Project 11 has made another area of the Houston Ship Channel safer and more efficient!

Happy Thursday!

It’s been a while since there’s been any news on Project 11, see our Blog for information on this important expansion project.  Well, the project has made another milestone.    

Did anyone happen to read Chron. Gulf Coast’s (Third Coast) Newsletter on October 30, 2025, their article titled, “Port Houston hits a major milestone in ship channel expansion”?  In the article, it goes on how Port Houston’s part of the ship channel expansion project is over.   Project 11 was an ambitious project which wanted to widen and lower the ship channel with Port Houston, the U.S. Army Corps of Engineers (USACE), and other partners having a vision which would increase traffic and safety in this important waterway.  The cost grew to $1.2 billion to which was a steep price to pay, nonetheless the partners believe it was a worthwhile project with vessels becoming larger and it would make Houston-Galveston area a world-class destination.   On October 27, 2025, Port Houston published their part of the dredging and widening of Houston Ship Channel starting at its beginning in Galveston Bay at Bolivar Road to Morgan Point has been accomplished.  The channel has been widened from 530 feet to 700 feet which means no more playing ‘Texas Chicken’ for the Houston Pilots due to the channel wasn’t wide enough for two-way traffic in certain areas and transit daylight hours have been increased by two and a half hours for certain vessels.  USACE’s part of Project 11 is not anticipated to be complete for another four years.  We wish all of the luck finishing on budget and on time!  If you would like to read more of the Chron. A local university may have found a way to identify high risk orphan wells.

Happy Wednesday!  Hope you have been enjoying cooler weather. 

We love when ideas build.  Back in December we blogged on Artificial Intelligence (AI) using computer vision to find orphan wells or undocumented wells and the promising success of the project.  Well, we are building on that concept of finding orphan wells.  A local university has published a study on the possible number of high-risk zombie wells, and with the Texas Railroad Commission asking our legislature for tens of millions of additional funding to plug orphan and leaking wells seems like something we should dive into.

Did anyone happen to read The Houston Chronicle THE713 Afternoon Newsletter on October 29, 2025, their article titled, “A single Texas county has over 600 potential ‘zombie’ wells, study finds”?  In the article they speak on Texas’ problem of orphan and/or leaking wells and the Texas Railroad Commission has been having to spend millions on wells which have erupted in recent times.  The University of Houston (UH) has published an article on the topic, and they presented to the Society of Petroleum Engineers’ Annual Technical Conference and Exhibition recently.  The UH researchers were able to find and calculate 664 wells in Reeves County which they believe are at greater risk of leaking and need to be carefully watched to protect groundwater and the Texas landscape.  The researchers were able to find these risky wells combining machine learning with available sources including satellite imagery, wastewater injection data, and wellbore data to conclude which wells need a more thorough look.  UH is hoping to help Texas communities and the Texas Railroad Commission monitor wells in Texas to reduce the number of ‘zombie’ wells plaguing the state with their contamination and excess costs to plug.  This year over 10,000 orphan wells have been found, and more monitoring resources will hopefully reduce the number of wells contaminating our landscape and groundwater.  We wish the researchers luck expanding their research to more Texas communities and helping guide the Texas Railroad Commission to more ‘zombie’ wells before it is too late.  If you would like to read more of The Houston Chronicle’s article, please click the link: Texas county has over 600 potential ‘zombie’ wells, UH study finds.

BLM is looking for input for tracts of land in the NPR-A for the next lease sale.

Happy Tuesday!  Hope you have been able to keep dry this evening!  The storm which blew through made driving a bit difficult earlier. 

We always enjoy a follow-up story, and we did say, if we heard anything else on this Alaskan wonderland!  We blogged about the about Department of Interior’s Bureau of Land Management (BLM) and the changes both administrations implemented during their tenure governing American assets.  The current administration has been working away trying to get the oil and gas industry interested in Alaska’s North Slope and they think they have the carrot to do it. 

