The current FERC administration has approved some projects in Louisiana and Pennsylvania prior to the new administration coming in.

Happy Wednesday! 

Over the past year we have blogged on FERC’s approvals and their approvals being thrown out by US Courts; please check out our blog for details.  We have some good news for several applications before the end of the year, so they may start getting their ducks in a row for their projects.  

Did anyone happen to read the Oil & Gas Journal’s Transportation Report on November 27, 2024, their article titled, “FERC approves Kinder Morgan NGPL expansion, new Rover Pipeline delivery point”?  The article is on a couple of the US Federal Energy Regulatory Commission’s (FERC) recent approvals and updates on a couple certificates the U.S. Courts overturned!  Good News for one of Kinder Morgan’s companies its Natural Gas Pipeline Co. of America (NGPL) was given approval to construct its Texas-Louisiana Project in Texas.  NGPL’s will be able to increase its current transportation system to 467,000 dekatherms/day (Dth/d) this increase will include 300,000 Dth/d of eastbound transit on Natural’s Louisiana Line.  The pipeline will have two 30-in. OD lines which will run from the current connecting compressor stations in Montgomery County and Liberty County, Texas and end in the NGPL’s Vermilion Parish, Louisiana.  The estimated project is costing $72-million and they will be adding a 18,349-hp compressor unit and making improvements or replacing parts on six current compressor units to improve performance and efficiency.  NGPL is expecting the project to be in operations by Summer 2026.  The article goes on to speak about the Rover Pipeline in Pennsylvania receiving approval to add a new delivery connection point at one of its compressor stations in Washington County.  Rover Pipeline LLC is estimating the cost for the addition to be $4.1 million nonetheless it will be increasing its transportation system to 400,000 Dth/d which will attach to the ETC Northeast Pipeline LLC processing plant which will make the gas ready to enter Rover-Revolution Receipt Meter Station.  In addition, FERC gave consent to build Sempra Infrastructure’s LA Storage at its Hackberry storage in Cameron Parish, Louisiana.  FERC recognized the overturning of several of its certificates by U.S. Courts and they are addressing the imperfections of these certificates in a timely manner.  If you would like more information on this article from Oil and Gas Journal, please click the links: FERC approves Kinder Morgan NGPL expansion, new Rover Pipeline delivery point | Oil & Gas Journal.

Two more of the H2Hubs recipients will be receiving the beginning of their federal money from the DOE’s OCED to initiate their projects first phase!

We hope you read our Blog last week, when we blogged about Houston’s HyVelocity Hub signing its paperwork for federal funding for the H2Hubs Program.  We blogged on three of the other H2Hubs receiving their initial funding back in August, however we will keep you posted on the last two hydrogen hubs, when the information is released. 

Did anyone happen to read the newsletter from the U.S. Department of Energy’s (DOE) Office of Energy Efficiency & Renewable Energy’s Hydrogen and Fuel Cell Technologies Office on November 26, 2024, their article titled, “Department of Energy Announces Initial Funding Tranches for Gulf Coast, Midwest Regional   Clean Hydrogen Hubs”?  In the article, it goes on to speak about how two of the seven hydrogen hubs which are part of the U.S. Department of Energy Clean Energy Demonstration Office’s (OCED) H2Hubs Program are receiving their first round of federal money.  The two H2Hubs will be receiving initial federal funding for their first stage of their projects are Gulf Coast Hydrogen Hub headed by HyVelocity (HyV) obtained $22 million out of its possible $1.2 billion, and Midwest Hydrogen Hub headed by Midwest Alliance for Clean Hydrogen (MachH2) obtained $22.2 million out of its $1 billion.  As we spoke about in our previous blog on HyV they are expected to take advantage of their proximity to the Gulf Coast clean energy resources and carbon capture and sequestration projects (CCS) which are being developed in the area of its development in the quest to reduce emissions in the area.  While the Midwest Hydrogen Hub is expected to use the areas clean energy resources to help reduce emissions in heavy industry like steel and refining as well as the transportation industry due to it being on a heavy freight corridor in Mid-America and with its vicinity to the cross-continent highway it is positioned in a place to help with the transition to hydrogen for refueling heavy duty vehicles.  The two projects are both positioned where they can be the most help in our transition to cleaner industries.   The two projects are expected to employ around 57,000 people throughout the course of the projects which will help the local economies.   We will keep you posted on information regarding details we hear on the other H2Hubs as the information comes in.  We wish these projects luck!  If you would like to read more of the Hydrogen and Fuel Cell Technology Office’s Newsletter, please click the link: Two Additional Hydrogen Hubs Receive Initial Funding from DOE.

