DOI adding 34 oil and gas lease sales in their new five -year plan.

We have been
keeping tabs on the current administration’s Department of the Interior and how
they are opening up oil and gas to help with America attain energy
dominance. Well, we have more federal
waters opening up to the offshore oil and gas industry.
Did anyone see
The Houston Chronicle’s Business Section on November 21, 2025, they
reprinted an article from the Associated Press titled, “New offshore oil
drilling planned for Calif., Florida coasts”?
In the article, it speaks on how the U.S. Department of Interior Bureau
of Ocean Energy Management (BOEM) will be opening up some of California and Florida
offshore as well as offshore Alaska in a new five-year plan with a possible 34
oil and gas lease sales. The BOEM
announced last week they have a new five-year plan for oil and gas lease sales
which includes six offshore lease sales for designated areas of California
between 2027 and 2030, and around 100 miles offshore Florida in designated
areas will have around seven lease sales. In addition, the BOEM has planned for offshore
Alaska up to 20 lease sales in designated areas including a new area in the High-Arctic
by 2030. The stakeholders and individuals
still have time to add their comments to the Federal Register 60-day commenting
period for the 5-year lease plan. We will let you know, if

Eiger Express Pipeline is increasing its pipe size to accommodate clientele’s demand.

We always enjoy letting you know
an update on one of our previous stories! Well, a blog from last month was in
the news today. A joint venture which
announced a final investment decision in August has increased their pipeline’s
capacity; WhiteWater and their partners have decided to go one further with
their Eiger Express Pipeline.
Did anyone
happen to read the Oil & Gas Journal’s OGJ Daily Update Newsletter on
November 25, 2025, their article titled, “Whitewater to expand Eiger Express
Permian gas pipeline to 3.7 bcfd”? In
the article, it speaks on WhiteWater and its joint venture Eiger Express Pipeline
has made an announcement on increasing the size of their proposed 450-mile natural
gas pipeline from 42-inch diameter pipe and 2.5 bcfd of LNG to 48-inch pipe and
3.7 bcfd of LNG which will be able to pass all the way to a hub in Katy, Texas from
West Texas. Eiger Express will connect Katy,
Texas to the Permian Basin and it will follow the path of their Matterhorn pipeline. This joint venture expects the pipeline to be
in operation by the Summer 2028. We wish
them luck getting their permits and keeping the project on schedule and within
budget. We will let you know, if we hear

DOE’s Office of the SPR accepted two companies’ proposals for refilling one million barrels of sour crude at Bryan Mound.
Happy Monday! Welcome back to another week of ESC News Blog! We hope you were able to keep dry today. Let’s get started.
At this point,
you know how we enjoy writing follow-ups or updates for our Blog! We wrote about the Strategic Petroleum Reserve (SPR) several
times last year for having either purchased or returned to them crude oil to
fill this American asset. Well, the U.S. DOE Petroleum Reserve’s Office was fairly quiet at this year nonetheless they
have awarded a contract for the last request for barrels!
Did anyone
happen to read the DOE’s CESER Updates Newsletter for the Strategic
Petroleum Reserve on November 12, 2025, their update included, “The U.S. Department
of Energy announced contracts have been awarded for the acquisition of one
million barrels of oil for the Strategic Petroleum Reserve (SPR)”? In the DOE’s updates, the Office of Strategic
Petroleum Reserve (SPR) has announced they have agreed to buy
approximately one million barrels of sour
crude oil for the SPR in Bryan Mound.
The SPR posted a solicitation back in October for one million
barrels for delivery between the end of the year through January 2026. The award was announced on November 12,
2025. The SPR received eighteen proposals
from six companies, and two companies’ proposals qualified for the contracts,
and they are Trafigura Trading LLC (600 MB) and Energy Transfer Crude Marketing
LLC (300MB) with an approximate cost of $56 million. The SPR
currently holds approximately 411.4 million barrels with 151.8 million sweet crude and 259.6 million sour crude
and the capability to hold 700 million barrels. The current award will add to its sour crude
supply. We will keep you posted on
anything else we hear from the SPR.