Did anyone happen to read the Oil & Gas Journal’s OGJ Daily Update Newsletter on October 21, 2025, their article titled, “US begins process to reopen leasing in Alaska’s National Petroleum Reserve”?  In the article, it speaks on how U.S. Department of Interior (DOI) and its Office of Bureau of Land Management (BLM) have overturned the previous administration’s measures to limit drilling in the National Petroleum Reserve – Alaska (NPR-A) which limited sales to less than half of the reserve and the current administration is hoping to open up most of the reserve. The BLM opened up last week a request for nominations of tracts and comments which will close November 21, 2025.  This move by the BLM aligns with the President’s Executive Order and Congress’ desire for the U.S. to have energy dominance.  The BLM was instructed to have a minimum of five lease sales in this area within the next decade for no less than four million acres each sale.  If you are interested in any tracts in the NPR-A, please see the Federal Register for information on how to submit your request; see above’s link for information on how.  Once the window for tracts and comments close the BLM will decide on what areas will be up for lease and there will be 30 days’ notice prior to the lease sale.  Well, we said we would keep our eyes open on this area of the country, and the changes didn’t disappoint!  We will let you know, if we hear anything else on this American asset!  If you would like to read more of the Oil & Gas Journal’s article, please click the link:   US begins process to reopen leasing in Alaska’s National Petroleum Reserve | Oil & Gas Journal.

Woodside Louisiana LNG project has another stakeholder!

Happy Monday!  Hope you had an enjoyable weekend and didn’t get too wet on Saturday!  It’s a beautiful day and hopefully it will continue this evening.

We love a follow-up and well this fits the bill.  The Woodside Energy Group Ltd. (Woodside) the owner of the formerly known Driftwood LNG project now known as Louisiana LNG is in the news again.  Back in April Woodside announced they made their final investment decision and with their approval for additional time the project was moving forward (Check out our Blog on details). They recently had a groundbreaking ceremony for the project you may read about it in our blog earlier this month.  Well, Woodside made another announcement last week.   

Did anyone happen to read Oil & Gas Journal’s OGJ Daily Update Newsletter on October 23, 2025, their article titled, “Williams buys into Louisiana LNG, sells upstream Haynesville asset”?   In the article, it speaks on how Williams has bought a 10 percent stake in Woodside’s Louisiana LNG project, and they have a become the majority stakeholder in Driftwood Pipeline LLC. and will be investing $1.9 billion to the projects.  Williams will construct the 42-in OD Line 200 natural gas pipeline which will connect to the plant, and they will operate the pipeline.  In addition, Williams sold its South Mansfield upstream property to JERA Co. Inc. for almost $400 million coupled with deferred monthly payments for the next several years and the expected deal will be worth around $1.5 billion, and the deal should wrap-up by 2026.  We wish Williams a speedy completion of Line 200 LNG pipeline and Louisiana LNG project!  If you would like to read more of the Oil & Gas Journal’s article, please click the link: Williams buys into Louisiana LNG, sells upstream Haynesville asset | Oil & Gas Journal.

ExxonMobil has received three Final Underground Injection Control Class VI permits for their project in Jefferson County, Texas!

 Happy Thursday!  Hope you have been able to keep dry this afternoon with all the storms which rolled in! 

Well, we haven’t heard much on Class VI injection well permits from the U.S. Environmental Protection Agency for carbon capture and sequestration (CCS) projects lately.  Then bam!  Suddenly, even with the governmental shutdown suddenly things are happening.  I guess it’s the misdirection of attention which is going to have things being approved under the radar.   Then again, Texas is still awaiting approval to approve their own Class VI injection well permits like Louisiana and Wyoming.  Let’s speak on what happened recently.

