Sempra’s Port Arthur LNG Phase II has received their non-FTA approval!

Happy Thursday! 

We love a follow-up!  We blogged on the status of Sempra’s Port Arthur LNG project as well as how the U.S. Department of Energy (DOE) released the Final 2024 LNG Export Study earlier in May.  Well, looks like Sempra’s Port Arthur LNG Project received some good news!

DOE’s Fossil Energy and Carbon Management Newsletter on May 29, 2025, their announcement for, “DOE Issues LNG Export Authorization for Port Arthur Phase II, Advancing President Trump’s Commitment to Unleash American Energy”?  In the article, it speaks on how today Sempra Infrastructure received their authorization for their Phase II from the DOE for exporting to non-free trade agreement (non-FTA) countries.   Sempra’s Port Arthur LNG facility which is in Jefferson County, Texas is currently building their Phase I which is expected to export 13-milion tonnes a year of LNG, and the facility is expected to be operational in 2027.  Now with the approval of Phase II in hand they may be able to make their final investment decision.  If Sempra builds Phase II, they will be exporting approximately 38.6-million tonnes per year, and it should be operational in 2028.  We wish Sempra luck in keeping their project on track.  If you would like to read more of the Announcement from the U.S. DOE, please click the link:   DOE Issues LNG Export Authorization for Port Arthur Phase II, Advancing President Trump’s Commitment to Unleash American Energy | Department of Energy.

Port Houston has an update on Project 11.

Happy Tuesday!

We love an update on previous Blogs especially when it comes from such an important project as Project 11, please see our previous Blogs!  Project 11 appears to be on schedule according to the update!

Did anyone see the Greater Houston Port Bureau’s (GHPB) Newsletter on May 27, 2025, they mention an announcement from the Port of Houston Authority titled, “The U.S. Army Corps of Engineers has allocated $131 million to the Houston Ship Channel in its FY2025 work plan”?   The announcement is in regard to a Notice from Port Houston in regard to their Port Commission’s Regular Monthly Meeting which convened on May 20, 2025.   The Port of Houston Authority’s Port Commission gave an update on information from the U.S. Army Corps of Engineers (USACE) and their Fiscal Year (FY) 2025 strategy.  USACE has set aside $33 million for Project 11, Houston Ship Channel Expansion, in addition they have put aside $98 million for O&M for deepening and channel maintenance for the Houston Ship Channel (HSC).  USACE has accepted the federal Assumption of Maintenance (AOM) for Segment 1B (Redfish Reef to Bayport Terminal) and they have already accepted the deepening of 1C (Bayport to Barbours Cut Ship Channel) which is expected to be finished sometime this Summer.  The Port Commission is expecting improvements to the Galveston Bay area to be finished last quarter 2025.  Port Houston has added 20 clean diesel yard tractors to its Barbours Cut Terminal and Bayport Terminals to replace older and less efficient ones.  Port Houston is working with the Texas Department of Transportation (TxDOT), Houston Pilots, and Port Security and Emergency Operations (PSEO) to develop a short-term air draft markings which is the vertical distance from the waterline to the highest point on the vessel for the Interstate 610 bridge.  The next regular Port Commission Public Meeting is Tuesday, June 24, 2025.  If you would like more information on the updates from Port Houston’s Port Commission’s Regular Public Meeting announcement, please click the link: Port-Houston-Announces-131-Million-from-USACE-for-P11-and-Dredge-Maintenance-_-Port-Commission-May-2025-Mtg_-Press-Release-_-Cle.pdf.

BLM has been given instructions by the US DOI to make all future federal land oil and gas lease sales an all-inclusive package.

