions Reduction Development Program (TIEReD) which uses resources from across its department’s applied research offices to invest in America’s future as an innovator, as well as help us clean up the industrial complex, and helping our future workforce.  If you would like to read more about the DOE money selected projects, please click the link: Biden-Harris Administration Announces $135 Million to Reduce Emissions Across America’s Industrial Sector | Department of Energy.

Section - Fuel Fix on Sunday, June 11, 2023, the reprinted article from Associated Press titled, “Floating solar powers water treatment plant”?  In the article, it speaks about Canoe Brook Water Treatment plant near Millburn, New Jersey and its seventeen- acre array consisting of over sixteen thousand floating solar panels which float on Canoe Brook Reservoir.  This is now the largest floating solar array in North America, and it makes 8.9 megawatts of electricity.  All this electricity supplies the majority of power the water treatment facility needs to run the water pumps.  The water pumps move fourteen million gallons of water a day to help serve the community.  Of course, there is a catch for this greener and cleaner way of doing things.  One needs to have a man-made reservoir because saltwater damages the equipment, and the water and solar panels (which are on plastic floats) are fastened to the bottom.  They work together by the water keeps the panels cool and the panels reduce evaporation of the water.  The interesting things engineers come up with to make the world more efficient.  If you would like to read more of the article from Associated Press, please click the link: New Jersey utilities float solar panels on reservoir, powering water treatment plant | AP News.

A new index to help track methane emissions.

Did anyone read The Houston Chronicle Texas Inc. Section - Fuel Fix on Sunday, June 11, 2023, the reprinted article from Bloomberg titled, “Natural Gas - War against methane leaks adds new tool to arsenal”?  In the article, it speaks about a new methane - intensity index by MiQ and Highwood Emissions Management (HEM) called MiQ-Highwood Index™ which uses many sources to establish the numbers and all to let the marketplace know which producers aren’t protecting the environment against methane leaks.  The new MiQ-Highwood Index™ uses estimates from data collected in aerial flyovers combined with estimates from sample equipment and paperwork filed with the government.  The flyovers have shown there are more methane leaks than suspected.  The new index estimates 2.2 percent of methane is lost when it escapes from natural gas production and distribution in the U.S. which means it may not be as clean an energy as suspected.  This new index has come at a good time because the Environmental Protection Agency (EPA) is expected to release its proposed plan for how it will be applying a fee on methane emissions imposed by the Inflation Reduction Act.  It is another way the government is cracking down on emission in an attempt to get a handle on climate change.  If you would like to read more of the article from The Houston Chronicle on PressReader.com, please click the link: PressReader.com - Digital Newspaper & Magazine Subscriptions.

USACE's Plan to revive Matagorda Bay Ship Channel Project.

Happy Monday!  Welcome back to another week of ESC News Blog! 

Did anyone read The Houston Chronicle Business Section on Friday, June 9, 2023, they reprinted an article from Inside Climate News titled, “Corps revives dredging plans – Floor of Matagorda Bay to be tested for contaminants before ship channel project can proceed”?  In the article, it speaks about how the U.S. Army Corps of Engineers (USACE) are going to look again into Matagorda Bay and its Superfund site for contaminants in response for the continued interest in expanding and deeping the twenty-seven-mile canal because approval was rescinded in December 2022.  The USACE’s plan includes twenty-nine new tests sites throughout the dredging zone and if any of those areas are contaminated, they will be flagged, and the information will be sent to Alcoa for clean-up and removal.  The cost of the new testing plan which three-quarters of will be paid by USACE and the rest by Calhoun Port Authority (funded by Max Midstream) is estimated to be $2.8 million.  The testing of the bay is expected to take about twelve months, and a new final decision about the project should take about eighteen months.  Once the testing is complete a new environmental impact study will be included for reconsideration of final approval of the Matagorda Bay Ship Channel Project.  The USACE’s stressed, if there are any new contaminated sites found they will do a full administrative review before construction begins.  If you would like to read more of the article from The Houston Chronicle, please click the link: Matagorda Bay dredging plan has shrimpers worried (houstonchronicle.com).

Learnings from the GHPB's Commerce Club Luncheon on Thursday, June 8, 2023

Happy Thursday! Or should I say Friday it was a heck of storm which blew in yesterday, and knocked out our power until earlier this morning.

I went to the Greater Houston Port Bureau (GHPB) Commerce Club Luncheon at the Houston Marriot South at Hobby Airport today.  The speaker was Ricky Wells, General Manager of Port Terminals Railroad Association (PTRA).  He gave a nice talk about the history and the upcoming 100th Anniversary of the PTRA next year.  Mr. Wells spoke about PTRA just completing a federal audit which had fourteen inspectors evaluating the facility, railyards and rail, and they did well.  The audit made him appreciate the talented people he worked with even more!  He briefly spoke about the upgrades they’ve done on their infrastructure including security systems and cameras with audio.  PTRA has a golf tournament every year which raises money to help John R. Mountain Valley Pipeline gets a thumbs up and NEPA gets changes in agreement to raise the debt ceiling!

Did anyone read The Houston Chronicle Business Section on Friday, June 2, 2023, they reprinted an article from the Associated Press titled, “Debt limit deal moves pipeline, tweaks rules”?  In the article, it speaks about the agreement between the Biden Administration and Kevin McCarthy’s House Republicans which is a win for infrastructure projects involving renewable energy and pipelines, but still adhering to the National Environmental Policy Act (NEPA).   NEPA hasn’t had any real changes in almost forty years.  The agreed changes include making permits easier to get and speeding up some project reviews and limiting the timeframe to one or two years depending on how big an impact on the environment.  They agreed to a two-year study on massive transmission lines projects.  The bipartisan group agreed to making one federal agency in charge establishing the timeline for environmental reviews for projects.