Will nuclear energy and Texas be in the same sentence in the near future? Maybe!

Happy Monday!  Welcome back to another week of ESC News Blog and a short holiday work week!   

By now you probably realize we like energy!  We blogged about how Texas A&M is trying to attract the nuclear industry to the College Station/Bryan area by its Board of Regents agreeing for them to apply for a commercial nuclear site licensing around two weeks ago.  The future estimates of electricity usage in Texas could nearly double in less than a decade and the promises to reduce emissions has made nuclear energy look like a possibility as a path forward.  We have more exciting news for the nuclear energy industry Texas wants you for its future of reliable and emission free power and a report which was due on the governor’s desk by the beginning of December has been delivered.  The state will be trying to convince nuclear companies we are willing to help you help us with our future electricity needs now we have the information we need from the report.   

Did anyone happen to read The Houston Chronicle’s Business Section on November 22, 2024, their article titled, “Texas aims to be nuclear powerhouse”?  In the article, it goes on to speak on how a working group led by Jimmy Glotfelty, a commissioner from the Public Utility Commission of Texas has delivered their report to the Texas governor on time last week.  The report goes on to say for modern nuclear energy plants to come to Texas it will need a large amount of investment including support from public funds.   The nuclear group goes on to say like the Texas Energy Fund one should be made for nuclear build out and to encourage nuclear companies to come here.  They suggest two taxpayer-funded funds one would be as a grant and another as a loan-based fund.  They suggest the legislature in its next session should create the Texas Nuclear Energy and Supply Chain Fund which would be a direct grant cost-sharing program with the state to help bring costs down for those willing to come to Texas.  The other fund they suggest is the Texas Nuclear Energy Fund which would be like the current Texas Energy Fund and provide low-cost loans to nuclear companies for building in Texas.  The nuclear plants they are encouraging to come here would be ones willing to build the smaller module nuclear reactors not the old fashion 3-mile-island kind and most of them would be encouraged to build in the Houston vicinity where the largest percent of industry and people are expected.  The report goes on to suggest making a government agency to help manage Texas’ goals of bringing more nuclear energy to the state and in which to help bring about nuclear education programs to help with its future workforce like the program at Texas A&M.  If Texas manages to bring more nuclear energy to the state, it will mean more taxes and a good income for people of the state.  If you would like to read more of The Houston Chronicle’s article, please click the link: How Houston and Texas aim to be a global leader in nuclear power.

HyVelocity, Houston’s hydrogen hub, will become a reality as federal funding starts to flow!

Back in October 2023 the U.S. Department of Energy Demonstration Office (OCED) H2Hubs Program picked Houston’ HyVelocity Hub as one of seven awardees for federal grants. Check out of our past Blogs for details and information about HyVelocity Hub and its members. Well, finally after a year of talks the H2Hubs Program has signed a deal with HyVelocity Hub.

Did anyone happen to read The Houston Chronicle’s The 713 Evening Newsletter on November 20, 2024, their article titled, “Biden administration inks deal to develop a $1.2 billion hydrogen hub in Houston.”?  In the article, it speaks about HyVelocity Hub have signed by the X for federal funds on Wednesday for up to $1.2 billion.   HyVelocity Hub was chosen over a year ago to become one of seven clean hydrogen hubs in the U.S. and the money to help advance it will be starting to flow.  Houston and the Gulf Coast isn’t a stranger to producing blue hydrogen, nonetheless it wants to be a leader in producing clean or green hydrogen and the influx of federal funds will help make it a reality.  Now HyVelocity Hub and its team may begin implementing its plan, and recently members of Houston’s Business Community met with potential Asian buyers.  HyVelocity Hub members will either be capturing their emissions and storing it under the Gulf of Mexico (GOM), and/or they plan to construct wind- and solar-powered hydrogen plants that will use water to produce hydrogen through electrolysis.  We wish HyVelocity Hub luck in implementing their ambitious plan!  If we hear anything else, we will let you know!  If you would like to read more of The Houston Chronicle’s article, please click the link: Houston signs deal for $1.2 billion hydrogen hub.