Did anyone happen to read the Oil & Gas Journal’s OGJ Daily Update Newsletter on May 23, 2025, their article titled, “Interior shrinks review period for potential federal oil, gas leases”?  In the article, it speaks on how earlier in May the U.S. Department of the Interior’s (DOI) Bureau of Land Management (BLM) was instructed to reduce the environmental evaluation timeframe of possible oil and gas lease tracts to six months instead of the previous eight to fifteen months and included in this time period will be all public and stakeholders examination and feedback time, and if a protest is filed the lease may go onto the bidding blocks, but the tract will not be leased until the protest is settled.  In addition, the BLM was instructed to expand the tracts of federal land for onshore oil and gas lease sales and create a quarterly lease sale schedule.   If you would like to read more of Oil and Gas Journal’s article, please click the link:   Interior shrinks review period for potential federal oil, gas leases | Oil & Gas Journal.

Freeport LNG has the last of its recovery efforts completed and its approvals in hand!

Did anyone happen to read the Oil & Gas Journal’s OGJ Daily Update Newsletter on May 21, 2025, their article titled, “In final recovery phase, Freeport LNG returns third LNG storage tank to service”?  In the article, it speaks on how in early June 2022 there was an explosion and fire at Freeport LNG facility which ravaged the facility; after a long process the third storage tank has been authorized for use by the U.S. Pipeline and Hazardous Materials Safely Administration (PHMSA) and the U.S. Federal Energy Regulatory Commission (FERC).  The facility which is located on Quintana Island, Texas has had a long road to recovery and refurbishment, nonetheless it has made them stronger and safer for it; and working on the recovery they have added to its workforce and leadership, and in April 2025, they had a new record for LNG production at the facility.  Freeport LNG plant currently has three liquefaction trains, and they have all governmental authorizations needed to build a fourth liquefaction train.  We hope they make a final investment decision soon on the fourth train.   If you would like to read more of Oil and Gas Journal’s article, please click the link:   In final recovery phase, Freeport LNG returns third LNG storage tank to service | Oil & Gas Journal.

Oldest Houston refinery site may be getting a new lease on life by helping rid plastic waste!

We love a follow-up.  We blogged about LyondellBasell and their over 100-year-old refinery on the Houston Ship Channel in January 2025 and how they were on track to mothball this aging plant by the end of March 2025.  At the time the question was what will LyondellBasell do next with the property, will they turn it into a green hydrogen plant, new refinery or what?  Well, they have let the cat out of the bag.

Did anyone happen to read the Houston Chronicle’s Business Section on May 19, 2025, their article titled, “Will community get a say in change?  Former LyondellBasell refinery is switching from petroleum to plastic recycling”?  In the article, it goes on to speak on how LyondellBasell’s 100-year-old refinery site has submitted applications for fast tracking approval for a chemical waste recycling unit for plastic refuse on part on the site.  LyondellBasell’s process would entail them using recycled plastic pellets mixing it with a heated catalyst substance which would help separate the plastic into a gas and liquid which would be used in new materials.  The process will have lower emissions than the old refinery.  According to the article the unit would be in service by 2027.   

LyondellBasell and Exxon have partnered up with a third party, Agilyx in an advanced recycling project to build the Cyclyx Circularity Center in the Houston area.  This project will help with the growing plastic problem by getting plastic out of our garbage dumps and recycling them for other uses.  The project will use innovative machinery and techniques which will decide the type of plastic, then separate and organize, and turn it into raw materials to be used at Exxon or Lyondell-Basell’s waste recycling plants for use in new materials.  We wish them luck cleaning up plastic waste!  If you would like to read more of the Houston Chronicle’s article on MSN, please click the link: A former LyondellBasell refinery is switching to plastic recycling. The Galveston Bay area’s first LNG Bunker Terminal for alternative marine fuel has their ducks in a row and final investment decision is expected this summer.

The U.N. International Maritime Organization (IMO) pledged to reduce greenhouse gases (GHG) emissions and designed a strategy to attain zero-emissions by or around 2050 with deadlines in 2030 and 2040 to ensure the maritime industry reaches its goals, and this should be ratified by them later this year; see our previous Blogs on the IMO for details.  One of the first goals is for 2030 is for vessels to start to implement using alternative fuels, and LNG is one of those fuels.  Galveston LNG Bunker Port, LLC (GLBP) is one of the companies trying to help the maritime industry reach their first goal.  