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on October 22, 2025, their article titled, “ExxonMobil advances Rose carbon storage project in Texas with Class VI permits”?  In the article, it speaks on how the U.S. Environmental Protection Agency (EPA) has approved Underground Injection Control (UIC) Class VI permits for three of ExxonMobil’s test wells in Jefferson County, Texas.  The three carbon dioxide (CO2) injection wells will be changed to long term storage injection wells. The CO2 wells as well as a CO2 monitoring system are part of ExxonMobil’s Rose carbon storage project.  The three CO2 injection wells will transport the CO2 to formations a half mile to a mile and a half below ground and there will be less than twenty-mile pipeline connecting to the wells.  ExxonMobil will be able to insert less than 2 million metric tonnes/year per well or a combined total of five million metric tonnes/year with the permit expiring in thirteen years.  We will try and keep up with other EPA’s UIC Class VI permits which are approved as well as other CCS projects.   If you would like to read more of Oil and Gas Journal’s article, please click the link:   ExxonMobil advances Rose carbon storage project in Texas with Class VI permits | Oil & Gas Journal.

DOE’s Office of the SPR has made a request for proposals to buy one million barrels of sour crude.

At this point, you know how we enjoy writing follow-ups or updates for our Blog!  We wrote about the Strategic Petroleum Reserve (SPR) several times last year for having either purchased or returned to them crude oil to fill this American asset.  According to their website as of March 28, 2025, they have 396.4 million barrels of oil in this crucial asset.  Well, the U.S. DOE Petroleum Reserve’s Office was fairly quiet at this year nonetheless today they announced something!

Did anyone happen to read the DOE’s CESER Updates Newsletter for the Strategic Petroleum Reserve on October 21, 2025, their update included, “The U.S. Department of Energy today announced a new solicitation to acquire one million barrels of oil for delivery to the Strategic Petroleum Reserve’s Bryan Mound site”?  In the DOE’s updates, the Office of Strategic Petroleum Reserve (SPR) has announced they are looking to buy one million barrels of sour crude oil for the SPR in Bryan Mound.  The SPR has $171 million to continue replenishing its facilities and the money is appropriated from the Working Families Tax Cut.  The SPR’s sites are capable of containing 700 million barrels and the previous administration has been able to line up approximately 400 million barrels to date.  The current proposal request is for a December 2025 or January 2026 delivery all bids must be submitted by October 28, 2025, please see announcement for deadline time.  We will keep you posted on anything else we hear from the SPR.  If you would like to read more of the announcement from the DOE’s Office of Strategic Petroleum Reserves, please click the link: Energy Department Issues Solicitation to Purchase Crude Oil for the Strategic Petroleum Reserve | Department of Energy.

Venture Global’s proposed CP2 plant has received their DOE Final non-FTA Export approval in less than ten months.

Happy Tuesday! 

We are back from Lake Charles, and after going to the Americas LNG Summit & Exhibition it seemed this was the perfect topic to blog on. 

We blogged on Venture Global’s non-Free Trade Agreement (non-FTA) for CP2 back in March and it received its FERC authorization in May.   The new and approved Department of Energy (DOE) has done it again!  Another LNG project approved.  In line with the DOE’s expediated approval system which was based on a study we blogged on in May of this year it has shown how things will move with the new system. 

Did anyone happen to read the DOE’s Fossil Energy Newsletter on October 21, 2025, their announcement for, “Energy Department Approves Final Export Authorization for Venture Global CP2 LNG”?  In the announcement, it goes on to speak of Venture Global and their 3rd LNG Plant in Louisiana called CP2 LNG plant in Cameron Parish will be able to check another box off their authorizations or permits needed for the project by receiving their Final non-Free Trade Agreement exporting permit from the Department of Energy.   Venture Global’s CP2 has the permission to ship up to 3.96 billion cubic feet of Liquefied Natural Gas (LNG) a day to non-FTA countries.  The authorization process for CP2 was completed in less than ten months.  Now CP2 has its Final non-FTA exporting permit and its Federal Energy Regulatory Commission permits and it may move on to making its final investment decision. An innovative AG-Tech company is using carbon capture technology at one of its plants.

With all the dismal news on projects losing their federal funding for ambitious renewable and carbon capture projects (Check out our previous Blogs on some of them.) it was good to hear one project successfully started.  Let’s talk on where and what they are doing for one companies biofineries.