Enbridge’s reroute of its Line 5 has attained the first of its permits in Wisconsin.

We love a follow-up and Enbridge’s Line 5 is in the news again.  We wrote about the Line 5 and the hurdles it has had to jump for the part which goes under the Straits of Mackinac back in May, and their ambitious plan for a tunnel (Please check out our Blog; it’s pretty cool!).  Well, they are in the news this time for the progress in approvals for the part which goes through Wisconsin.

Did anyone happen to read the Oil & Gas Journal’s Daily Update on November 18, 2024, their article titled, “Wisconsin agency approves two permits for Enbridge’s Line 5 reroute project”?  The article is on Enbridge’s Line 5, a 30-inch OD crude pipeline and the progress it is making on a 41-mile reroute.  Enbridge’s Line 5 has received the first of its approvals last week from Wisconsin’s Department of Natural Resource (DNR) for its Waterway and Wetland Permits and WPDES Construction Site Storm Water General Permit.  Enbridge’s Line 5 was seeking approval for it to move its pipeline away from Bad River Reservation where it crossed the Bad River Band of Lake Superior Tribe of Chippewa Indians’ land.  The DNR Waterway and Wetland Permit has more than 200 conditions to make sure Wisconsin’s wetland and waterways criteria are met.  The WPDES Construction Site Storm Water General Permit gives Enbridge the approval to build the pipeline in its respective approved route.  Enbridge is seeking four more permits from the DNR which may include discharge of hydrostatic test water, dewatering of groundwater as well as others.  The DNR has given Enbridge three years to finish Line 5 reroute as well as have environmental monitors on the project, and the DNR has the right of entry during the project for checks.  Enbridge has applied for permits with the U.S. Army Corps (USACE) and are awaiting their approvals.  The seventy-year-old pipeline was court ordered to move off the Bad River Band’s reservation or shut down by a federal court in 2023 as well as the court awarded initially $5.15 million to the tribe which will increase every day the pipeline is operating on the tribe’s land.  We wish Enbridge luck in getting its Line 5 moved.  If we hear other good news on Enbridge’s Line 5 reroute, we will let you know!  If you would like more information on this article from Oil and Gas Journal, please click the links: Wisconsin agency approves two permits for Enbridge’s Line 5 reroute project | Oil & Gas Journal.

A newly constructed intrastate pipeline in East Texas has begun construction for its part in Montgomery County!

Did anyone happen to read The Houston Chronicle’s City/State Section on November 17, 2024, their article titled, “Construction on natural gas pipeline underway in region”?  In the article, it goes on to speak on Blackfin Pipeline is currently building in Montgomery County in the county’s right-of-way.  The 193-mile 48-inch natural gas pipeline is being constructed from Colorado County through Jasper County in East Texas.  The pipeline will be able to move 3.5 billion cubic feet of natural gas once completed and it is expected to be in-service in the last quarter of 2025.  We wish Blackfin Pipeline luck completing their intrastate pipeline.  If you would like to read more of The Houston Chronicle’s article, please click the link: Natural gas Blackfin Pipeline under construction in Montgomery County.

SS United States with its colorful history is on its way to become one of the largest artificial reefs.

Happy Monday!  Welcome back to another week of ESC News Blog.  We hope the rain didn’t keep you inside today!

Did anyone happen to read gCaptain Daily Newsletter on November 9, 2024, their article titled, “From Iconic Ocean Liner to Artificial Reef: SS United States to Set Sail on Final Journey”?  The article speaks in regard to the SS United States final voyage to Mobile, Alabama for remediation to become the largest artificial reef off the coast of Destin-Fort Walton Beach and the process will take around 12-18 months to reach its final resting place.  The ship was designed during the Cold War to move 14,000 members of the armed forces 10,000 miles without needing fuel, and in 1951 it was put to sea.   The SS United States had a colorful history by it being the record holder for the transatlantic speed record, as well as having moved presidents, famous people, and incoming settlers to their new home.  The ship has been moored at a berth in Philadelphia since the mid-90s and was part of a dispute with its pier’s landlord and the courts decided it would have to leave its current home.  A memorable ship deserves a place anyone can visit, so it's becoming an artificial reef seems a good decision.  We wish it speedy placement into its new home, and it is well explored by Gulf of Mexico’s fish and divers.  If you would like to read more of gCaptain’s article, please click the link: From Iconic Ocean Liner to Artificial Reef: SS United States to Set Sail on Final Journey.

