Last week Port Houston ended their search for COO and Incoming CLO and hired two experienced and qualified candidates.

Did anyone happen to receive the Port Houston’s Port Report Newsletter on September 30, 2025, their announcement titled, “Port Houston Announces Eric Casey as Chief Operating Officer and Parker Harrison as Incoming Chief Legal Officer”?  In the announcement, it goes on to speak on how two executive positions have been filled after a country wide search for the Chief Operating Officer (COO) and Incoming Chief Legal Officer (CLO).  Eric Casey will be the incoming COO he has been involved in port operations and logistics for many years as well as served in the military for over a quarter of a century, and he will be bringing his experience to his new role.  Parker Harrison will be the Incoming CLO she has many years of experience in maritime law as well as risk controls and standards, and she will be bringing her experience to her new role.  We would like to welcome and congratulate both of them on their new positions at Port Houston!  If you would like to read more of Port Houston’s Port Report announcement, please click the link: Introducing-new-COO-and-Incoming-CLO_-Final.pdf

U.S. DOE has announced federal funding available for the declining coal industry and help them bring energy to the grid!

Happy Monday!

Welcome back to another week of ESC News Blog.  We hope you had a fun and an enjoyable weekend! Sorry we have been M.IA., nonetheless we are ready to get back to normal so let’s get started!

Well, the U.S. DOE has been working hard the last few months trying to make clean coal on everyone’s mind just like the previous Administration had renewables on our mind (Please check out our previous Blogs on the coal industry).  Today, September 29, 2025, they placed money where their mouth is and now are investing in the coal industry. 

Did anyone happen to read the DOE’s Fossil Energy Newsletter on September 29, 2025, their announcement titled, “Energy Department Announces $625 Million Investment to Reinvigorate and Expand America’s Coal Industry”?  In the announcement, it goes on to speak on how the U.S. Department of Energy (DOE) has posted they will have $625 million to help bring the coal industry back to life.  The investment is in line with the President’s Executive Orders signed earlier this year aimed to help the coal industry and help us win the Artificial Intelligence (AI) Race.  The federal funds have been allocated into five categories.  The first one is for Coal Recommissioning and Retrofit and there will be $350M for ventures showing they will be upgrading and/or bring decommissioned units back to life.  The second one is for Rural Capacity and Energy Affordability Projects and there will be $175M for ventures being established to help power America’s countryside communities.  The third one is for Development and Implementation of Advanced Wastewater Management Systems and there will be $50M for ventures which have pilot programs showing the promise to manage and treat wastewater from coal plants.  (Check out our previous Blogs we have information on a nuclear water pilot program happening with Texas Tech and Abilene Christian University and the private sector).  The fourth one is Engineering and Implementation of Dual Fire Retrofits and there will be $25M for ventures which will help coal units change easily between fuel types.  The last category is Development and Testing of Natural Gas Cofiring Systems and there will be $25M for ventures which will help make boilers more dependable and effective when using only natural gas.  These investments in the coal industry will help us attain energy dominance, so we will win the AI Race.  If you would like to read more of the Announcement from the U.S. DOE, please click the link: Energy Department Announces $625 Million Investment to Reinvigorate and ExpandAmerica’s Coal Industry | Department of Energy.

U.S. PHMSA has announced federal funding to help states fund their agendas for pipeline safety!

Sorry it has been a few days, so let’s get started.

Did anyone happen to read the DOT’s Pipeline and Hazardous Materials Safety Weekly Digest Bulletin on September 14, 2025, their announcement titled, “Trump’s Transportation Secretary Sean P. Duffy Announces $86 Million in Grants to Support State Pipeline Safety Programs”?   In the announcement, it goes on to speak on how the U.S. Department of Transportation (DOT) has set up $86 million in federal funding which will be managed and awarded by the Pipeline and Hazardous Materials Safety Administration (PHMSA) to help states check most of the pipelines in their respective states. For this year it means $82 million for Pipeline Safety Base funding and $4 million in Underground Natural Gas Storage funding.  These federal funds will help states with costs associated with inspection of pipelines including but not limited to labor, gear and anything else they need to help apply federal regulation to pipelines.   The Texas agency in charge of hazardous liquids and natural gas pipelines is the Texas Railroad Commission, and they have approximately $8.2 million and $2.1 million from each of the programs to help with their duties.   We wish them much success checking pipelines to help keep communities safe!  If you would like to read more of the Announcement from the PHMSA, please click the link: Trump’s Transportation Secretary Sean P. The EPA’s GHGRP may be on the chopping block in the near future!

Happy Monday!  Welcome back to another week of ESC News Blog!      