Did anyone happen to read the MSN on October 15, 2025, they had an article from Seeking Alpha titled, “Green Plains starts carbon capture operations at Nebraska plant”?  The article was on how Green Plains, Inc. has successfully captured carbon dioxide (CO2) at their facility in York, Nebraska.  The facility is collecting biogenic or organic carbon dioxide (CO2) which is collected and then transported down Tallgrass Trailblazer pipeline to where it will be permanently stored underground or sequestered with its partner Summit Carbon Solutions.  Green Plains has two more carbon capture and sequestration projects expected to be in operation by the end of 2025 located in Central City and Wood River, Nebraska.  The company is on target for its goal of carbon neutrality by 2050.  We wish Green Plains luck getting all their projects online.  If you would like to read more of the article from Seeking Alpha published on MSN, please click the link: Green Plains starts carbon capture operations at Nebraska plant.

Another company is moving forward with its LNG pipeline project which will connect to Port Arthur for export.

Did anyone happen to read Chron. Gulf Coast’s (Third Coast) Newsletter on October 14, 2025, their article titled, “Houston energy company announces $2.3 billion LNG pipeline”?  In the article, it goes on the speak on how a local company recently published their final investment decision (FID) for their Mustang Express Pipeline which will be a 236-mile pipeline capable of moving 2.5 billion cubic feet of LNG a day at a cost of $2.3 billion.  ARM Energy has paired with Pacific Investment Management Company (PIMCO) to help with funding of the project.  The pipeline will be constructed in South East Texas, and their will be two segments the first one will be 55-miles long and be named “The Cougar” and it will connect Tres Palacios Storage in Bay City to the Katy Hub, then the next segment will be 178-miles long connecting the Katy Hub to Port Arthur and it will be named “The Mainline.”  The pipeline’s path will intersect four storage facilities.  The current timeline anticipates the project will be operational beginning of 2029 and Arm Energy will have open season for the last of the remaining capacity by the end of October. 

On another note, the article mentioned two others recently announced in the last few months for LNG pipelines going to be constructed in Texas. Kinder Morgan has decided to move forward with their 216-mile pipeline Trident Intrastate Pipeline which will also connect to the Katy Hub to Port Arthur.  Whitewater Midstream and their partners have decided to move forward with their Eiger Express Pipeline which will be a 450-mile pipeline connecting the Permian Basin to Katy area.  These three projects will help get American LNG to port to export to the world.   We wish all of the luck finishing on budget and on time!  If you would like to read more of the Chron. Federal coal sale in Montana may be the writing on the wall for coal.

Happy Tuesday!      

Did anyone see AP Afternoon Wire Newsletter on October 14, 2025, they had an article titled, “US rejects bid to buy 167 million tons of coal on public lands for less than a penny per ton”?  In the article, it speaks on how the U.S. Department of Interior (DOI) didn’t accept a bid from Navajo Transitional Energy Co. (NTEC) in the latest round of coal lease sales.  NTEC bid for 167 million tons of coal for $186,000 from public lands in Montana.   The DOI said the proposal hadn’t met the conditions spelled out in the Mineral Leasing Act thus rejected the proposal.  The DOI placed a coal lease sale in central Wyoming on hold due to the poor performance of the Montana sale.  The poor performance is due to most power plants which use coal are being phased out over the next ten years, thus coal use will continue to decline.  The coal sale prior to this brought in $1.10 a ton while this one brought in not even a penny a ton; is the beginning of the end?  We will see how this plays out over the next few years now this Administration has embraced Clean Coal.   We will try and keep you informed on anything we hear regarding the coal industry and its revival.  If you would like to read more of the Associated Press’ article, please click the link: US rejects bid to buy 167 million tons of coal for less than a penny per ton | APNews.

Quarterly Oil and Gas Lease Sale has been scheduled for Colorado!

Happy Monday!  Welcome back to another week of ESC News Blog!

Back in May we spoke in our Blog on how the U.S. Department of Interior’s Bureau of Land Management (BLM) was instructed to reduce the amount of time they had to review future oil and gas lease sales to six months from the previous eight to fifteen months and this was to include the public comment period.  Well, the BLM must have gotten to work because a lease sale has been published.    