We have a follow-up to an article we blogged on back at the end of April 2024 on GLBP the company proposing to build a LNG bunkering terminal on the shores of Galveston Bay; check it out our Blog for details.   GLBP is in the news for their proposed facility and its status. 

Did anyone happen to read MSN on May 19, 2025, they had an article from Reuters titled, “First LNG ship bunkering hub in the US Gulf Coast secures permits to start work”?  In the article, it speaks about Galveston LNG Bunker Port, LLC (GLBP) a joint venture has received their final permits from the U.S. Army Corps of Engineers and the U.S. Coast Guard, and they will make their final investment decision (FID) sometime this summer, and then they are expecting to start building their LNG bunkering facility in the 3rd Quarter of 2025.  GLBP’s proposed 140-acre natural gas liquefication and storage facility will be located on Shoal Point in Texas City on the shores of Galveston Bay, and it has an estimated cost of $300 million.  The first stage of the project is expected to produce 360,000 gallons per day (gpd) and be operational in 2027, and the second stage the facility is expected to reach its operational capacity of 720,000 gpd and be completed around year later.  GLBP is a joint venture joining Pilot LNG and Seapath.  GLBP has a vision of a liquefied natural gas (LNG) bunker terminal which will be a local supplier of alternative marine fuel for the area to help the shipping industry meet the IMO’s goals for emissions and decarbonization.  Earlier this year LNG was approved for bunkering without an export license for American ports and boundary waters which helped this project.  We wish them luck on them making their FID and starting construction on their project this year!  If you would like to read more of the reprint article from Reuters published on MSN, please click the link:   First LNG ship bunkering hub in US Gulf Coast secures permits to start work.

The U.S. DOE have announced they will be moving forward now the 2024 LNG Export Study is completed.

We hope everyone had a little fun and relaxation time over the weekend!  Hard to believe the school year is winding down and the kids will be out soon!

Did anyone happen to read the DOE’s Fossil Energy and Carbon Management Newsletter on May 19, 2025, their announcement for, “DOE FINALIZES 2024 LNG EXPORT STUDY, PAVING WAY FOR STRONGER AMERICAN ENERGY EXPORTS”?  In the article, it goes on to speak on the U.S. Department of Energy (DOE) has completed and published the 2024 LNG Export Study in December 2024, then a 60-day stakeholder comment period was extended until March 20,2025.  The DOE has evaluated and analyzed the comments and has determined it is advantageous for the U.S. to export LNG to the world; we have an ample supply of natural gas thus it will have a little bearing on national costs and there should be no significant impacts from greenhouse gas emissions; all the while helping our gross domestic product (GDP) grow as well as bring favorable wages and employment to the communities who are near the facilities and sites, and it will improve our trade gap as well as improve our international relations, and help us fulfill the current administration’s strive for energy dominance.  Now with this study in our rearview window the DOE will start advancing current applications for LNG export facilities.  If you would like to read more of the Announcement from the U.S. DOE, please click the link: DOE Finalizes 2024 LNG Export Study, Paving Way for Stronger American Energy Exports | Department of Energy.

Texas Railroad Commission’s application for Class VI Well Primacy is one step closer.

We thought you would like to hear an update of the Texas Railroad Commission’s status on their application for receiving authority to permit Class VI Wells in Texas; see our Blog in end of July 2024 for additional background.

Did anyone happen to see the Houston CCS Alliance’s Newsletter on May 12, 2025, they had a News Release from the EPA titled,” EPA and Texas Railroad Commission sign memorandum of agreement on geologic storage of carbon dioxide”?  In the article, the story is on how Texas Railroad Commission (RRC) and the U.S Environmental Protection Agency (EPA) have signed a Memorandum of Agreement (MOA) at the end of April 2025.  This MOA is a step needed to be completed on the road to being given authority to permit Class VI Wells in the state.  According to the article now the EPA is writing an authorization for the RRC’s Class VI Well application to give them authority.  If you would like to read more from the U.S. EPA's News Release, please click the link: EPA and Texas Railroad Commission Sign Memorandum of Agreement on Geologic Storage of Carbon Dioxide | US EPA.