Learnings from the GHPB’s Commerce Club Luncheon from Thursday, November 14, 2024.

Happy Thursday!

We went to the Greater Houston Port Bureau (GHPB) Commerce Club Luncheon at the Houston Marriot South at Hobby Airport today. 

The speaker was Colonel Rhett A. Blackmon, Commander and District Engineer, U.S. Army Corps of Engineers – Galveston District (USACE).  Col. Blackmon is the leader of the water resource district where he is in charge of over 600 civilian and military professionals, and the respective projects from Brownsville to Beaumont.  USACE – Galveston District is in charge of a total of 50,000 square miles mostly along the Texas Coast.  The USACE Galveston District has 7 core mission strategies to help the Texas Coastal communities by providing construction, navigation, environmental restoration, flood risk management, shoreline protection, regulatory and emergency management services.   What these things mean in terms for us as Port Bureau members is thy help with navigation on the waterways, help mitigate flood risk from storms and help mitigate coastal storm risk from storm surge, as well as provide us regulatory programs to help with permitting, ecosystem restoration to help protect our coastlines and shores, emergency management and response and interagency support to get things moving after storms.  USACE is the federal connection to funds and expertise to help the various area agencies accomplish various projects like Project 11, Project 12, Sabine Pass, and Coastal Texas.

Col. Blackmon briefly spoke in regard to some of the permits USACE offers.  He strongly recommended you should set up a preapplication meeting for any project in their jurisdiction as to avoid any delays in permitting, to make things go more friendly and smoothly as well as to understand the expectations.  The 408 program is a permit one needs if you want to go over, under or through any federal projects.  The 404 program is a permit one needs, if in regard to the Clean Water Act which means you want to work in, under, or over U.S. navigable waters for example you need to work in any area wetlands.  The last permit the Col. Blackmon spoke on is 217B which is in regard to real estate like docks or dredging materials.  He mentioned in 1996 USACE was given authority to accept dredging materials from non-government entities.  USACE has hundreds of dedicated areas for dredging materials under their jurisdiction.  Col. Blackmon pointed out many ports along the Texas coast have dredging projects underway at this time and what is happening to their materials. 

Col. Blackmon spoke on some of the ongoing projects along the Texas Coast.  Project 11 in the Houston Ship Channel (HSC) has completed dredging in Sections 1A and 1B and the materials have helped Long Bird Island and an oyster reef in the area.  USACE has awarded contracts for Section 1C.  The project is moving along nicely and its benefits are already being felt by the users of the channel.  Project 12 they are trying to initiate.  Col. Blackmon spoke quite a bit on Coastal Texas which is also known as Ike’s Dike.  USACE has completed a $20-million feasibility study and have entered the pre-construction design stage of the project where they have already come up with a concept and area leaders and partners have helped them adjust their design.  One example of this is originally they were making islands asymmetrical; however, when feedback rolled in, they changed to symmetrical ones.  They have changed how the original gates were designed to take into consideration low-tide, marine life, and even what happens when it rains as well as how one would navigate them.  They will have many public forums to get the feedback of locals in the future.  The USACE end goal is have the right engineering and course for the right place.

Will a nuclear plant be built on university property in Texas and help power the Texas grid? Maybe!

Happy Tuesday!

By now you probably realize we like energy!  We wrote in regard to the second nuclear reactor in Georgia going online back in May, and the 3-Mile-Island being brought back to life in September.  The future estimates of electricity usage in Texas could nearly double in less than a decade and the promises to reduce emissions has made nuclear energy look like a possibility as a path forward.  We have more exciting news for the nuclear energy industry Texas wants you and a report is due on the governor’s desk by the beginning of December on how to bring it here.  I guess, Texas A&M saw the writing on the wall, so they made an announcement recently, and we decided to let you know!