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on October 13, 2025, their article titled, “US BLM to offer 60 Colorado parcels in December lease sale”?  In the article, it speaks on how the U.S. Department of Interior’s Bureau of Land Management (BLM) has a quarterly sale on the books for Colorado in December as designated by the Mineral Leasing Act.  Last week, the BLM published they will be having an oil and gas lease sale in Colorado on December 9, 2025, for sixty parcels a total of almost 51, 000 acres.  The BLM’s new administration was at work in the early spring looking for locations in Colorado and they located the areas they wanted and then opened a public comment period which ended in July.  Now they have published the December date a 30-day public protest period has opened which will end November 10, 2025, if you would like to make a comment.  If you would like to read more of Oil and Gas Journal’s article, please click the link:   US BLM to offer 60 Colorado parcels in December lease sale | Oil & Gas Journal.

Learnings from the GHPB’s Commerce Club Luncheon from Thursday, October 9, 2025.

Happy Thursday!

We went to the Greater Houston Port Bureau’s (GHPB) Commerce Club Luncheon at the Houston Marriot South at Hobby Airport today. 

The speaker was Brooke Millard, the CEO of Coast Guard Mutual Assistance.  Ms. Brooke was in the Coast Guard for over 20 years.  She spent 12 years at sea during her tenure on a cutter vessel.  Now she has returned to school to receive her master’s while she advocates for Coast Guard members and their families. 

Ms. Millard gave a quick talk on Coast Guard Mutual Assistance (CGMA) and what they do.    CGMA is nonprofit which has been around for over a hundred years, and they help Coast Guard members or as she pleasantly referred to as “Coasties” and their families.  CGMA’s Board is made up on Coast Guard members and military members past and present as well as other federal employees.  She spoke of the many Coasties and their families the nonprofit has helped over the years and how the organization is supported by 100% donations.  CGMA is the “Rainy Day Fund” especially for the E-5s and E-6s because they only make approximately $45K a year base pay, and they are the ones who are most likely maintaining all of the Coast Guards assets.  They are the reason engines of vessels might last 40 years or more because of the care they give them. CGMA is there by giving grants and interest-free loans as well as other services to the Coast Guard community. 

She spoke of the last government shutdown in 2019.  Initially everyone was ok, nonetheless as the days turned into weeks the Coast Guard and their families started to feel the heat toward the end of the month.  They turned to CGMA to help with keeping a roof over their heads and food on the table.  CGMA helped 6,200 Coasties and their families and spent $8.5 million which $3 million were for grants.   The Coasties’ supervisors researched and gave daily freebees and other information to help them and their families with food and other necessities during the shutdown.   The Coast Guard teaches “Maslow’s Hierarchy of Needs” theory because a distracted worked isn’t a productive worker and them worrying on how to help their families was on their minds during the shutdown.   Maslow’s theory is to be a thriving member of a team certain things have to be achieved for success.  First basic needs of shelter and food must be met.  Then, a person needs a safe environment once this is met then you may move to the next level or tier.  The next tier, a person needs to feel they belong to the team.  The fourth level is a person needs to achieve self-esteem.  The top tier is self-actualization.  All these things need to be met to have a successful and productive team and the Coast Guard firmly believes in helping their people attain the highest tier. 

Ms. Millard briefly spoke on how they received additional funds from the Big, Beautiful Bill (BBB) signed into law in July.  A normal Coast Guard budget is approximately $14 billion.  The BBB gave them an additional $25 billion over five years to be spent on modernizing the Coast Guard and to help recruit an additional 30% or approximately 15,000 people.  Some of the modernization includes systems which communicate with each other and more efficient operations.  This will be money which helps bring them to the next level so they may protect our shores and waterways!

Lastly, she invited everyone out to “CGMA’s Coastal Grit” event on March 27, 2026.   The event is to celebrate strength and resiliency of the Coast Guard and their community. Please see their website for details.

Woodside’s Louisiana LNG is one step closer to reality!

We love a follow-up and well this fits the bill. 