Learnings from the HFP’s Monthly Luncheon from Tuesday, November 18, 2025.

We went to the “Leaders in
Industry” Speakers’ Series Luncheon on Tuesday, November 18, 2025, which is a
joint gathering of the Houston Producers
Forum (HPF), Independent Petroleum Association of America
(IPAA), and Texas
Independent Producers & Royalty Owners Association (TIPRO) which is held at The Petroleum Club of
Houston. The speaker was Mike Howard,
Chairman and Chief Executive Officer of Howard Energy Partners (HEP). Mr.
Howard gave an interesting talk on how on HEP and the future of energy. He
spoke on how HEP is diversified with several energy products including but not
limited to hydrogen, natural gas, and etc.
HEP is a private company which allows
them more freedom then a publicly held company.
HEP ownership is management companies and private investors, for example
Aimco. There are no proxies to answer,
they don’t have to follow trends which allows them to be diversified, and capital
drives their business. They have learned
to be where their customers need them to be which has made them grow and be
more diversified. Mr. Howard considers HEP
a builder of infrastructure. His company
fills the gap between someone with a resource and someone who needs the
resource this is where midstream comes in and where his company strive to fill
that gap. An example of this is how HEP
brings energy from the Eagle Ford Shale to Monterrey, Mexico. They bring energy from the Permian Basin to
where their clients need it. They had
even applied for the Texas Energy Fund for financing for a LNG power plant but
in the end decided to go another avenue.
HEP is trying to move energy.
The country needs to be
pro-energy. In embracing this concept,
it means being pro-climate and anti-poverty.
An energy rich country is never a poor country nor is there such a thing
as a high-income country with low energy.
Energy helps fuel an economy by bringing in investment and good paying
jobs.
In a previous encounter with Secretary
of Energy, Chris Wright, Mr. Howard learned a company needs a purpose. After some thought, he believed more energy
to more people should be the direction of HEP. This is why HEP is in the midstream business to
connect the dots.
Energy needs to be abundant, reliable,
and affordable. The current administration
is trying to help with these goals by streamlining permitting and removing redundancy
between agencies which will reduce costs and time. There was a time permitting took days or couple
months, now it takes years or decades and this is where the current
administration is trying to help and this will reduce cost. Mr. Howard spoke of pipeline project to
Monterrey which cost $1 billion nonetheless a project in the states for a
shorter pipeline could cost upward of $9 billion this is what needs to change. Mr. Howard infrastructure takes long-term thinking
and there is no energy transition. We need
to embrace all energy sources including renewables and LNG. China has realized
this and builds all energy sources and we need to do that, too. China has added
more energy to their grid then we have.
Between 1950 and 2000 it was the largest buildout, nonetheless we have
slowed and this is why they are ahead of us. We need to add more transmission
lines and pipelines to get energy out to the country and the world. We need to do these things, if we are going
to have energy dominance.

BOEM has recommended date for the second Oil and Gas Lease Sale for Gulf of America’s Outer Continental Shelf.

We have an update to the latest
announcement from Department of Interior’s Bureau of Ocean Energy
Management’s (BOEM) and Gulf of America (Mexico) and their regularly
scheduled Oil and Gas Lease Sales. We blogged on the BOEM having announced
a final date in December for BBG1 lease sale and now they have a tentative second date.
Did anyone happen
to receive the News Release from the Bureau of Ocean Energy
Management (BOEM) on November 19, 2025, their News Release titled, “BOEM
Proposes Second Gulf of America Lease Sale Under the One Big Beautiful Bill Act”? In the release, it speaks on how Department
of Interior’s Bureau of Ocean Energy Management (BOEM) under the direction
of One Big Beautiful Bill Act (BBBA) (H.R.1) has announced a recommended date
for the second of thirty Gulf of America (Mexico) lease sales. The Oil
and Gas Lease Sale (BBG2) has a tentative date of March 11, 2026. Again, like the BBG1 lease sale the BOEM
has lowered the royalty rate to 12.5% for this proposed sale, ever since
the price of crude oil is still low. The
proposed BBG2 lease sale submitted around 80 million acres of the Outer
Continental Shelf which have been divided into 15,000 unleased areas of various
depths and distances from shore. The Federal
Register will have the Proposed Notice of Sale for BBG2 issued tomorrow, November 20, 2025, which will open
the 60-day comment period for local and state governments. We let
you know, if we hear anything else from the BOEM on a final notice on BBG2
or anything else. If you would like to