Venture Global LNG Inc.’s status with FERC for their proposed CP2 project.

You know we love a follow-up, and we blogged on Venture Global LNG Inc. when they filed in March with the U.S. Federal Energy Regulatory Commission (FERC) for the third phase of their Plaquemines LNG project.  Well, Venture Global is in the news again. 

Did anyone happen to read the Oil & Gas Journal’s OGJ Daily Update Newsletter on March 12, 2025, their article titled, “FERC OKs environmental assessment of Venture Global’s C2 LNG plant”?  In the article, it speaks on Venture Global LNG Inc. who filed with the U.S. Federal Energy Regulatory Commission (FERC) for a third project their Cameron Parish LNG plant, CP2, which will export up to 28-million tonnes/ year of LNG and FERC last week accepted the Final Supplement Environmental Impact Statement (EIS).   A federal appeals court last fall overturned a previous approval and its environmental impact statement (EIS) on the project because they had not considered the collective impact of the CP Express pipeline and LNG plant on the community’s air quality.  FERC then completed a Final Supplemental EIS earlier in May and they found the regional emissions were not significant and are moving forward on getting the project approved.  CP Express pipeline is 91-miles of pipe and components moving natural gas connecting East Texas to Southwest Louisiana to CP2. Status updates on Port Arthur LNG!

Happy Wednesday! 

Did anyone happen to read the Oil & Gas Journal’s OGJ Daily Update Newsletter on May 12, 2025, their article titled, “Sempra reaffirms Port Arthur LNG Phase 2 FID by end-2025”?  In the article, it speaks on how Sempra Infrastructure is still expecting to make a final investment decision on its Phase 2 later this year, nonetheless the date may change due to external forces.  The rest of the article was on the status of Phase 1.  Port Arthur LNG is a partnership between ConocoPhillips Company and Sempra Infrastructure, and they are building a facility on the Gulf Coast which will produce 13-million tonnes per year of liquefied natural gas (LNG).  Phase 1 of the project is they are building from the ground up meaning building the substructure, positioning steel and piping, digging the waterway, and vital components are being placed.  Due to the incoming administration’s trade policy Sempra received some materials in the Designated Foreign Trade Zones early to avoid rising prices.  Port Arthur LNG is anticipating Phase 1 will be operational in 2027 and Phase 2 in 2028.  We wish Sempra luck in keeping the project on track.  If you would like to read more of Oil and Gas Journal’s article, please click the link:   Sempra reaffirms Port Arthur LNG Phase 2 FID by end-2025 | Oil & Gas Journal.

CCS project is making headway in Wyoming!

Happy Tuesday! 

Well, a carbon capture and sequestration (CCS) project in the Midwest has been hitting roadblocks lately, so when we read something regarding a project is Wyoming who is making headway, we had to mention it. 

Did anyone happen to read gasworld’s article on May 1, 2025, their article titled, “US approves Tallgrass Energy CO2 storage plan for Wyoming”?  In the article, it speaks on Tallgrass Energy’s proposed carbon capture and sequestration project in Laramie County, Wyoming has jumped a hurdle by receiving an endorsement from the U.S. Department of Interior’s Bureau of Land Management (BLM) after the completion of its environmental assessment.  Tallgrass Energy’s Eastern Wyoming Sequestration Hub project once completed will remove approximately 5.1 million tonnes of carbon dioxide per annum with six class VI wells.  Wyoming’s Department of Environmental Quality is one of the states given authority from the U.S. Environmental Protection Agency (EPA) to approve its Class VI Well Permits under the federal Underground Injection Control (UIC) program, and they have issued a permit for Tallgrass Energy’s Class VI well according to the agency website.  We will try to keep up on the progress this project and other CCS projects are making around the country.  If you would like to read more of gasworld’s article, please click the link: US approves Tallgrass Energy CO2 storage plan for Wyoming | Carbon Dioxide |gasworld.