Did anyone happen to read Storage Terminals Magazine’s Weekly Newsletter on October 6, 2025, their article titled, “Woodside breaks ground and celebrates Louisiana LNG game-changer”?   In the article, it speaks on how Woodside had an opening ceremony to officially break ground on their Louisiana LNG project.   Woodside invited dignitaries and VIPs to help them celebrate this monumental occasion and some of them even helped them dig in the dirt.  In April, they made their final investment decision, and the project blossomed.  The $17.5 billion project now has 900 workers, and the first LNG train is almost a quarter of the way done.  Woodside expects the facility to be producing in four years with a completion of three trains and capabilities to export 16.5 million tonnes per annum (Mtpa) though they’re permitted up to 27.6 Mtpa which may mean two more trains.  We wish them luck completing the project on time and on budget!  If you would like to read more of Storage Terminals Magazine’s Weekly Newsletter’s article, please click the link: Woodside breaks ground and celebrates Louisiana LNG game-changer.

Will Old Man River have another year of restrictions?

Happy Monday!  Welcome back to another week of ESC News Blog! 

We hope everyone had a little fun and relaxation time over the weekend!  Let’s get started!   

Previously we have spoken on the restrictions which have been inflicted on the Panama Canal from lack of rain which crippled the shipping industry in years past.  We forget how important our local waterways are when it comes to American goods getting out to the world!  One of the most important waterways for the Midwest has had problems in previous years and now it appears it will happen again during harvest season.  The Mississippi River and its tributaries are having another low year which may inflict harm to shipping. 

Did anyone happen to read the gCaptain Shipping Newsletter on October 6, 2025, they have an article titled, “Mississippi River Crisis: Low Water Levels Threatened Critical Harvest Season Shipping for Third Straight Year”?  In the article, it spoke on how the Mississippi River, and its tributaries are in a drought for the third year in a row.  The timing of the drought is the problem; it’s harvest season!  The Mississippi River is a major trade route for the Midwest’s harvest to be brought down to be exported to the world especially corn and soybeans.  The river and its tributaries are very low, and this causes restrictions to the number of barges tied together and weight of the barge which may float down to New Orleans.  A river gauge in Cairo, Illinois has the river being more than 9 feet lower than the decade average.  River gauges in Memphis and New Orleans both have the river low in their areas, too.  There is hope for rain which will help, nonetheless until it comes folks who transport by the river will be biting their nails.  If you would like to read more of the gCaptain’s article, please click the link: Mississippi River Crisis: Low Water Levels Threaten Critical Harvest Season Shipping for Third Straight Year.

Federal Reserve Bank of Dallas Quarterly Survey shows upstream oil and gas activities slowing further!

Did anyone happen to read The Houston Chronicle’s Business Section on October 1, 2025, their article titled, “Oil, gas firms bemoan ‘deafening chaos’ of industry in responses to latest survey”?  In the article they refer to the quarterly survey results from the Federal Reserve Bank of Dallas which were published recently, and they showed activity slowing in the upstream of oil and gas in the Midwest region of the country.  Every quarter the Federal Reserve Bank of Dallas has surveys for Midwestern oil and gas management to answer and the results for this quarter weren’t optimistic.  The survey is looking for the well-being of upstream of the oil and gas industry or exploration and production (E&P) in the Midwest.  The current political climate with their ‘Drill Baby Drill’, low oil prices, increased costs, tariffs, and poor attitudes around the globe have them spinning their wheels and frustrated.   In addition to their survey answers, they were allowed to leave confidential feedback in another area of the survey and many of the respondent’s answers reflected their company’s annoyances and growing uneasiness with the current and previous administration and happenings around the globe.  The respondents acknowledged delays in capital project budgets due to the poor price of oil and the current administrations lack of understanding companies do not want to invest in growth with $40 a barrel.  We wish them luck navigating this new administration and making the break- even price of $65 a barrel (or at least this use to be the price according to a Speaker at the Greater Houston Port Bureau Commerce Club Luncheon)!  If you would like to read more of The Houston Chronicle article, please click the link: Oil and gas firms are largely pessimistic, Dallas Fed survey finds.