We love follow-up stories from our previous blogs.  Back in May of 2024, the previous administration released their reporting standards for greenhouse gases (GHG) by changing the ways the oil and gas companies calculated and reported their emissions.  The modernization of the Greenhouse Gas Reporting Program (GHGRP) was needed to reflect the real GHG emissions due to companies underreported and with new innovations and satellites one could see in real-time these emissions.  Well, the new administration has rolled out possible changes coming to the GHGRP.   

Did anyone see The Houston Chronicle’s Business Section on September 13, 2025, they reprinted an article from the Associated Press titled, “EPA moves to drop major polluter rule”?  In the article, it speaks on how the U.S. Environment Protection Agency (EPA) has suggested to do away with the Greenhouse Gas Reporting Program (GHGRP) which the oil and gas industry as well as waste management and energy industry file to help influence changes in policies to reduce emissions as well as a way to make them more transparent.  The administration believes it is not necessary for the EPA to collect these reports to fulfill their duties under the Clean Air Act.  For over 15 years the GHGRP has helped communities which were located near these industrial areas to see what exactly is in the air near them and the reports were a way to hold these facilities accountable.  The current administration believes the GHGRP isn’t worth the trouble and cost, and it doesn’t help the communities nor the air quality near these industrial sites, if reporting is discontinued it will save these companies up to $2.4 billion over the next decade.  Previous administrations’ leaders and environmentalists have already spoken out against discontinuing the GHGRP and believe the program has helped community leaders make policy changes which help improve air quality for all.  Well, the EPA will be opening its comment period for the change soon, and the public and stakeholders will have time to chime in.  We will keep you informed of anymore changes we hear!    If you would like to read more of the Associated Press’ article, please click the link: EPA wants to roll back greenhouse gas reports from polluters | AP News.

Ammonia powered ship, Yara Edye, had its steel cutting ceremony!

Happy Thursday! 

We like a good engineering feat and with the IMO deadline to reduce emissions quickly approaching the first ammonia powered vessel seemed to fit the bill.  Did anyone happen to read gCaptain Daily Newsletter on September 6, 2025, their article titled, “Construction Begins on World’s First Ammonia-Powered Containership”?  The article speaks in regard to Yara Clean Ammonia had a steel cutting ceremony for its first renewable ammonia-powered vessel named, “Yara Eyde”.  Yara Eyde will be a containership, and this ship will help the shipping industry show it too may help lower emissions as the world strives to reduce greenhouse gases.  Yara Eyde shipping route will eventually connect Norway and Germany.  Ammonia as a low emission marine fuel has grown from theory to use in a relative short amount of time. The shipping industry has 39 ships which use ammonia as its fuel, and they are either tankers or general cargo vessels.  In spite of the special handling ammonia needs, advances have been made for marine refueling facilities, and as there becomes more of a demand the prohibitive costs should tame.  We wish Yara Edye a speedy journey to the finish line!  If you would like to read more of gCaptain’s article, please click the link: Construction Begins on World's First Ammonia-Powered Containership.

Do you want to be on the STOPTHEFT Task Force?

Happy Wednesday!

Sorry, we’ve been away for a couple days.  A loss throws you for a loop is an understate!  Don’t forget sometimes there isn’t always a later or tomorrow go make a call or go hang because there are no do overs!  Let’s get started!  

We all have heard the stories about the Wild West and Texas, and the adventures of rough-ins, bandits, or cattle rustlers which herds of cattle disappeared, and stagecoaches and banks were robbed.  We heard of the tales of the Sheriff and his forces had the outlaws cornered in the canyon and they disappeared or shot their way out. Well, in today’s world rustling isn’t so dramatic, nonetheless it still happens maybe not herds of cattle, but a couple will go missing or barrels of petroleum disappear from facilities.  Well, today oil field theft has become a problem, and Texas is establishing a task force to handle it!

Did anyone happen to read The Houston Chronicle’s Fuel Fix Newsletter on September 8, 2025, they republished an article from Oil Editor (Midland Reporter-Telegram) titled, “Texas creates petroleum theft task force”?  In the article they refer to the announcement from the Texas Railroad Commission.  The announcement speaks on how Senate Bill 494 has established the State Taskforce on Petroleum (STOPTHEFT) which will be under the Texas Railroad Commission.  STOPTHEFT is a commission made up of 12 commissioners which will be appointed, and the group must have at a minimum one of each of the following: a representative from the oil and gas industry, a rep from the energy trade association, and reps from all applicable jurisdictions of law.  The commission will provide their findings to the governor. TANEO is the new Texas agency for nuclear development which was officially created as of September 1, 2025.