DOE will be refilling the SPR to the max according to the Secretary of Energy!

Happy Monday!  Welcome back to another week of ESC’s News Blog!

At this point, you know how we enjoy writing follow-ups to our Blog!  We wrote about the Strategic Petroleum Reserve (SPR) over the last couple years, and the previous administration’s strategy to refill the SPR.  They are able to purchase approximately 180,000-million barrels before the end of their tenure.  Well, it appears the SPR is in the news again. 

Did anyone happen to read the Oil & Gas Journal’s Daily Update Newsletter on May 7, 2025, their article titled, “US Energy Secretary vows to immediately refill US crude stockpile”?  In the article, it speaks on how the Secretary of the U.S. Department of Energy (DOE) announced last week to the US House Committee on Appropriations Subcommittee of Energy and Water Development his plans for the SPR to fill it to its maximum.  For the SPR facilities to max out the DOE’s Office of Petroleum Reserves will need to purchase approximately 250 million barrels with a projected price of $20 million.  Energy Sec. Chris Wright published an administrative mandate noticing his intention to replenish the SPR, examine its facilities and systems, and look into innovations for a strategic arrangement to advance this American resource.  The SPR currently has 400 million barrels in its various repositories along the Gulf Coast, and to line up with the President’s Executive Order; Sec. Wright’s agency plans to buyback approximately 250-million barrels to top off this American resource.  Sec. Wright will fill the SPR like the previous administration with a manageable bit at a time as his agency’s budget allows.  Well, this administration the price of oil in much lower than the previous administration average of around $79-bbl at least their money will go further.  We will try and keep up with the buyback for the SPR from the DOE’s Office of Petroleum Reserves.  If you would like to read more of Oil and Gas Journal’s article, please click the link:   US Energy Secretary vows to immediately refill US crude stockpile | Oil & Gas Journal.

Learnings from the GHPB’s Commerce Club Luncheon from Thursday, May 8, 2025.

Happy Thursday!

We went to the Greater Houston Port Bureau’s (GHPB) Commerce Club Luncheon at the Houston Marriot South at Hobby Airport today. 

The speaker was Barbara Pickering, President of Chevron Shipping Company.  We had the pleasure of meeting Ms. Pickering at the GHPB’s Women in Maritime Happy Hour back in February where she gave an inspirational and motivating speech encouraging the audience to get involved in the maritime industry.  Please check out our Blog for details. 

Today, Barbara Pickering gave us a bit of a background on her journey in the maritime industry.  Ms. Pickering started her career with Chevron in London in the early 1990s and with her hard work she moved to up the ladder with positions in their Pacific Fleet division.  Two of those positions she held were Terminal General Manager, and Fleet Manager.  Then around 25 years ago she was involved with the team which brought lightering or ship-to-ship transfer to the Pacific Ocean off the coast of California for liquified natural gas (LNG).  Ms. Pickering established Chevron’s LNG Shipping Operations, and her career grew through the years.  Then in 2024, Ms. Pickering became the first woman President of Chevron Shipping Company in their 130+ year history.  With hard work, a willingness to learn, and a good mentor she was able to achieve what had never happened before in the history of the company.

Ms. Pickering spoke on some of the things Chevron Shipping Company has accomplished.  In its 130+ years in business, the company moves the equivalent of around 1 billion barrels of oil a year.  They operate 29 company tankers.  Their employees have crewed over 2800 annual voyages with 3rd parties.  In 21 years, they haven’t had any spills.  They have around 2000 employees from 20 different countries and more than 60 port terminals around the world.  Chevron Shipping Company is an established company who has a strong reputation.