Learnings from the GHPB’s Commerce Club Luncheon from Thursday, November 13, 2025.

We went to the Greater Houston Port Bureau’s (GHPB) Commerce
Club Luncheon at the Houston Marriot South at Hobby Airport today.
The speaker was Christi Craddick,
Commissioner, Railroad Commission of Texas (RRC). Commissioner
Craddick was elected to office in 2012 and is the former Chairman of the
Railroad Commission. She is currently
running for Texas Comptroller.
Commissioner Craddick spoke on
several topics. She spoke the importance
of oil and gas to Texas and how Texas takes the lead and doesn’t wait for the
federal government to keep the oil and gas projects moving forward by working
hard and governing smart. Texas has
clear rules and regulations for the oil and gas industry and we permit
quickly. Drilling permitting use to take
90 days, now it takes around forty-eight hours.
The RRC modernized and upgraded their Information Technology to speed up
permitting and inspections, Geographic Information System, and made it easier for
the public access to their data.
Texas Railroad Commission works
closely with other state agencies to keep Texas oil and gas industry
moving. RRC works with Texas Ports
and Texas Department of Transportation to keep things moving because we need
reliable infrastructure and Texas ports move 60% of the energy of the U.S. Some of their jurisdiction overlaps with the Texas
General Land Office (GLO) and they work closely with them to protect Texans. Texas State waters go five miles off the
coast which is more than the other states. Currently, the two agencies are
working on a coastal project plugging abandoned wells in Trinity Bay and it is
costing Texans around $1 million a well. The RRC works with the Texas Commission
on Environmental Quality (TCEQ) for things like hydrogen pipelines because they
each have policy which governs different parts depending on if it is behind the
fence or meter or somewhere else.
One of Texas Railroad Commission’s
responsibilities is to plug abandoned wells.
They have 50 rigs which plug wells.
The RRC went to the Texas Legislature this year and requested
more money and they were allocated $100 million for the cause, and they have
received money from the federal government to help, too.
Com. Craddick spoke on some of the
other responsibilities of the RRC.
They are involved with the Hydrogen Hub which is being developed in
Texas, and she said it will be the largest in the country. This week the RRC was given the
authority from the U.S. Environmental Protection Agency to permit Class VI Wells
for carbon capture and sequestration projects (See our Blog yesterday for details). The RRC knows water in important not
only for the oil and gas industry but to Texas communities and they are working
to protect this important resource by encouraging recycling not injecting it
underground. They have encouraged companies
to cut emissions instead of regulating the industry they allowed them to take the
lead and this has caused emissions to reduce by 75% since 2011.
The RRC has a couple
challenges. One is they need to find
and keep qualified people. Two is water,
and how we need to use it wisely no matter if it is produced or potable and how
it may be causing seismic activity.

Texas joins the list of states which can issue Class VI well permits.

We were so excited, when we
read this, we couldn’t wait to tell you. Texas has been added to the states which may
approve their own Class VI Wells which will help move the carbon capture and sequestration
industry in Texas. We have been blogging on this topic of other
states like West Virginia and Louisiana being given the authority as well as
keeping you appraised of the status of our own Railroad Commission on their
journey of attaining the authority.
Did anyone happen to
read the MSN on November 12, 2025, they had an article from the
Houston Chronicle titled, “Texas receives greenlight for carbon storage
from Trump’s EPA”? The article was on how our Texas Railroad Commission has been
given the authority to permit Class VI injection wells on Wednesday, November
12, 2025, from the U.S. Environmental Protection Agency (EPA). Texas Railroad Commission applied for the authority
a while back and after a long road they have proven their rules are at least
has strict as the EPA’s and they will protect Texas Communities and the
environment. Congratulations Texas

BOEM has date for the first Oil and Gas Lease Sale for Gulf of America’s Outer Continental Shelf and a maybe date for Alaska’s Cook Inlet.