In yesterday’s Blog, we hinted at an update on the status of the legislation which was blogged on back in early May.  Did anyone happen to read The Houston Chronicle’s The 713 Morning Newsletter on September 1, 2025, they had an article titled, “Major new Texas laws taking effect today”?  In the article, it speaks on the new laws which went into effect of September 1, 2025, and House Bill (HB) 14 was one of them.  House Bill 14 was signed into law by Governor Abbott earlier this summer, and it created a new agency called Texas Advanced Nuclear Energy Office (TANEO) which will be part of the state’s executive office and its leadership will be appointed by the governor.  The new agency will be in charge of $200 million and has the authority to distribute the funding like the Texas Energy Fund offers funding to companies who are investing in natural gas power plants, and the fund is called Texas Advanced Nuclear Development Fund.  The new fund will be used to help innovating and advanced nuclear technology come to Texas to help bring more power generation to our grid!  In the Nuclear Working Group’s Report which was provided to the Governor suggested funding to attract nuclear energy to Texas and a new agency for oversight on the budding industry (Please see our blog in May for details).  We wish them luck getting this ambitious new agency off the ground and bring more power to the grid!  If you would like to read more of the article from The Houston Chronicle, please click the link: New Texas laws that take effect September 2025.

One of the DOE’s Reactor Pilot Program selectees has made a milestone!

Happy Thursday!

By now you probably realize we like energy as well as updates on our previous blogs.  We blogged about nuclear energy starting to catch on in Texas back last November and we had an update in May with our Texas Legislature adding to its agenda discussions on nuclear energy.  Spoiler some of the legislation we spoke on was sent to the Texas Governor’s desk and signed; more on this another day.  We blogged on how Texas A&M had chosen some projects for their Rellis Campus, and a couple of the same companies made it to the DOE’s Reactor Pilot Program.  Then in mid-August, we blogged on the DOE picking 10 nuclear SMR start-ups for their Reactor Pilot Program.  Well, we have an update on one of the companies which by chance we blogged on them back in mid-April in case you are interested in what they are doing in Texas.   Well, congratulations Aalo Atomics on your milestone!  

Did anyone happen to read EnergyTech’s Transition Newsletter on September 3, 2025, their article titled, “Aalo Atomics Breaking Ground on the National Lab SMR Nuclear Pilot”?  In the article, it speaks on how Texas’ own Aalo Atomics has reached a milestone by starting groundwork for its site for its Aalo-X reactor at the Idaho National Laboratory (INL).  Aalo Atomics demonstration sodium-cooled reactor called, “Aalo-X” is taking the lead with the company breaking ground in Idaho for the deadline of July 4, 2026, for the DOE’s Reactor Pilot Program.  Aalo-X is the company’s pilot reactor which will be made at the factory in Texas and shipped and set-up on the prepared site at the INL.   The Aalo-X is the foundation of their smaller Small Modular Reactor (SMR) Aalo Pod which will be site specific for data centers and produced at the factory and set-up on site.  Aalo Pod is an SMR which doesn’t need an outside water source, it’s sodium-cooled, and uses a low-enriched uranium, and these innovations should make constructing SMR’s affordable.  We wish Aalo Atomic’s luck bringing their innovations to life!  If you would like to read more of the article from EnergyTech, please click the link: Aalo Atomics Breaking Ground on National Lab SMR Nuclear Pilot | EnergyTech.

U.S. DOE has announced an approval of another LNG facility in Louisiana!

Welcome back to another week of ESC News Blog.  We hope you had a fun and an enjoyable holiday weekend!  Let’s get started!

Well, the U.S. DOE has been working hard the last few months getting more LNG projects back on track.  Well, tentative approvals the federal government offered back in mid-February for Commonwealth LNG, LLC has made it to the finish line, with the last of the approvals needed to start has arrived. (Check out our Blog for details.)

Did anyone happen to read the DOE’s Fossil Energy and Carbon Management Newsletter on August 29, 2025, their announcement titled, “Energy Department Issues Final Export Authorization to Commonwealth LNG”?  In the announcement, it goes on to speak on how the U.S. Department of Energy (DOE) has granted an authorization to ship to Non-Free Trade Agreement (Non-FTA) countries for Commonwealth LNG, LLC in Cameron Parish, Louisiana.  The DOE’s authorization approves Commonwealth LNG to ship 1.2 billion cubic feet of liquified natural gas (LNG) a day to these countries.    Earlier this year summer Commonwealth LNG received their U.S. Federal Energy Regulatory Commission’s (FERC) final approval which was withheld last summer due to a Federal Appellate Court found they had an insufficient Environmental Impact Statement (EIS), and their Supplemental EIS was completed earlier this year, thus in line with the court’s order.  Now Commonwealth LNG is expected to make their final investment decision later this year.  We wish Commonwealth LNG a speedy start of construction now they have their federal permits in hand!  If you would like to read more of the Announcement from the U.S. DOE, please click the link: Energy Department Issues Final Export Authorization to Commonwealth LNG | Departmentof Energy.