Ms. Pickering spoke on how Chevron Shipping Co. and Chevron are helping advance the maritime industry and reduce GHG.  One way is their vessels use technology which reduce greenhouse gases (GHG) all while the while moving hydrocarbons around the world.  Some of the technology they use is silicon and bubbles on the lower part of their vessels which helps them move easily or more smoothly through the water which reduces the emissions and saves fuel.  The next way is in 2026; they will be receiving their first rigid sail LNG gas carrier vessel in agreement with Mitsui O.S.K. Lines (MOL) and the vessel is being built by Hanwha Ocean.  Then, Chevron has updated their Pasadena Refinery and terminal, please see our Blog in December 2024.  Chevron Shipping Co. is a sponsor of Austin H.S. and their maritime program as a way to invest in skills for the industry for today and tomorrow. What is the status of nuclear energy in the Lone Star State?

Happy Tuesday! 

By now you probably realize we like energy and an update.  We blogged about the nuclear energy starting to catch on in Texas back last November and well, it’s in the news again with a little update on the progress it is making in the Lone Star State!

Did anyone happen to read The Houston Chronicle’s Fuel Fix Newsletter on May 5, 2025, their article titled, “Texas looks to apply ‘shale revolution’ lessons to nuclear energy”?  In the article, it speaks on the progress it has made since the release of the nuclear group’s report to the governor.   A couple of the suggestions the report made was to establish an agency to help bring nuclear energy to Texas, and fund needs to be created to help encourage companies to build in Texas.  The Texas House and Senate has added to the agenda a few bills which align with the report’s suggestions to help bring nuclear energy to Texas.  House Bill 14 would establish the Texas Advanced Nuclear Energy Office which would be part of the Executive branch, its budget would be approximately $2 billion, and it would be headed by a state coordinator.  The Texas House adopted House Bill 14, and it has moved to the Texas Senate’s Committee on Business and Commerce.  Another bill there is a version in both chambers, and it is Senate Bill 1105 and House Bill 2678 both create the Texas Advanced Nuclear Authority office which would be in charge of permitting and creating an Advanced Nuclear Innovation Fund.  The Texas House has drafted a constitutional amendment to establish the Texas Advanced Nuclear Development Fund.  The Texas Legislature is working hard on progressing these bills.

One of the companies which Texas A&M picked to build a nuclear SMR on its Rellis Campus was in the article with an update.  Natura Resources has progressed its project at Abilene Christian University (ACU) by receiving its Nuclear Regulatory Commission construction permit, and the joint project is completing its design phase for the Molten Salt Research Reactor.  Natura Resources has partnered with ACU, Texas Tech, and Texas Produced Water Consortium to possibly help them with power they need for their water desalination system project in West Texas.  Well, it looks like their SMR is progressing in Texas and we wish them luck in bring more power to Texas.  If you would like to read more of The Houston Chronicle’s article, please click the link: Nuclear energy could power produced water treatment plants.

US DOT PHMSA is looking for stakeholder involvement in revision of LNG amendments!

Happy Monday!  Welcome back to another week of ESC News Blog!   

Did anyone happen to read Oil & Gas Journal’s OGJ Daily Update Newsletter on April 30, 2025, their article titled, “PHMSA solicits comments on LNG regulation updates”?   In the article, it speaks on how the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) announced an Advanced Notice of Proposed Rulemaking (ANPRM) for Liquefied Natural Gas (LNG) amendments.  They are looking for those involved in LNG to make remarks and suggestions to help modernize current amendments in regard to rules and regulations applying to LNG facilities, how to help proposed LNG ventures, how to increase our export volumes, and how to expand the small LNG market.  ANPRM is the beginning of a sequence of tasks the PHMSA is prioritizing to help the current administration with our energy dominance mission.  In addition, the PHSMA will be overhauling the following guidelines in the near future with ANPRMs:  mending of hazardous liquid and gas transmission pipelines, pipeline classifications with regard to innovative technology to protect communities who are close to a natural gas pipeline; and they will be modernizing the regulations for moving liquid hydrocarbons and petroleum products to align with the current best practices and innovations.  If you would like to add your remarks and suggestions, please see PHMSA’s website.  We wish them luck in making commonsense rules and regulations!  If you would like to read more of the Oil & Gas Journal’s article, please click the link: PHMSA solicits comments on LNG regulation updates | Oil & Gas Journal.