We have an update to the latest
announcement from Department of Interior’s Bureau of Ocean Energy
Management’s (BOEM) and Gulf of America (Mexico) and their regularly
scheduled Oil and Gas Lease Sales. We blogged on the BOEM having
completed its Final Programmatic Environmental Impact Statement in August, and
we now have a date on the books. The BOEM
has a low royalty rate on these two lease sales ever since they want industry
participation.
Did anyone happen to receive the News Release from the Bureau of Ocean Energy Management (BOEM) on November 7, 2025, their News Release titled, “BOEM Advances First two OBBBA Offshore Lease Sales – Proposed and Final Notices of Sale Outline Path for Expanded Offshore Leasing in Alaska and Gulf of America”? In the release, it speaks on how Department of Interior’s Bureau of Ocean Energy Management (BOEM) under the direction of One Big Beautiful Bill Act (BBBA) (H.R.1) has announced a date for the first of 30 Gulf of America (Mexico) lease sales and a tentative date for the first of six lease sales for Alaska’s Cook Inlet. The Oil and Gas Lease Sale (BBG1) will be live at 9 a.m. on December 10, 2025, for information on the sale; click the link. The BOEM has issued the notice for the Gulf of America BBG1 in the Federal Register on November 10, 2025. The BOEM has lowered the royalty rate to 12.5% on this lease sale ever since the price of crude oil being low. On another note, the oil and gas lease sale in Alaska’s Cook Inlet (BBC1) has a tentative date of March 4, 2026, and a final notice will be published at a later date. The Proposed Lease Sale BBC1 was announced in the Federal Register on November 10, 2025. BBC1 lease sale will have 12.5% royalty rate, too. We let you know, if we hear anything else from the BOEM. Did anyone happen to read Energy
Connects Newsletter on November 10, 2025, their article titled, “Five takeaways
from ADIPEC 2025: tracking the signal in a world of noise”? In the article they speak on sentiments from ADIPEC
2025 event which recently concluded.
The article reminds stakeholders in the energy industry to “track the
signal, tune out the noise” was the opening remarks from H.E. Dr. Sultan Al Jaber,
UAE Minister of Industry and Advanced Technology and this theme ran through the
event. With current demand for energy
only increasing over the next few decades the industry needs to meet it with
innovation, and they need to embrace all energy sources.
There were five concepts which
ran through this event. The first one we
need to embrace and encourage all energy types from LNG to oil to renewables as
a way to power the world. The next one
is artificial intelligence has two main functions over the coming years as a user
as well as an innovator who should help us improve productivity and make us
improve working conditions for our workers and communities. The third one is we need to innovate, fix, restore
or make new aging industry facilities and substructure which will need to exist
for many more years to come. The fourth
one is we need to develop real life and sustaining way of adopting renewables like
green hydrogen, nuclear and low carbon sources as a way to reducing our carbon
footprint. Lastly, the industry needs to work together as well as pair with
other industries to make technological advances, standards and regulations and
invest in its future, if companies are going to flourish and survive into the
next generation. The energy industry
will have to work together, invest in itself, as well as adopt practices to
clean up its emissions and innovate, if it is going to help power the