Did anyone happen to read The Houston Chronicle’s Business Section on November 8, 2024, their article titled, “A&M to open its Bryan campus to nuclear reactors”?  In the article, it goes on to speak on how Texas A&M (TAMU) has thrown its hat into the nuclear energy ring by its Board of Regents recently agreeing to them sending a letter of intent to the U.S. Nuclear Regulatory Commission (NRC) for the permission for an early site permit for commercial nuclear reactors on campus, and if the NRC green lights their request they will be the first higher education getting a commercial nuclear reactor license.   In the past, TAMU requested interest from the nuclear energy companies on their thoughts of TAMU hosting nuclear facilities and 23 companies responded.  After much thought, TAMU has announced they are taking applications for their Rellis Campus in Bryan, Texas for small modular reactors (SMRs) which will connect to the Texas electric grid.  SMRs have a smaller footprint then the 3-mile island reactors of the past, lower cost to build, and they generate up to 300 megawatts (MW) of electricity.  TAMU is not a stranger to nuclear energy they have a small research nuclear generator for their nuclear engineering program, and it is the largest program in the country, thus having a SMR seems to be the next step for them.  A few companies have shown interest in completing the application for the 2300-acre university.  We wish TAMU luck in bringing more power to College Station/Bryan or as we like to fondly say “Aggieland!”  If you would like to read more of The Houston Chronicle’s article, please click the link: Texas A&M offers its Bryan campus for commercial nuclear reactors.

Did anyone happen to read the Oil & Gas Journal’s Daily Update on November 8, 2024, their article titled, “Biden moves to limit ANWR oil drilling after Trump’s election”?  The article is on U.S. Department of Interior’s Bureau of Land Management (BLM) announced it has completed its Supplemental Environmental Impact Statement (EIS) for the Alaska’s Artic National Wildlife Refuge (ANWR) and has determined a smaller segment of land is eligible for the oil and gas lease sale.  The BLM determined around 400,000 acres of the Alaska’s ANWR will be available which is the bare minimum required by the Trump’s Tax Cut and Jobs Act of 2017 and the lease sale will have to be held by the end of this year (2024).  The Final EIS should have been published last week and 30 days after it is published the BLM should release details of the oil and gas lease sale which includes acreage details and any limitations and restrictions.   If we hear anything else on this lease sale, we will let you know! Diamond Green Diesel LLC should be operational in Port Arthur by the end of 2024.

Did anyone happen to read the Oil & Gas Journal’s Energy Transition Update on November 7, 2024, they had an article titled, “Valero confirms completion of Port Arthur SAF project”?  The article is on Diamond Green Diesel Holdings (DGD) has finished constructing their sustainable aviation fuel (SAF) portion of their renewable diesel plant which is expected to produce 470-million gallon a year renewable diesel in Port Arthur, Texas.  SAF uses rendered animal products (for example: animal fats) and/or recycled materials (for example: used cooking oil) and converts them to low-carbon fuel; the process reduces greenhouse gases by up to 80% when measured against traditional fuels.    The plant is located by Valero’s refinery in Port Arthur, Texas.  DGD is a partnership between Valero Energy Corp. and Darling Ingredients Inc.  The plant has been constructed for under $315-million and on time.    The SAF plant is expected to be in service by the end of 2024.  We wish them luck in the commissioning of the plant!  If you would like more information on this article from Oil and Gas Journal, please click the links: Valero confirms completion of Port Arthur SAF project | Oil & Gas Journal.

100+ year old refinery on the Houston Ship Channel, its life is winding down!

Back at the end of October 2023 we blogged about LyondellBasell joining the HyVelocity Hydrogen Hub, and now it appears where their old refinery on the Houston Ship Channel is involved there is much unknown! 

Did anyone happen to read The Houston Chronicle’s Business Section on November 5, 2024, their article titled, “One of city’s oldest refineries closing – LyondellBasell says it is exiting ‘a volatile, low-margin business’”?  In the article, it goes on to speak about LyondellBasell’s 100+ year old Houston refinery which is along the Houston Ship Channel is on target to retire in early 2025 and its future.  On Friday, November 2, 2024, during its earnings call, the company said it was on target to close the old refinery, and they will be leaving the petroleum fuel products industry behind them.  The company admitted they were not sure what their next step with the refinery would be, and if they will be adapting it for plastics or changing it over to some type of bioenergy or green energy.  LyondellBasell has filed with the Security and Exchange Commission (SEC) they will be losing in the range of $610 to $980 million for leaving the petroleum refining industry nonetheless this will free up money for other projects which have a long-term value to all.  We wish them luck during their transition and hope they bring new life to the old refinery.   If you would like to read more of The Houston Chronicle’s article, please click the link: LyondellBasell on track to close Houston refinery next year.

Oxy’s low carbon venture has secured an agreement with a Houston based midstream company to develop a transportation system to bring CO2 to its Bluebonnet Hub!

We love articles which tie to our previous Blogs.  We recently blogged about Ory’s subsidiary 1PointFive and the progress they have made with their West Texas “Stratos” CCUS project, then we did another one on their work at their South Texas DAC Hub and then for them receiving US Department of Energy’s CarbonSAFE Initiative Phase III funding for “Bluebonnet” and “Magnolia.”  Well, 1PointFive is in the news again.

Did anyone happen to read the Oil & Gas Journal’s Daily Update on October 28, 2024, they had an article titled, “Occidental’s 1PointFive CCUS subsidiary partners with Enterprise Products Partners for CO2 transport network”?  The article is on Oxy’s low carbon venture, 1PointFive, has allied and signed an agreement with Enterprise Products Partners LP (EPD) for them to build a carbon dioxide (CO2) transit system to bring captured CO2 from industries along the Gulf Coast to its Bluebonnet Hub which is situated in East Texas in Chambers, Liberty, and Jefferson counties.   1PointFive allying with this midstream leader in oil and gas was ideal with them having an already extensive network of pipelines in this region.  EPD will be offering a fee-based transportation service to industry in the Gulf Coast region to help 1PointFive transport their client’s captured CO2 to East Texas for storage in saline formations deep underground.  Once 1PointFive has established their clientele base and work on their East Texas hub, they will let EPD know it’s time to start on the network which will be built along EPD’s existing pipeline corridors.  This is one more step in the equation to clean up our air quality and help reduce climate change.  We wish them luck moving their project and transportation system forward and we will let you know, if we hear anything else!  If you would like more information on this article from Oil and Gas Journal, please click the links: Oxy’s 1PointFive CCUS subsidiary partners with Enterprise Products Partners for CO2 transport network | Oil & Gas Journal.

The maritime industry is helping educate future Maritimer’s by investing in a Magnet school in Houston!

Happy Monday and welcome back to another week of ESC News Blog!

Today we were at the Greater Houston Port Bureau’s 16th Annual Captain’s Golf Tournament in Sugarland, Texas.  The GHPB’s VP, Christine Schlenker, CAE, MPE, suggested we should Blog about Houston Independent School District’s (HISD) Austin High School getting an influx of much need funds for their Maritime Studies Magnet Program.  We thought it was a good suggestion.   Most Houstonian’s barely notice the Houston Ship Channel is at their back door let alone good jobs and future may be found there nonetheless this program will help bring skilled workers to this multi-billion-dollar industry which helps bring the products we use everyday to us from everywhere!

Did anyone read The Houston Chronicle’s back around September 25,2024, their article called, “Funding, internships come to Austin High School students with new Chevron partnership - Chevron joins Port of Houston for maritime studies program at Austin High School.”?  In the article, it speaks about HISD’s Austin High School.  It is one of the few programs for maritime studies in the area, and them being awarded funding from the maritime industry.  The program was established with Port Houston in 2009-10 to help bring new blood into maritime industry.  This local high school was the lucky recipient of $62,500 from Chevron Shipping Company with money to help grow their maritime studies program as well as more opportunities for internships and mentorships in the industry.  This HISD certificate program is a way to help get students into a growing industry with the right skills for the work force of tomorrow.  We wish this HISD Magnet Program much luck attracting money from more industry leaders and luck in educating new skilled workers for the maritime industry!  If you would like to read more of the article from The Houston Chronicle, please click the link: Chevron funding to bring internships, mentorship to Austin High School.