Willow Project on the North Slope has an update!
Happy Thursday!
We love an update for
ConocoPhillips' Willow Project. See
our blog in January and August 2024, if you want to get up to speed on the Willow
Project on the North Slope. Well, there hasn’t been anything notable for
some time, nonetheless we found something from ConocoPhillips which caught our
eye!
Did anyone
happen to read the Oil & Gas Journal’s OGJ Daily Update Newsletter on
November 6, 2025, their article titled, “ConocoPhillips’ quarterly earnings
down year-over-year, while adjusted production increased 4%”? In the article, it speaks about
ConocoPhillips thirds quarter earnings results, nonetheless they had an update
on expected costs of their Willow Project
in Alaska. They have adjusted the guesstimating cost from around $8 billion to $8.5
to $9 billion due to inflation and increased cost of conducting business in the
remote North Slope as well as increased shipping costs. ConocoPhillips noted
they believe production will begin in the first part of 2029. The Willow Project has made the
halfway point on the construction according to the article.
ConocoPhillips
gave an update on their three joint venture LNG projects. The two ventures in Qatar and the one in Port
Arthur are moving along nicely, and their contractors are keeping up with their
work plan. It is noted one of the LNG projects in Qatar should begin production
next year. ConocoPhillips gave a peek
into its estimated Capital Budget for 2026, and it will be around $12 billion.

Panama Canal updates on its current and future plans.

The Panama Canal has had a pretty
interesting year with the Panama Canal Authority having announced they were planning on spending $8.5 billion
for their capital investment budget over five years to aid in their net-zero
goals and help with the sustainability of this important waterway. We have written on the progress they have
made on their plans and snags for Rio Indio Reservoir. We blogged on how the ports on both coasts are
being sold and how there is a snag in the sale.
(Please see our previous Blogs for details.) Well, the Panama Canal Authority see
how certain transits will help them meet or improve their bottom line in the
coming year.
Did anyone
happen to read gCaptain Daily Newsletter on November 4, 2025, they
reprinted an article from Reuters titled, “Panama Canal Bets on LPG Transits to
Offset World Trade Slowdown Next Year”? The
article speaks in regard to the Panama Canal Authority had a representative
at Houston International Maritime Conference and they gave a talk on the canal and
its future, and how they believe there will be an increase in certain kinds of commodities
going through the Panama Canal which will help improve their bottom-line next
year. In 2026, the Panama Canal will expect
more liquified petroleum gas (LPG) and agricultural cargos to come through this
important waterway. In 2025, the Panama
Canal had almost 20% increase in the number of vessels passing through this
waterway which improved their bottom line by approximately 15%, and there were notably
more LPG and agricultural cargo ships.
The increase in traffic has in part been due to fluctuating U.S. trade
policy as well as the improved water conditions, and the energy sector recovering
Asian markets which were lost during the drought in the previous year. The increased traffic brought in much need
cash to help fund future and current plans.
The article
goes on to give a bit of an update on the Panama Canal Authority plans. The Panama Canal Authority is gauging
interest for a proposed LPG pipeline which would connect the coasts with an
anticipated 2030 operational date and it would be a way to work around any
future canal droughts. Currently, they
are anticipating their ambitious Rio Indio Reservoir completion date to be in
2031. They are currently vetting companies for those
wanting to construct and manage two new harbors in the Canal Zone and they will
be expected to be operating in four years. We wish
the Panama Canal Authority luck with fulfilling their goals for the

Enbridge’s Line 5 project has received another permit.

We said we
would let you know if we hear anything in regard to Enbridge’s Line 5; see our
previous blogs on this important connection to Canada. Well, their back in the news with some good
news.
Did anyone see
The Houston Chronicle’s Business Section on October 30, 2025, they
reprinted an article from the Associated Press titled, “Plan to encase
Great Lakes oil pipeline OK’d”? In the
article, it speaks on how the U.S. Army Corps of Engineers (USACE) last week
gave Enbridge’s Line 5 a green flag. The
approval was in spite of their own research and environmental analysis showing
the tunnel project’s construction may be a problem with natural habitat in the
area. The permitting process was sped up
by the current administration in its goal of attaining energy dominance. USACE’s permit shows the Line 5 tunnel project
conformed to all federal regulatory codes and standards. Enbridge’s Line 5 only has one more permit to
attain, and we wish them luck. We will try

Tournament” at the Sugar Creek Country Club in Sugar Land, Texas. It was a fun time for all who attended and a
